A DULY ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES AND APPROVING THE PROCUREMENT OF
ONE (1) ANDROS MARK F6A TRANSPORTABLE ROBOT
FOR THE DEPARTMENT OF POLICE FROM REMOTEC,
INC., THE SOLE SOURCE PROVIDER, IN AN AMOUNT
NOT TO EXCEED $124,597; ALLOCATING FUNDS
THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NUMBERS 690001, 690002 AND 690003,
SUCH EXPENDITURE HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY AND JUSTICE'S
"GUIDE TO EQUITABLE SHARING" AND
SECTION 932.7055, FLORIDA STATUTES (1999).
WHEREAS, the U.S. Department of the Treasury and Justice's
"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes (1999), authorize the expenditure of forfeiture cash or
proceeds for law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Department of Police requires the procurement
of one (1) Andros Mark F6A Transportable Robot to replace its
transportable robot acquired in 1990; and

WHEREAS, the transportable robot will be used by bomb
technicians in the recovery and rendering safe of explosive
devices, and suspicious. devices and in the removal of hazardous
chemicals, in hostage situations, and rescue operations; and
WHEREAS, the enhanced features of the Andros Mark F6A
Transportable Robot will provide greater maneuverability and make
operations significantly safer, reducing the risks involved; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Remotec, Inc. is the only provider of the Andros Mark F6A
Transportable Robot; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief of Police recommend
that the requirements for competitive formal sealed bidding
procedures be waived and the procurement of the Andros Mark F6A
Transportable Robot from Remotec, Inc., the sole source provider,
be approved; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury and Justice's

"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes (1999); and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By, a four-fifths (4/5ths) affirmative vote of
the members of the City Commission, after a duly advertised
public hedring, the City Manager's finding of sole source and
waiving the requirements for competitive sealed bidding
procedures are hereby ratified, approved and confirmed, and the
procurement of one (1) Andros Mark F6A Transportable Robot for
the Department of Police from Remotec, Inc., the sole source
provider,, in an amount not to exceed $124,597, is hereby
approved, with funds therefor hereby allocated from the Law
Enforcement Trust Fund, Project Numbers 690001, 690002 and
690003, such expenditure having been approved by the Chief of
Police as complying with the U.S. Department of the Treasury and
Justice's "Guide to Equitable Sharing" and Section 932.7055,
Florida Statutes (1999).

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

It is respectfully recommended that the City Commission waive the necessity of competitive sealed
bids and approve the attached Resolution for the sole source purchase of a Andros Mark 176A
Transportable Robot, for the Police Department, from Remotec, Inc., a Non-Local/Non-Minority
vendor located at 114 Union Valley Road, Oak Ridge, Tennessee 37830, in an amount not to
exceed $124,597.
Funding is available from the Law Enforcement Trust Fund, Project Nos. 690001, 690002 and
690003.
BACKGROUND
The Police Department needs to purchase an Andros Mark F6A Transportable Robot to replace the
current transportable robot, which was purchased in 1990. The primary function of this robot is to
assist the bomb technicians in the recovery and rendering safe of explosive devices and/or
suspicious devices. The advanced technology used in the Andros Mark F6A will also allow for
the robot to be utilized in the removal of hazardous chemicals, in hostage situations, and/or rescue
operations. The greatest danger to a bomb technician is "hands-on" operation or recovery, when
pressure is used for direct contact. This advanced robot will greatly reduce such risks to
technicians, due to its enhanced features and higher degree of maneuverability. The new robot
will not only make operations significantly safer, but will also enhance our ability to conduct a
wider -range of render -safe operations not normally attempted with the older model. In addition,
the robot will be used in bomb awareness presentations throughout the community.
The Director of the Purchasing Department has determined that Remotec, Inc., due to the
proprietary nature of this system, is the sole manufacturer of the Andros Mark F6A Transportable
Robot.

