A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT (S), APPROVING THE LIST OF PRE -QUALIFIED PROPOSERS AS SET FORTH ON "EXHIBIT A", ATTACHED AND INCORPORATED, TO PROVIDE EXECUTIVE SEARCH SERVICES FOR THE DEPARTMENT OF HUMAN RESOURCES; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AGREEMENT (S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE MOST ADVANTAGEOUS FIRM(S) ON AN AS -NEEDED BASIS, FOR AN INITIAL ONE YEAR PERIOD, WITH THE OPTION TO RENEW FOR THREE ADDITIONAL ONE, YEAR PERIODS, AT AN ESTIMATED TOTAL AMOUNT NOT TO EXCEED $100,000 FOR SAID SERVICES; ALLOCATING FUNDS FROM NON -DEPARTMENTAL ACCOUNT CODE NO. 001000.921002.6.270. WHEREAS, the Department of Human Resources has a need to quickly fill executive positions to maintain the financial and operational success of the City of Miami; and WHEREAS several nationwide recruitments have been conducted in an effort to fill various executive positions, but it has become increasingly difficult to attract viable candidates, and it has been determined that the services of executive search firms is necessary for executive positions that are difficult to fill; and NOV p i 6 00 "a 1. .., 1 t 989 WHEREAS, the Department of Human Resources has identified and established a list of six (6) qualified and experienced executive search firms to negotiate and determine the most advantageous firm(s) to provide such services; and WHEREAS, those firms appearing on the List will be invited to participate in such contract negotiations and subsequently engaged by the Department of Human Resources on as as -needed, contract basis, for an initial one year period, with the option to renew for three additional one year periods, at an estimated total cost not to exceed $100,000; and WHEREAS, the City Manager and the Director of the Department of Human Resources recommend that the proposers listed on "Exhibit A" be accepted and placed on the Pre -Qualified Proposers List to perform said services; and WHEREAS, the City reserves the right to add pre -qualified Proposers to the list as deemed necessary; and WHEREAS, funding is available for the payment of said services in Non -departmental Account Code No. 001000.921002.6.270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Page 2 of 4 0 0- 989 . Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The list of pre -qualified proposers as set forth on "Exhibit A", attached and incorporated, to provide executive search services for the Department of Human Resources is approved. Section 3. The City Manager is authorizedll to negotiate and execute agreement (s), in a form acceptable to the City Attorney, with the most advantageous firm(s) on an as -need basis, for an initial one year, period, with the option to renew for three additional one year periods at an estimated total amount not to exceed $100,000 for said services, with funds allocated from Non -Departmental Account Code No. 001000.921002.6.270. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2/ 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. z/ If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. The City of Miami reserves the right to add pre -qualified Proposers to this List as it deems necessary. Funding for these services has been identified in Account No. 001000.921002.6.270. BACKGROUND The Department of Human Resources has conducted several nationwide recruitments in an effort to fill the Director of Finance position, which has been vacant since January 29, 2000. This on -going recruitment effort was initially conducted in February/March 2000 and again in April/May 2000. The recruitments included advertising in the local and national Government Finance Officers Association newsletters, the International City/County, Manager's Association newsletters, and other local and national newspapers, as well as on financial and management -oriented Internet websites. Additionally, a statewide; targeted recruitment was conducted, as well as an Internet resume search; however, none of those contacted was interested in pursuing the opportunity at that time. The Director of Finance position is critical to the City's success in meeting the goals of the State Oversight Board. Additionally, given the positive employment outlook for persons in the financial arena, it has become increasingly difficult to attract viable candidates to this position. Therefore, it is imperative that we now undertake extreme measures in filling the position. In the event other executive positions prove to be difficult to fill, having a list of approved firms that can offer this search service will provide the City with the flexibility needed to quickly locate qualified individuals. We would then be able to negotiate with one or more of the pre -qualified Proposers in order to generate viable candidates to fill these executive positions. Each of these qualified firms has extensive experience in conducting national professional searches, and expertise in public -sector placement. These firms, which have a national reputation of selecting highly qualified professionals, would.be available to conduct national searches for various difficult to fill executive and high-level unclassified positions, under the terms and conditions of the contract approved by the City.
