A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE GANG REDUCTION
ACTIVITIES AND SPORTS PROGRAM (G.R.A.S.P.),
IN AN AMOUNT' NOT TO EXCEED $99,138;
ALLOCATING FUNDS. THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NO. 690002'
SUCH EXPENDITURE HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE .U.S.
DEPARTMENT OF JUSTICE'S "GUIDE TO EQUITABLE
SHARING."
WHEREAS, the U.S. Department of Justice's "Guide to
Equitable Sharing" authorizes the expenditure of forfeiture.cash
or proceeds for certain law enforcement. purposes not considered
normal operating expenses; and
WHEREAS, the Department of Police is committed to the
education and development of the youth of the community; and
WHEREAS, the Gang Reduction Activities and Sports Program
("G.R.A.S.P.") provides the youth of the community with
productive, alternative activities._ and positive character
building experiences through participation in organized sports;
and
WHEREAS, this funding will assist G.R.A.S.P. with providing
an effective juvenile prevention program; and

WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of Justice's "Guide to Equitable
Sharing"; and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes (1999), the recipient, G.R.A.S.P., shall (1)
certify that the funds appropriated will be used lawfully and for
the purpose stated, (2)'be required to maintain proper accounting
records for the expenditure of such monies, and (3) provide any
reports, including, but not limited to, audit reports, as may be
required by the City of Miami or applicable law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The funding for G.R.A.S.P., in'an amount not
to exceed $99,138, is hereby authorized, with funds therefor
hereby allocated from the Law Enforcement Trust Fund, Project.
No. 690002, such expenditure having been approved by the Chief of.
Police as complying with the U.S. Department of Justice's "Guide
to Equitable Sharing."

Section 3. This Resolution shall become

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing funding, in the amount of $99,138, for the continuation of the Gang Reduction
Activities and Sports Program (G.R.A.S.P.).
Funding is to be provided from the Law Enforcement Trust Fund, U.S. Department of Justice,
Project. Number 690002.
BACKGROUND
The Gang Reduction Activities and Sports Program (G.R.A.S.P.) was established in October of
1995. During the past five years, this program has served approximately seven hundred twenty
(720) at -risk children and has proven to be an effective juvenile prevention program by diverting
these kids from a life of crime and gangs and steering them to a more positive and rewarding
lifestyle. The program will target 180 gang and potential gang members within the City of Miami
and provide them with productive, alternative activities.

I, Raul Martinez, Chief of Police, City of Miami, do hereby certify that this request for
expenditure from the City of Miami Law Enforcement Trust Fund, for a contribution to the Gang.
Reduction Activities and Sports Program (G.R.A.S.P.), in an amount not to exceed
$99,138.00, complies with the guidelines set forth in the U.S. Department of Justice's "Guide to
Equitable Sharing."