Staff conducted an investigation to determine whether Remotec, Inc., a Non Minority/Non Local vendor,
located at 114 Unio Valley Road, Oak Ridge, Tennessee 37830, is the sole source provider of an Andros
Mark F6A Transpo ble Robot. The Department of Police is seeking to acquire this item for an amount not
to exceed $124,59 .00. Funding is available from the Law Enforcement Trust Fund, Project Numbers
690001, 690002, d 690003.
The Police Department is seeking to purchase the Andros Mark F6A Transportable Robot to replace the
current transportable robot, which was purchased in 1990. The primary function of the robot is to assist the
bomb technicians in the recovery and rendering safe of explosive devices and/or suspicious devices. The
advanced technology used in the Andros Mark F6A will also allow for the robot to be utilized in the removal
of hazardous chemicals, in hostage situations and/or rescue operations. The acquisition of the new robot,
model Andros Mark F6A, will make operations significantly safer, will enhance the department's ability to
conduct a wider -range of render -safe operations not normally attempted with the older model, and will
reduce risks due to its enhanced features and higher degree of maneuverability.
As part of the research, staff contacted Remotec, Inc., who advised their product is manufactured and
distributed solely by Remotec. Further, it was learned the Andros Mark F6A is the only hazardous -duty
mobile robot that has two (2) features not provided by any other vendor: (1) An articulated track chassis,
which allows the robot to operate over rough terrain, cross obstacles and ditches, climb .stairs, and operate in
sand, gravel, mud and grass; and (2) a mounted PAN disrupter, which can be fired from the robot arm and is
the most widely used among EOD (Explosive Ordnance Disposal) teams in the United States. In addition,
staff was advised, and verified, both the Miami -Dade Police Department and the City of Orlando acquired
the Andros Mark VI -A robot as a sole source acquisition. Additionally, from research conducted over the
Internet, no other similar product with the same features could be found.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these
findings be approved: Remotec, Inc. is the sole source provider of the Andros Mark F6A Transportable
Robot. Funding, in an amount not to exceed $124,597.00, is available from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003.

Dear Mr. Morejon:
This letter is to inform you that REMOTEC, Inc., the World Leader in EOD robots, is the sole
manufacturer and distributor of the ANDROS line of hazardous duty mobile robots.
REMOTEC's ANDROS Mark VI -A robot is one of the most popular units with Police
Departments, Fire Departments, SWAT teams, HazMat teams and government agencies in the
United States and throughout the world. Some of the benefits and features of the ANDROS
Mark VI -A include the following.
1. REMOTEC is the sole supplier of EOD (Explosive Ordnance Disposal) robots for the United
States military, Central Intelligence Agency, Federal Bureau of Investigation Bomb Data
Center and the United States Secret Service White House Security.
2. REMOTEC has over 650 robots currently in use including 170 ANDROS Mark VI -A robots.
3. The -dual articulating track design of the ANDROS Mark VI -A allows the operator to
lengthen or shorten the robot to operate in confined spaces. The ANDROS Mark .VI -A is the
only unit of its size and type that has this capability. The track design is patented under U.S.
Patent Nos. 4,932,83I and 5,022,812.
4. REMOTEC robots are manufactured in Oak Ridge, Tennessee. All parts and service support
are provided from this location which allows the capability to provide any replacement parts
within a 24 hour time period,
5, REMOTEC provides after hour and weekend service for those customers who may have a
question and/or need other forms of assistance.
6. REMOTEC robots are environmentally sealed and can function in all climates.
7. The REMOTEC ANDROS Mark VI -A is capable of climbing 450, forward and backward.
8. The dual articulating track design of the ANDROS Mark VI -A allows the vehicle to climb
over 18 inch obstacles and 24 inch wide ditches.
9. The ANDROS Mark VI -A can climb the roll out steps on commercial airplanes. It can also
traverse down the aircraft aisle and reach into overhead compartments and across seats to

14, The ANDROS Mark VI -A vehicle can be operated in DC. or AC operational mode for
extended nut time for such applications as hostage negotiations or'negotiating with a
barricaded suspect.
11. The ANDROS Mark VI -A comes standard with a two-way audio system. This system can be
utilized for hostage negotiation or other remote forms of communication.
12. The ANDROS Mark VI -A is'the only vehicle in its size class that can mount and fire the Pan
Disrupter from the robot arm. The Pan Disrupter is the most widely used among EOD teams
within the United States.
13. The ANDROS Mark VI -A comes with two cameras, a pan and tilt color surveillance camera
with 6:1 zoom and a black and white arm camera. The system can be upgraded to include a
total of four cameras.
14. The ANDROS Mark VI -A can be utilized for a Weapons of Mass Destruction (WMD)
scenario and can be outfitted with multiple chemical and biological sensors.

