HomeMy WebLinkAboutR-00-0954• J-00-987 10/26/00 RESOLUTION NO. 0 0 9: ri 4 A RESOLUTION OF THE MIAMI CITY COMMISSION DECLARING THE REALIGNMENT OF ONE BLOCK OF THE METROMOVER MAIN LINE ("DUPONT PLAZA AREA REALIGNMENT") TO BE A PROJECT OF URGENT PRIORITY AND CRUCIAL CONCERN FOR THE INHABITANTS AND VISITORS OF THE CITY OF MIAMI AND MIAMI-DADE COUNTY; FURTHER ENDORSING THE SUBMISSION OF AN APPLICATION BY THE MIAMI- DADE COUNTY TRANSIT AGENCY TO THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") FOR A TRANSPORTATION OUTREACH PROGRAM GRANT FOR SAID PURPOSE. WHEREAS, the City of Miami wishes to promote economic growth in Downtown Miami by supporting the realignment of one block on the Metromover main line; and WHEREAS, the State of Florida has initiated the Transportation Outreach Program - 2001 ("TOP"), which is dedicated to funding transportation projects of high priority based on preservation, enhancing economic growth, and improving mobility; and WHERE�S, the "Unfunded Priority Needs" lists MPO priorities in addition to those already programmed in the TIP for subsequent inclusion in the TIP as new revenues become available; and WHEREAS, to receive TOP funds, an application must be filed with the State by November 8, 2000; and CITY COMUSSIOR MEETUIG OF, Resolution No. �Q� .. WHEREAS, on October 21, 1999, the MPO unanimously passed MPO Resolution No. 32-99 which supported a similar application to the State of Florida where a portion of the application was for the realignment of the Metromover and instructed the MPO Secretariat to prepare and submit to the MPO an amendment to the unfunded FY 2000-2004 Transportation Improvement Program to include the transit improvements; and WHEREAS, on December 9, .1999, the Metropolitan Planning Organization ("MPO") passed MPO Resolution No. 35-99 approving an amendment to the FY 2000-2004 Transportation Improvement Program ("TIP") to include the Dupont Plaza Conversion Project in the unfunded section to the TIP, thus making it consistent with the current transportation system plan in Miami -Dade County; and WHEREAS, the City of Miami acknowledges the urgency for transportation improvement in this area; and WHEREAS, the City understands that the Dupont Plaza Area Realignment is a regionally significant transportation project of paramount concern which will (a) provide relief of the traffic congestion that occurs each time the Brickell Avenue Bridge over the Miami River is opened, (b) provide more efficient vehicle connections to Interstate I-95 via the downtown I-95 distributor ramps, (3) provide more efficient and safer pedestrian access, and (4) increase Metromover ridership; and WHEREAS, a minimum of $60 Million is available annually to fund projects from the TOP Program; and WHEREAS, the Dupont Plaza Area Realignment cost and schedule is anticipated as follows: Year 1 - Project Development & Page 2 of 5 0 0- 954 Environmental Studies ("PD&E"), in the amount of $480,000; Year 2 - Final Design, in the amount of $1.5 Million; and Year 3 - (a) Construction, in the amount of $10 Million and (b) Construction, Engineering and Inspection, in the amount of $2 Million; and WHEREAS, the TOP application for the first year will be for $480,000; and WHEREAS, the City recognizes the importance of sustaining economic growth and revitalization of the Central Business District of Downtown Miami (the "Gateway to Downtown Miami") by continuing the programs for transportation and roadway improvements such as realigning the Metromover, and that this project is a critical component to promoting economic growth; and WHEREAS, during the next ten years, there will be a continued booming economic development trend as a result of the City of Miami's and Miami -Dade County's position in the Americas and contemplated transit improvements will: (1) preserve and modernize the infrastructure of Florida's top trade and future Information Technology ("IT") Hub (Miami Central Business District); (2) brand Florida as the IT Hub for the Americas with strong economic growth due to the linkages and synergies of the Downtown Network Access Point ("NAP") and transit improvements contemplated herein; (3) significantly .improve mobility of residents, goods, and visitors; and WHEREAS, the City of Miami's and Miami -Dade County's diverse community and close ties to Latin America nurture the precise environment for continued growth in trade, tourism and commerce; and Page 3 of 5 n0��� WHEREAS, Downtown Miami is the hub for these flourishing economic activities, and this continued growth has impacted our transportation system; and WHEREAS, it is recognized that there is a need to increase the capacity of our roadway system, with particular emphasis in the Downtown development area; and WHEREAS, the realignment of .the Metromover main line will provide the necessary relief for the Downtown area by, among other things, providing improved linkages to a major highway; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution. are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The realignment of one -..block of the Metromover Main Line ("Dupont Plaza Area Realignment") is hereby declared to be a project of urgent priority and crucial concern for the inhabitants and visitors of the City of Miami and Miami - Dade County. Section 3. The submission of an application by the Miami -Dade County Transit Agency to the State of Florida Department of Transportation ("FDOT") for a Transportation Outreach Program Grant is hereby endorsed for the following schedule and consequential costs: Page 4 of 5 0 u "` u` Year 1 Project Development and $480.000 Environmental Studies ("PD&E") Year 2 Final Design $1.5 Million Year 3 (a) Construction $10 Million (b) Construction, Engineering and Inspection $2 Million Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor Y PASSED AND ADOPTED this 26th AND CORRECTNESS ---'ATTORNEY 832:BSS If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
