IF J-00-894 10/17/00 RESOLUTION NO. 0 0 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BIDS OF SPECIAL PRODUCTS GROUPS, SRT SUPPLY, AND SOUTHERN PRECISION ARMORY, FOR THE PROCUREMENT OF THIRTY-FOUR (34) M-16 AIMING SCOPES, TWENTY-FIVE (25) BALLISTIC VESTS,. THIRTY (30) BALLISTIC GROIN PROTECTORS, AND ONE (1) BALLISTIC SHIELD, FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $41,098.80; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS. 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY AND JUSTICE'S "GUIDE TO EQUITABLE SHARING" AND SECTION 732.7055, FLORIDA STATUTES (1999). WHEREAS, the Department of Police requires the procurement of M-16 aiming scopes, ballistic vests, ballistic groin protectors, and a ballistic shield; and WHEREAS, the procurement of the vests and groin protectors will be to upgrade or replace the protective gear currently used by the members of the SWAT Team; and WHEREAS, the ballistic shield will allow for multiple -person movement with cover and the M-16 aiming scopes will allow for greater shooting accuracy; and CITY COMMISSION MEETING OF OCT 2 6 2000 Resolution No. 9I I WHEREAS, the U.S. Department of the Treasury and Justice's "Guide to Equitable Sharing" and Section 932.7055, Florida Statutes (1999), authorize the expenditure of forfeiture cash or proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury and Justice's "Guide to Equitable Sharing," and Section 932.7055, Florida Statutes (1999); and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, pursuant to public notice, Invitation for Bids No. 99-00-174 was mailed to thirty-five (35) potential bidders; and WHEREAS, four (4) responses were received on July 17, 2000; and WHEREAS, the City Manager and the Chief of Police recommend that the bids received from Special Products Groups, SRT Supply, and Southern Precision Armory for the procurement of thirty-four (34) M-16 aiming scopes, twenty-five (25) ballistic vests, thirty Page 2 of 4 00- Oil. (30) ballistic groin protectors, and one (1) ballistic shield be accepted as the lowest responsive and responsible bids on an item by item basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The bids received on July 17, 2000 from Special Products Groups, SRT Supply, and Southern Precision Armory, for the procurement of thirty-four (34) M-16 aiming scopes, twenty-five (25) ballistic vests, thirty (30) ballistic groin protectors, and one (1) ballistic shield, for the Department of Police, in an amount not to exceed $41,098.80, is hereby accepted, with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, and 690003, such expenditures having been approved by the Chief of Police as complying with the U.S. Department of the Treasury and Justice's "Guide to Equitable Sharing," and Section 932.7055, Florida Statutes (1999). Special Products Groups, a Non-Minority/Non-Local vendor, located at 2116 Corporate Drive, Boynton Beach, FL 33426, for Item 1 — Thirty (30) Ballistic Groin Protectors, in an amount not to exceed $3,300, and Item 2 — Twenty-five (25) Ballistic Vests, in an amount not to exceed $21,250. 2. SRT Supply, a Non-Minority/Non-Local vendor, located at 4450 60' Avenue N., St. Petersburg, FL 33714, for Item 3 — One (1) Ballistic Shield, in amount not to exceed $5,900. 3. Southern Precision Armory a Non-Minority/Non-Local vendor, located at 76 Isle of Venice #D, Ft. Lauderdale, FL 33301, for Item 4 — Thirty-four (34) M-16 Aiming Scopes, in an amount not to exceed $10,648.80. Funding will be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-174 for the purchase of Ballistic Groin Protectors, Ballistic Vests, Ballistic Shield, and M-16 Aiming Scopes. Thirty-five (35) invitations for bids were mailed and four (4) responses were received. Special Products Groups, SRT Supply, and Southern Precision Armory, submitted the lowest most responsible and responsive bid on a per item by item basis and is, therefore, recommended for award. 00® ,311.. The Groin Protectors are attached to the Ballistic Vests for officer safety. The Ballistic Shield will allow for multiple man movements with cover. The Aiming Scopes are needed to mount on each SWAT Team member's M-16 Rifle for accurate distance shooting.
