RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE KING MANGO STRUT, TO BE HELD
ALONG BISCAYNE BOULEVARD ON DECEMBER 31,
2000; AUTHORIZING THE WAIVER OF ALL FEES AND
PERMITS PERMISSIBLE BY LAW AND THE PROVISION
OF IN-KIND SERVICES BY THE DEPARTMENTS OF
POLICE, FIRE -RESCUE, GENERAL SERVICES
ADMINISTRATION, SOLID WASTE, AND PARKS AND
RECREATION, IN AN AMOUNT NOT TO EXCEED
$3,000; CONDITIONING SAID AUTHORIZATIONS UPON
THE ORGANIZERS: (1) OBTAINING ALL PERMITS
REQUIRED BY LAW; (2) PAYING FOR ALL NECESSARY
COSTS OF ALL OTHER. CITY SERVICES AND
APPLICABLE FEES ASSOCIATED WITH SAID EVENT;
(3) OBTAINING INSURANCE TO PROTECT THE CITY
IN THE AMOUNT AS PRESCRIBED BY THE CITY
MANAGER OR DESIGNEE; AND (4) COMPLYING WITH
ALL CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY MANAGER OR DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of all fees and permits
permissible by the Code of the City of Miami, Florida, as
amended, and the provision of in-kind services by the Departments
of Police, Fire -Rescue, General Services Administration, Solid
Waste and Parks and Recreation are authorized for the King Mango
Strut, to be held along Biscayne Boulevard`on December 31, 2000.
Section 2. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with said event; (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or designee; and (4) complying with all conditions
and limitations as may be prescribed by the City Manager or
designee.

Section 3.. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission. ,

Dear Mr. Giminez,
The King Mango Strut parade has been marching through
Coconut Grove for the last eighteen years. It has brought a great
deal of positive publicity to South Florida. This year, we need a little
help from the City to help produce the December 31 gathering.
Our event is unique; it's a small town parade in our big city. It is
"non-commercial",there are no corporate sponsors. The little funding
that it does get comes from t -shirt sales (approximately $800) and
donations from individuals. It is not enough to continue producing
this event.
The budget for the Strut is relatively small, about $5000. A good
portion of this is for services required and provided by the City of
Miami.
We are going to ask the city commission to help us out by waiving
these costs this year. We would like to present our proposal to the
city commission at its next meeting.
Please put us on the agenda for a personal appearance at the
next meeting of the city commission. Thanks.

ENCLOSURES:
Mr. Wayne Brehm, Antoinette Fernandez Baldwin and Glenn Terry, Directors of King
Mango Strut 2000, have requested a personal appearance before the City
Commission on October 12, 2000. The organizers of the event have met with City
staff, including staff from the Police Department, to discuss street closures and City
services and fees related to the parade. The event will require the closure of
Commodore Plaza, Main Highway and McFarlane Road. The organizers will request
financial support for City services.`
RECCOMENDATION:
As it relates to the waiver of fees, the administration recommends denial due
to budgetary constraints. Since King Mango Strut is not a non -for-profit
organization, approval of this request may set a precedent for other festivals seeking
financial support, from :the City. In the past, the promoters have paid for all City
services and fees.
