V 6 9 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID OF ROUND TIRE SERVICE, INC, FOR THE ACQUISITION OF SPECIALIZED FLAT TIRE REPAIR SERVICES FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION, ON A CONTRACT BASIS FOR A PERIOD OF ONE (1) YEAR, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL ONE-YEAR PERIODS, IN AN ANNUAL AMOUNT NOT TO EXCEED $60,000; ALLOCATING FUNDS THEREFOR FROM THE GENERAL SERVICES ADMINISTRATION OPERATING BUDGET, LIGHT FLEET DIVISION, ACCOUNT CODE NO. 503001.420905.6.670. WHEREAS, the Department of General Services Administration requires the acquisition of flat tire repair services of a highly technical and specialized nature for City vehicles; and WHEREAS, pursuant to public notice, Invitation for Bids No. 99-00-270 were mailed to nine (9) potential bidders; and WHEREAS, one (1) bid was received on September 6, 2000; and WHEREAS, the City Manager and the Director of the Department of General Services Administration recommend that the bid received from Round Tire Service, Inc. for the acquisition of CITY COMMISSION MEETING OF OCT 2 6 2000 Resolution No. 00- 909 0 1 0 specialized flat tire repair services be accepted as the only responsive bid; and WHEREAS, funds are available from the General Services Administration Operating Budget, Light Fleet Division, Account Code No. 503001.420905.6.670; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The bid received on September 6, 2000 from Round Tire Service, Inc., for the acquisition of specialized flat tire repair services for the Department of General Services Administration, on a contract basis for a period of one (1) year, with the option to renew for two (2) additional one-year periods, in an annual amount not to exceed $60,000, is hereby accepted, with funds therefor hereby allocated from the General Services Administration Operating Budget, Light Fleet Division, Account Code No. 503001.420905.6.670. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'/ �i If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. This service is on a contract basis for a period of one (1) year with the option to extend for two (2) additional one-year periods. BACKGROUND The Department of General Services Administration has analyzed the bid received pursuant to Bid No. 99-00-270. Nine (9) Invitations for Bids were mailed and one (1) response was received. Round Tire Service, Inc., is the sole bidder. This bid was of a highly technical nature and required bidders to have specific expertise in this service. In addition, it should be noted that the sole bidder's price is lower than the existing contract rates. This purchase is needed to adequately provide specialized flat tire repair services to City vehicles in a timely manner. Pursuant to the above, nine (9) bids were mailed to potential vendors. In order to secure potential vendors, Victor Morales, Light Fleet Superintendent, and I worked closely together to obtain names of potential vendors in advance of mailing the IFB. The one bid received was from Round Tire Services, the current provider for the facility. According to Mr. Morales, Round Tire Services has been more than satisfactory in the provision of these services. In addition, it should be noted that the sole bidder's price is lower than the existing contract rates. This bid was of a highly technical nature and required bidders to have specific expertise in this service.
