THEREFOR FROM THE COCONUT GROVE CONVENTION
CENTER FY 9 9 - 0 0 OPERATING -BUDGET, ACCOUNT
CODE NO. 415000.350201.830.
WHEREAS, recent weather conditions have caused .roof leakage
over the main hall and the mezzanine area of the Coconut Grove
Convention Center and the immediate repair, of the roof is
necessary to prevent further roof and structural damage; and
WHEREAS, the City Manager made a written finding that the
repair to the roof of the Coconut Grove Convention Center
constitutes a valid emergency; and
WHEREAS, the City Manager and the Director of Conferences,
Conventions and Public Facilities recommended that the
requirements for competitive sealed bidding procedures be waived;
and

WHEREAS, the Department of Conferences, Conventions and
Public Facilities solicited for informal quotes and V.V. ROOFING,
INC. and MURTON ROOFING CORP. provided the most responsive quotes
for the necessary repairs; and
WHEREAS, funds are available from the Coconut Grove
Convention Center FY 99-00 Operating Budget, Account Code
No. 415000.350201.830, for said repairs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Manager's finding of
an emergency, waiving the requirements for competitive sealed
bidding procedures, is hereby ratified, approved and confirmed
and roof repairs for the Department of Conferences, Conventions
and Public Facilities for the Coconut Grove Convention Center
from V. V. Roofing, Inc., in an amount not to exceed $ 7 , 0 0 0 , ,and
Murton Roofing Corp., in an amount not to exceed $1,500, at a
total amount not to exceed $8,500, is hereby authorized, with
funds therefor hereby allocated from the Coconut Grove Convention
Center FY 99-00 Operating Budget, Account Code
No. 415000.350201.830.

immediately upon its adoption and signature of the Mayor.'/

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving and confirming the City Manager's finding of an emergency, waiving the requirements
for competitive sealed bids and approving the acquisition of services from V.V. Roofing, Inc. and
Murton Roofing Corp. for repairs to the roof of Coconut Grove Convention Center in an amount not
to exceed $8,500. Funding is available from the Coconut Grove Convention Center FY 99-00
Operating Budget Account No. 415000.350201.830.
BACKGROUND
The Department of Conferences, Conventions and Public Facilities determined that the roof over
the Main Hall and the Mezzanine of the Coconut Grove Convention Center had deteriorated, and
required immediate repair. Recent weather conditions have resulted in water leakage inside the
facility. It is necessary to repair the roof leaks immediately to avoid further damage to the roof and
structure. In addition, a rally scheduled for September 22, 2000 is estimated to attract over one
hundred media representatives from around the world, providing wide exposure to the Convention
Center and the South Florida area.