As discussed during our telephone conversation, this memo is intended to further expand on
the attached sole spurce justification memo. The Miami -Dade Police Department leas the
responsibility to neutralize and render safe most bombs and explosives found in Miami -Dade
County. It is to the best interest of the County, that the robot to be purchased provide all the
operational requirements to be most effective and safest to the personnel charged with
removing suspect explosive devices.
The Andros Mark VI -A is the only hazardous -duty mobile robot that has the features that are
required by the MDPD - Bomb Squad, as Follows:
An artkuhaed Mack chassis - This feature allows the robot to operate over
rough terrain, cross obstacles and ditches, climb stairs, and operate in sand,
gravel, mud and grass as the wheels are raised and lowered as the terrain
requires. The bomb squad is then able to use this robot on a greaten' uumber of
missions, thereby removing the operator from dangerous situations. Other
robots have fixed wheel chassis that are not operable under certain conditions.
A nwanted PAAT disrupter — This robot is the only one in which a tool (PAN
disrupter) can be mounted on the robot itself which is then used to neutralize
bombs and suspect packages. With this robot, the Bomb Squad is able to move
a suspect package or bomb close enough to the X-ray equipment and destroy the
item if necessary without endangering lives as personnel do not need to get in
close proximity and are consequently not exposed to potential explosions. This
feature is unique to this robot.

The Orlando Fire Department's Arson/Bomb Squad is requesting sole source approval for replacement of the 15 year-

HazMat Team with handling hazardous chemical spills. These types of robots are very specialized with only a few
manufacturers worldwide. Four U.S. companies were located and contacted and the Remotec was selected as the only
robot meeting all of the City's requirements.
Remotec produces a highly specialized E.O,D. robot that has been through extensive field-testing. The Remotec
Andros is the most popular E.O.D. robot in the United States. All of the Bomb Squads in Central Florida have
Remotec robots. In the bomb squad business, reliability is the most essential requirement, Remotec robots have been
determined to be extremely reliable by the U,S. Army, F.B.I., C.T.A., and numerous state and local police agencies.
Additionally, the Orlando Bomb Squad is certified by the F.B.I. and in order to maintain this certification, it is
necessary to use the F.B,I, recommended E.O.D. equipment. The F.B.I. tests all bomb technicians on what has been
determined to be "standardized equipment". The Remotec Andros is the only robot used by the F.B.T. and knowledge
of the operations of the Remotec Andros will assist our bomb technicians in their testing. The prices quoted to the
City are based upon and identical to those charged to the Federal Government and various local and state agencies.

Subject: Sole Source Requestfor Explosive Ordinance Disposal Robot
I have been advised, by lire Chief Donald Harkins, Jr., that he has obtained funding
through OPD to purchase a new E.O.D. Robot to replace our 15 -year old robot. These
types of robots are very specialized with only a few Manufacturers worldwide. Two
manufacturers are located in the United States. One company (Remotec) is located in
Oak Ridge, TN and the other is a small company that is unknown to me.
Remotec is the manufacturer of the Andros Mark VI -A. This is the most versatile and
technologically advanced robot available to Bomb Squads. Robots made overseas may
meet most of our requirements, but I do not feel comfortable with: the level of service,
the timely receipt of ordered parts, lack of training, etc., that would accompany these
robots. Remotec offers the best robot for. our needs and can provide all support
services needed.
Therefore, I request authorization for the Orlando Fire Department's Arson & Bomb
Squad to purchase Remotec's Andros Mark VI -A through sole source procedures. This
robot will greatly enhance the safety of our officers. The robot is designed to assist the
Bomb Squad with explosives devices, the S.VI/.A.T. Team with a barricaded gunman,
the HazMat Team with hazardous atmospheres, and can aid Firefighters in deadly,
unmanned situations.
The justification for considering sole source for this purchase is simply to provide the
highest level of safety for our officers and bomb technicians. The reasons to purchase
a Remotec robot is that they are the only company that:
Have fielded more than 500 robots, worldwide,
• Have been selling robots since 1984.
• Is the sole source supplier to the U.S. military, CIA, FBI and the U.S. Secret
Service.
• Can provide overnight repair parts.

is fortunate that this robot is manufactured in the United States; so that we are able to
obtain the parts, , service, information, and education needed to maximize the
capabilities of this. needed tool.
