A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE BID OF SOUTH FLORIDA MAINTENANCE
SERVICES FOR THE ACQUISITION OF MAINTENANCE
PERSONNEL AND SERVICES FOR SPECIAL EVENTS FOR
THE BAYFRONT PARK MANAGEMENT TRUST ("TRUST"),
ON AN AS -NEEDED CONTRACT BASIS FOR ONE (1)
YEAR, WITH THE OPTION TO RENEW FOR TWO (2)
ADDITIONAL ONE (1) YEAR PERIODS, IN AN ANNUAL
AMOUNT NOT TO EXCEED $80,000; ALLOCATING FUNDS
THEREFOR FROM THE GENERAL OPERATING BUDGET OF
THE TRUST.
WHEREAS, the Bayfront Park Management Trust ("Trust") requires
the acquisition of maintenance personnel and services for the
Mildred and Claude Pepper Bayfront Park and Bicentennial Park to
host numerous special events and concerts; and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-160 was mailed to fifty-nine (59) potential bidders; and
WHEREAS, three (3) responsive bids were received on
August 21, 2000; and
WHEREAS, the Executive Director of the Trust recommends that
the bid received from South Florida Maintenance Services, be
accepted as the lowest responsive and responsible bid; and

WHEREAS, funds are available from the General Operating Budget
of the Trust;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The bid received on August 21, 2000 from South
Florida Maintenance Services for the acquisition of maintenance
personnel and services for special events for the Bayfront Park
Management Trust ("Trust") on an as -needed contract basis for one
(1) year, with the option to renew for two (2) additional one (1)
year periods., in an annual amount not to exceed $80,000, is hereby
accepted, with funds therefor hereby allocated from the General
Operating Budget of the Trust.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

Personnel.
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid received on August 21, 2000, from South Florida Maintenance Services, an Hispanic, Miami -
Dade County Vendor, for the provision of Special Event Cleaning Personnel, for the Bayfront Park
Management Trust, on an as needed contract basis for one (1) year with the option to renew for two
(2) additional one (1) year periods, in an annual amount not to exceed $80,000, with funds therefore
allocated from the Bayfront Park Management Trust Operating Budget.
BACKGROUND
The Bayfront Park Management Trust was created by the Miami City Commission to direct, operate,
manage and maintain all aspects of Bayfront Park. Bayfront Park is the City of Miami's Premier
public park, hosting 50 special events and concerts annually. Each of those events requires Special
Event Cleaning Personnel to maintain Bayfront Park as a safe a clean environment. Pursuant to
public notice, Invitation for Bids No. 99-00-160 were mailed to fifty-nine (59) potential bidders.
Three (3) responsive bids were received on August 21, 2000. Funds for this service are available
from the Bayfront Park Management Trust Operating Budget. The Bayfront Park Management Trust
and the Executive Director of the Bayfront Park Management recommend that the bid received from
South Florida Maintenance Services be accepted as the lowest responsive and responsible bid.

Sealed bids will be received by the City of Miami City Clerk at his office located at City Hall, 3500
Pan American Drive, Miami, FL 33133 for the following:

A MANDATORY pre -bid conference will be held at the Bayfront Park Management Trust Offices,
301 N. Biscayne Boulevard, Miami, Florida on August 14, 2000, at 10:00 a.m. The purpose of this
conference is to allow potential Proposers an opportunity to present questions to staff and obtain
clarification of the requirements of the Bid documents. It is mandatory that a representative (s) of
the bidder attend in order to qualify to bid.
Detailed specifications for this bid are available upon request at the Bayfront Park Management
Trust Offices, 301 N. Biscayne Boulevard, Miami, Florida 33132. Telephone No. 305/358-7550.
THIS BID SOLICITATION IS SUBJECT TO THE "CONE OF SILENCE" IN ACCORDANCE
WITH MIAMI-DADE COUNTY ORDINANCES 98-106 and 99-1. (PLEASE PRINT THIS
