A RESOLUTION OF THE MIAMI CITY COMMISSION,
GRANTING ALLIED VETERAN ASSOCIATION'S
REQUEST FOR ..IN-KIND SERVICES BY THE
DEPARTMENTS OF POLICE, 'FIRE -RESCUE, SOLID
WASTE AND PARKS AND RECREATION IN CONNECTION
WITH ITS FIRST ARMISTICE DAY PARADE EVENT
HONORING WORLD -WAR I VETERANS, TO BE HELD ON
REMEMBRANCE SUNDAY, NOVEMBER 12, 2000, AT
TRINITY CATHEDRAL, MIAMI, FLORIDA;
AUTHORIZING THE CITY MANAGER TO WAIVE FEES
IN THE AMOUNT OF $6,424; THE AUTHORIZATIONS
ARE CONDITIONED UPON THE ORGANIZER (1)
OBTAINING ALL PERMITS REQUIRED BY LAW AND,
(2) PAYING ALL COSTS OF OTHER SERVICES AND
APPLICABLE FEES THAT ARE NOT WAIVED (3)
OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMOUNT PRESCRIBED BY THE CITY MANAGER OR
DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The provision of in-kind services by the
Departments of Police, Fire -Rescue, Solid Waste and Recreation
and Parks for the first Armistice Day event, to be conducted by

the Allied Veteran Association at Trinity Cathedral on November
12, 2000, is authorized.
Section 2. The City Manager is authorizedll to waive
fees in the amount of $6,424, for the event.
Section 3. The authorizations are conditioned upon the
organizer (1) obtaining all permits required by law, (2) paying
all necessary costs of all other services and applicable fees
not waived and, (3) obtaining insurance to protect the City in
the amount prescribed by the City Manager or Designee.
Section 4. This Resolution shall become effective

"Please wear a poppy," the lady said, and held one forth, but I shook my head. Then I stopped
to see how she'd fare, her face was old and lined with care. But beneath the scars d* years
had made, Uwe was a smile that refused to fade.
A boy came whistling down the street, boundrng along on carefree feet, his smile was full of joy
and fun, "lady," he said, "may I have one?" As she pinned it on, I heard him say, "Why do we
wear a poppy today?'
The lady smiled in her wistful way, and answered "This i* Anzac day, the poppy we wear is a
symbol for the gallant men who died in war. Because they did, you and I are free fat is why
we wear a poppy today.
I had a boy about your size with golden hair and big blue eyes. He loved to play and jump and
shout, free as a bird he would race about. As the years went on he learned and grew and
became a man, as you will too. .
He was fine and strong with a boyish smile, but he was with us such a short while. When war
broke out, he went away. III never forget his face that day, as he smiled at me and said
goodbye, III be back soon so please dont cry.
But the war went on and he had to stay, all 1 could do was wait and pray. Ks letters told of
the awful fight. I still see it in my dreams at night. With tanks and guns and cruel barbed wire,
the mines and bullets and bombs and fire.
'Till at last the war was won, and that is why we wear a poppy son.' The small boy turned as if
to go, then said, "Thanks lady, I'm glad I know. That sure did sound like an awful fight, but
your son, did he come home all right?"
A tear rolled each faded cheek; she shook her head but did not speak. I slunk away, head
bowed in shame, if you where there you'd have done the same. For our thanks in giving is oft
delayed; for the freedom was bought but thousands paid.
And so you see, when a poppy is worn, let us reflect on the burden borne. By those whose
lives were lost, to one and all, in answer to the nations' call. So we at home in peace may live,
please wear a poppy, remember and give.

The history of the Two Minute Silence
The eleventh hour of the eleventh day of the eleventh month marks the signing of the Armistice to signal
the end, on 11th November 1918, of World War One, "the War to end all Wars."
On 4th November 1919, the Cabinet received a letter from Sir Percy Fitzpatrick, whose son had been
killed in France in 1917. Sir Percy suggested that a silence be observed on the anniversary of the end of
the 1914-18 War in memory of those who had made the supreme sacrifice and King George V agreed,
issuing a personal request through the media for a two minute silence on 11' November, during which
there would be "a complete suspension of all our normal activities".
Thereafter, a ceremony was held every year at the Cenotaph at the eleventh hour of the eleventh day of
the eleventh month up to 1938. In 1939, the practice was suspended on the outbreak of the Second
Worid War.
Since 1995, the United Kingdom has seen the revival of widespread public observance each 11 November
of Two Minutes' Silence in remembrance of those who lost their lives in the service of their country. At 11
a.m. on November 11, 1998, 72% of the UK population voluntarily and informally observed Two Minutes'
Silence, pausing from whatever they were doing, wherever they happened to be that morning.
With this clear indication of the acceptance of the value and meaning of the Silence, it is proposed that a
wider, international revival of the Two Minute Silence `tradition' takes place in 2000.
All Commonwealth'countries are invited to observe a Two Minute Silence at 11 am local time on
November 11, 2000. This would produce a global 'wave' of Silences in memory of and as a tribute to
soldiers, sailors and airmen and women and other casualties of war, country by country, time zone by
time zone. Many countries already observe some form of annual Remembrance but in 2000 they are
invited, for the first time to share the moment with their fellow Commonwealth countries in a major
international moment of reflection at the end of the current millennium.
The hope is that at 11 a.m. on November 11, 2000, the rest of the world will join the Commonwealth
countries and observe a Two Minute Silence, honoring the fallen -of whatever country in whatever cause,
After the War and consultation between interested parties, it was decided that it would be appropriate to
move the ceremony to the nearest Sunday to 11th November and to name that Sunday "Remembrance
Sunday". Subsequently, Remembrance Sunday was fixed on the second Sunday in November. But the
eleventh hour of the eleventh day of the eleventh month has remained in the hearts and minds of many
and has continued to be honored by them in addition to their honoring and observing the Two Minute
Silence on Remembrance Sunday itself.
The Royal British Legion, custodian of Remembrance in the UK, is calling.for those who wish to do so to
be given the opportunity to pause and remember in their own way for two minutes wherever they may
be at 11.00 a.m. on November 11"', 2000.
