HomeMy WebLinkAboutR-00-1009J-00-989 11/15/00 --00 RESOLUTION NO. �� , 10 � �..c 9 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE IN THE JUNE 6, 2000 CONSTRUCTION CONTRACT WITH MASTER EXCAVATORS, INC., FOR THE DEPARTMENT OF PUBLIC WORKS FOR STORMWATER DRAINAGE IN THE CITYWIDE LOCAL DRAINAGE PROJECT E-75, B-5638, IN AN AMOUNT NOT TO EXCEED $350,000, FROM $731,350 TO $1,081,350; ALLOCATING FUNDS THEREFOR FROM PROJECT NO. 352231, AS APPROPRIATED BY THE ANNUAL APPROPRIATIONS AND CAPITAL IMPROVEMENT PROJECTS ORDINANCES. WHEREAS, many residents of the City of Miami ("City") suffered stormwater flooding losses during the October 3, 2000 tropical storm and required emergency stormwater pumping by the Departments of Fire -Rescue and Public Works at numerous locations to remove accumulated stormwater; and WHEREAS, an assessment by the Public. Works Department during and after the storm revealed, that to avoid future flooding, stormwater drainage improvements are urgently needed at those locations that required emergency pumping; and WHEREAS, Resolution No. 00-216, adopted March 9, 2000, authorized the City Manager to execute a contract with Master CITY COMMISSION MEETING OF NOV 1 6 2000 kesolution Xo. Excavators, Inc. for the Citywide Local Drainage Project E-75, B-5638; and WHEREAS, due to the urgency of the stormwater drainage improvements in the most critically flooded areas of the City, it would be in the best interests, health, safety and welfare of the citizens and the public to increase the existing construction contract with Master Excavators, Inc. to include those locations in the project currently under construction; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that an increase in the contract with Master Excavators, Inc. be approved; and WHEREAS, funds are available from Project No. 352231, as appropriated by the Annual Appropriations and Capital Improvement Projects Ordinances for said purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as.if fully set forth in this Section. Section 2. An increase in the June 6, 2000 construction contract with Master Excavators, Inc., for the Department of Public Works for stormwater drainage in the Citywide Local Drainage Project E-75, B-5638, in an amount not to exceed $350,000, from $731,350 TO $1,.081,350, is hereby authorized, with funds therefor hereby allocated from Project No. 352231, as Page 2 of 3 - 10 appropriated by the Annual Appropriations and Capital Improvement Projects Ordinances. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.!' PASSED AND ADOPTED this 16th day of .-November 2000. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. . Page 3 of 3 • • CITY OF MIAMI, FLORIDA 24 INTER -OFFICE MEMORANDUM TO : The Honorable Mayor and DATE: NOV 2 - 2C09 FILE: Members of the City Commission .,� SUBJECT: RESOLUTION to increase the construction contract with Master Excavators, Inc., for drainage improvements FROM: imene REFERENCES: City Manage ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing an increase in the construction contract between the City of Miami and Master Excavators, Inc., in the amount of $350,000 for stormwater drainage facilities in the Citywide Local Drainage Project E-75, B-5638. The contract sum will increase from $731,350 to $1,081,350 with funds appropriated by Ordinance No. 11705„ as amended, and Ordinance No. 11839. BACKGROUND Many City residents suffered stormwater flooding losses during the October 3, 2000, tropical storm that moved across the City. The Flagami neighborhood, as well as several other locations, was the most impacted where 17 inches of rainfall caused extensive flooding and property damage. Emergency pumping by the City's Fire -Rescue Department and Public Works Department was required to eventually remove accumulated stormwater at several locations. An assessment by the Public Works Department during and after the storm revealed that storm drainage improvements are most urgently needed at the following locations to avoid future flooding: • SW 48 Avenue between SW 5 Terrace and SW 8 Street • SW 16 Street between SW 34 Avenue and SW 37 Avenue • SW 64 Court outfall pipe between SW 8 Street and Tamiami Canal • SW 60 Court, SW 61 Avenue and SW 62 Avenue south of West Flagler Street • SW 16 Terrace at Coral Gate Drive (SW 34 Avenue) • NW Miami Court between NW 18 Street and NW 19 Street • NW 40 Court between West Flagler Street and NW 2 Street • SW 9 Street at SW 6 Avenue • SW 13 Street at SW 23 Avenue • NW 15 Street between NW 29 Court and NW 30 Avenue • NW 1 Street at NW 18 Avenue • NW 2 Terrace between NW 36 Avenue and NW 36 Court Drainagel mprovements-MEMO 00-1009 The Honorable Mayor and Members of the City Commission Resolution To Increase Construction Contract With Master Excavators, Inc. Page No. 2 The design of the improvements at many of these locations is nearly complete. Due to the urgency to complete these locations, the most expeditious method to accomplish the construction of the improvements is to increase the existing construction contract with Master Excavators, Inc.' and include these locations in the Citywide Local Drainage Project E-75 currently under construction. Another critically flooded neighborhood, in the area of SW 33 Avenue and SW 27 Street, will be addressed separately under the Coconut Grove Storm Sewer/Impact Fee Project scheduled for this fiscal year.
