A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING OF THE ALTERNATIVE
PROGRAMS, INC. IN AN AMOUNT NOT TO EXCEED
$80,000; ALLOCATING FUNDS THEREFOR FROM THE
LAW ENFORCEMENT TRUST FUND, PROJECT
NO. 690001, SUCH EXPENDITURES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS.COMPLYING
WITH SECTION 932.7055, FLORIDA STATUTES
(1999) .
WHEREAS, Section 932.7055,Florida Statutes (1999),
authorizes the expenditure of forfeiture cash or proceeds for
certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS,. the Department of Police is committed to the
education and development of the youth of the community; and
WHEREAS, The Alternative Programs, Inc. assists at -risk
students and chemically dependent persons in need of support and
counseling referred to the program by the courts and law
enforcement agencies; and
WHEREAS, this funding will assist The Alternative Programs,
Inc. in continuing "The Last Chance" projects at the three (3)

Overtown schools of Phyllis Wheatley, Frederick Douglass, and
Dunbar Elementary Schools; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police recommends adoption of this
Resolution and has certified that the proposed expenditures
comply with Section 932.7055, Florida Statutes (1999); and
WHEREAS, pursuant to the provisions of Section 932.7055(c)',
Florida Statutes (1999), the recipient, The Alternative Programs,
Inc. shall (1) certify that the funds appropriated will be used
lawfully and for the purpose stated, (2) be required to maintain
proper accounting records for the expenditure of such monies, and
(3) provide any reports, including, but not limited to, audit
reports, as may be required by the City of Miami or applicable
law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Funding for The Alternative Programs, Inc.,
in an amount not to exceed $80,000, is hereby authorized, with
funds therefor hereby allocated from the Law Enforcement Trust
Fund, Project No. 690001, such expenditures having been approved

by the Chief of Police as complying with Section 932.7055,
Florida Statutes (1999).
Section 3. This Resolution shall become effective
immediately upon . 'adoption and signature of the Mayorv.

If the Mayor does not sign this Resolution, it shall become effective at
the.end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing a contribution to The Alternative Programs, Inc., and allocating funds therefor, in an
amount not to exceed $80,000. Funding is to be provided from the Law Enforcement Trust Fund,
Florida State Statute Chapter 932.7055, Project Number 690001.
BACKGROUND
The Miami Police Department supports the efforts of those groups responsible for, and dedicated
to, the education and prevention of drug abuse. The Alternative Programs, Inc., targets at -risk
students and chemically dependent persons in need of support and counseling. Clients are referred
to the program by both the courts and law enforcement agencies. These funds will be used by The
Alternative Program to continue "The Last Chance" project at three (3) Overtown schools; Phyllis
Wheatly, Douglas and Dunbar Elementary. This is the eleventh year of funding this organization.
