TO PROVIDE NEIGHBORHOOD REDEVELOPMENT CONSULTING SERVICES FOR THE MODEL CITY HOMEOWNERSHIP ZONE PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Page 2 of 2 UQ-1O00 ® 0 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission �►% RECOMMENDATION: DATE : NOV 2 - J`J FILE: SUBJECT: Resolution for Consultant Services for Model City Homeownership Zone Project REFERENCES: City Commission Agenda ENCLOSURES: November 16, 2000 It is respectfully recommended that the City Commission adopt the attached resolution allocating $50,000 of HOME Investment Partnership (HOME) funds to Osterholt Consulting, Inc. to provide consultant services relating to the Model City Homeownership Zone Project and further authorizing the City Manager to enter into agreement with said organization, in a form acceptable to the City Attorney, for said purpose. BACKGROUND: The Five Year Consolidated Plan designates seven (7) Community Revitalization Districts that represent specific areas of the City of Miami determined to be most in need based on a homeownership rate less than 20% and household income under 50% of the County median level. The Community Revitalization Districts represent the focus of special initiatives intended to positively impact these neighborhoods. Included in each of the Community Revitalization Districts is a Homeownership Zone, which reflects a core of intersecting block groups most in need. The Homeownership Zones are intended to be the focus of homeownership initiatives. At the Special Community Development Meeting of May 11, 2000 the City Commission approved the Model City Homeownership project as the prototype for the first homeownership initiative. Since the City has limited experience in the development of such a massive endeavor, it is recommended that the services of an experienced consultant in neighborhood redevelopment be contracted to ensure the success of the prototype homeownership project in Model City. The Administration has identified Osterholt Consulting, Inc. as a firm with extensive experience in this activity throughout South Florida. The Chief Executive Officer, Mr. Jack Osterholt, is a former County Manager in Broward County and his expertise in redeveloping depressed neighborhoods will be an invaluable asset to the City in its effort to revitalize the Model City area. It is recommended that $50,000 of HOME funds be allocated to Osterholt Consulting, Inc. for professional services relating to the Model City Homeownership Project. 00-1000 The City has moved aggressively in pursuit of land acquisitions in the Model City Homeownership Zone to enhance the homeownership project and it is believed that the City is well positioned, with the Assistance of Osterholt Consulting, Inc., to make significant progress on this project in the next year. Discussion and proposed resolution allocating $50,000 of HOME Investment Partnership (HOME) funds to Osterholt Consulting, Inc. to provide consultant services relating to the Model City Homeownership Zone Project. 2. Discussion and proposed resolution reprogramming $750,000 of Community Development Block Grant (CDBG) Funds previously allocated to the Downtown Development Authority through the adoption of Resolution No. 95-179, adopted March 9; 1995, and Resolution No. 99-854, adopted November 16, 1999, and transferring the reprogrammed funds in the amount of $750,000 to support City of Miami Capital Improvement Projects (CIP) as prioritized by the City Manager The Public Hearing will be held: Thursday, November 16, 2000 at 9:30 A.M.
