EXCEED $12,000; ALLOCATING FUNDS THEREFOR
FROM CAPITAL IMPROVEMENT PROJECT NO. 326004.
WHEREAS, the roof and walls of the Dockmaster's Office at
Dinner Key Marina have been in a deteriorated condition since
Hurricane Irene; and
WHEREAS, immediate repairs of the roof are required to
prevent collapse of the ceiling and to avoid the necessity of
complete replacement; and
WHEREAS, to avoid further structural damage to the building,
the outside walls of the office required cleaning, painting and
sealing; and
WHEREAS, the City Manager made a written finding that the
repairs to the Dockmaster's Office constitutes a valid emergency;
and

WHEREAS, the City Manager and the Director of the Department
of Conferences, Conventions and Public Facilities recommended
that the requirements for competitive sealed bidding procedures
be waived; and
WHEREAS, the Department of Conferences, Conventions and
Public Facilities solicited for informal quotes and V.V.
Painting, Inc. provided the most responsive quote for the
necessary repairs; and
WHEREAS, funds are available from Capital Improvement
Project No. 326004 for said repairs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by .reference and
incorporated as if fully set forth in this Section.
Section 2. By a fourth -fifths (4/5ths) affirmative vote
of the members of the City Commission, the City Manager's finding
of an emergency and waiving the requirements for competitive
sealed bidding procedures, is hereby ratified, approved and
confirmed and roof repairs for the Department of Conferences,
Conventions and Public Facilities for the Dockmaster's Office at
Dinner Key Marina from V. V. Painting, Inc., in an amount not to
exceed $12,000, is hereby authorized, with funds therefor hereby
allocated from Capital Improvement Project No. 326004 for said
repairs.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving and confirming the City Manager's finding of an emergency, waiving the requirements
for competitive sealed bids and approving the acquisition of services from V. V. Roofing, Inc.,
1770 N.W. 7`h Street, Miami, Florida 33125, for repairs to the roof of the Dockmaster's Office at
Dinner Key Marina. Funding has been allocated in the amount of $12,000 from CIP Project No.
326004.
BACKGROUND
The roof and the exterior walls at the Dockmaster's Office at Dinner Key Marina must be repaired
immediately to avoid a complete replacement of the roof within a year. It was advisable to clean,
seal and paint the outside walls at the same time to avoid future structural damage to the building.
Recent weather conditions have caused the roof to leak. Immediate repairs are necessary to prevent
the interior ceiling from collapsing. The most responsive proposal for repairing and painting the
roof and walls and sealing junctions, windows and doors was received from V.V. Roofing, Inc. at a
cost not to exceed $12,000.

The roof and exterior walls at the marina's office have greatly deteriorated over the
yearsof poor maintenance and onslaught of the South Florida weather; especially Hurricane
Irene last year. A recent inspection of the roof recommended immediate repairs to
avoid complete replacement within a year. It is also advised or, cleaning, sea ing
and painting of all outside walls to avoid tuture structural damage o tne builffing,
current cracks to the root., crac s, blisters to the interior wails.

This memorandum serves to request your approval to proceed on an emergency basis to repair the
roof and exterior walls of the Dockmaster's Office at Dinner Key Marina, and to authorize the
Budget Department Director and the CIP Administrator to allocate funding for this project.
The roof and exterior walls at the Marina's Office have deteriorated greatly since Hurricane Irene
last year, which complicated worsening problems due to the wear and tear caused by South Florida
weather conditions and lack of adequate funding for maintenance. A recent inspection of the roof
determined that immediate repairs must be made to avoid a complete replacement of the roof within
a year. It would be advisable to clean, seal and paint all outside walls at the same time to avoid
future structural damage to the building.
The immediate areas of concern are:
a Widening, cracks on the roof, permitting moisture to permeate the insulation
• Sealant surrounding the parapet junction is dried and cracked, allowing water to filtrate into
insulation, inside walls and ceiling
• Cracks and blisters on exterior walls, causing water accumulation and leaks on interior walls
We have estimated that the cost of repairing and painting the roof and walls and sealing junctions,
windows and doors will be $12,000. If these repairs are not made immediately, the costs will
increase substantially as the structural conditions of the roof and walls are affected.
We request your approval to allocate funding in the amount of $12,000 for this project, and to
proceed on an emergency basis t ake these repairs. Please indicate your preference by signing

NOTE: This proposal includes all necessary fees for
engineering, for roof test of asbestos, moisture and
fastener pull test. Proposal is based on using
manufacturer standard fastening pattern for Cade County
roofs with concrete decks, Dade County protocols and
manufacturer specifications and recommendations. :his
proposa_ is based on zhe assumption that the
appropr-ate pull out valves will be :net to comply with
standard fastening for concrete decks.
