RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING OF THE POLICE
ATHLETIC LEAGUE ("PAL") PROGRAM, AND
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT
TO EXCEED $586,420.60, FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NOS. 690001,
690002, AND 690003, SUCH EXPENDITURES HAVING
BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY AND JUSTICES' "GUIDE TO EQUITABLE
SHARING" AND SECTION 932.7055, FLORIDA
STATUTES (1999) .
WHEREAS, the U.S. Department of the Treasury and Justice's
"Guide to Equitable Sharing," and Section 932.7055, Florida
Statutes (1999), authorize the expenditure of forfeiture cash or
proceeds for certain law enforcement purposes not considered
normal operating expenses; and
WHEREAS, the Police Department, through the Police Athletic
League ("PAL"), is committed to the education and development of
the youth of the community; and
WHEREAS, PAL wishes to increase recreational staff to
supervise programs offered within City parks located in the
North, Central and South districts; and
WHEREAS, PAL personnel will monitor all activities in
conjunction with the Department of Parks and Recreation on-site
staff, plan and organize recreational and educational activities,
and promote PAL sponsored events; and

WHEREAS, PAL requires funding to assist with the expenses
related to staffing and supervision of activities of the PAL
program; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury and Justices'
"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes (1999); and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes (1999), the recipient, the Police Athletic
League, shall (1) certify that the funds appropriated will be
used lawfully and for the purpose stated, (2) be required to
maintain proper accounting records for the expenditure of such
monies, and (3) provide any reports, including, but not limited
to, audit reports, as may be required by the City of Miami or
applicable law;
NOW, THEREFORE, BE IT RESOLVED BY :THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The funding to the Police Athletic League, in
an amount not to exceed $586,420.60, is hereby authorized, with
funds therefor hereby allocated from the Law Enforcement Trust

Fund, Project Nos. 690001, 690002; 690003, such expenditures
having been approved by the Chief of Police as complying with the
U.S. Department of the Treasury and Justices' "Guide to Equitable
Sharing" and Section 932.7055, Florida Statutes, as amended.
-Section 3. This Resolution shall 'become effective
immediately upon its adoption and signature of the Mayor.'/

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing a contribution to the Police Athletic League (PAL) Program, in an amount not to
exceed $586,420.60, to expand its year round seasonal sports and recreational program within
selected City of Miami parks.
Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001,
690002, and 690003.
BACKGROUND
The Police Athletic League (PAL) currently provides several programs that merge sports and
recreation with good citizenship activities; supplemented by substance abuse education, tutoring
and career counseling. PAL serves over 2,000 youths, between the ages of 8 and 18, through
seasonal sports and other programs within the City of Miami. Examples of these programs include
sporting events, homework club, safety presentation (crime prevention, first aid, and civics), youth
talent shows, and other types of organized activities.
PAL is requesting funding to increase recreational staff to supervise programs being offered within
City parks located in the North, Central and South districts. The recommended Law Enforcement
Trust Fund contribution, in the amount of $586,420.60, will provide funding for the hiring of one
(1) PAL Director ($45,643.60), one (1) PAL Activities Coordinator ($30,347.00), two (2) PAL
Recreational Aide Supervisors ($45,378) and sixteen (16) PAL Recreational Aides ($279,552).
PAL personnel will monitor all activities in conjunction with City of Miami Parks and Recreation
on-site staff, plan and organize recreational/educational activities, and promote PAL sponsored
events within City parks. Funding will also be utilized to purchase participants uniforms,
equipment needed for recreational activities, computers and educational software, as well as, cover
other expenses associated with program activities. This is an innovative approach to supplement
existing resources and provide for a safer environment for the youth of our eemmunity.

Funding request is based on the continuation of the services of a Youth Services
Specialist, whose position duties and ..title will change to PAL, Activities
Coordinator. The duties of the specialist will include, but not be limited to,
coordinating and developing all PAL activities, which include all the seasonal
sports, homework, reading, and computers etc.
The Activities Coordinator will also be assisting . the Recreational Aide
Supervisor along with the Parks Department personnel in developing programs.
The Recreational Aide Supervisors' duties include monitoring their assigned
personnel in the, field; keeping an accurate account of attendance, and setting
work schedules
The following is a list of activities implemented in city parks, currently being
serviced by Miami PAL Recreational Aides. Our purpose is to supplement the
current activities being provided by city parks department and create activities in
additional parks that do not currently have structured programs.

Currently we have twelve (12) Recreational Aides hired. They are assigned in
pairs to the above-mentioned parks. Once the other positions are filled two (2)
Recreational Aides will be assigned as a roving component. This concept is
created to provide activities at the remaining parks mentioned below
