A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE BID OF SOUTHERN PRECISION
ARMORY FOR THE PROCUREMENT OF FOURTEEN (14)
SUBMACHINE GUNS FOR THE DEPARTMENT OF POLICE
S.W.A.T. TEAM, IN AN AMOUNT NOT TO EXCEED
$14,357.50; ALLOCATING FUNDS THEREFOR FROM
THE LAW ENFORCEMENT TRUST FUND, PROJECT
NOS. 690001, 690002, AND 690003, SUCH
EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF
OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY AND JUSTICE'S
"GUIDE TO EQUITABLE SHARING" AND SECTION
932.7055, FLORIDA STATUTES (1999).
WHEREAS, the Police Department requires the procurement of
fourteen (14) submachine guns to replace guns that have exceeded
their life span; and
WHEREAS, the U.S. Department of the Treasury and Justice's
"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes (1999) authorize the expenditure of forfeiture cash or
proceeds for law enforcement purposes not considered normal
operating expenses; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury and Justice's
"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes (1999); and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City.of Miami Law Enforcement Trust Fund;
and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-095 was mailed to twenty (20) potential bidders; and
WHEREAS, three '(3) responsive bids were received on
March 22, 2000; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Southern Precision Armory be accepted
as the lowest responsive and responsible bid; and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes (1999), the recipient, Southern Precision
Armory, shall (1) certify that the funds appropriated will be
used lawfully and for the purpose stated, (2) be required to
maintain proper accounting records for the expenditure of such
monies, and (3) provide any reports, including, but not limited

to, audit reports, as may be required by the City of Miami or
applicable law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The bid received on March 22, 2000 from
Southern Precision Armory for the procurement of fourteen (14)
submachine guns for the Department of Police, in an amount not to
exceed $14,357.50, is hereby accepted, with funds therefor hereby
allocated from the Law Enforcement Trust Fund, Project
Nos. 690001, 690002, and 690003, such expenditure having been
approved by the Chief of Police as complying with the U.S.
Department of the Treasury and Justice's "Guide to Equitable
Sharing" and Section 932.7055, Florida Statutes (1999).
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/
�i If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of Southern Precision Armory, a Non-Local/Non-Minority vendor, located at 76 Isle of
Venice, Ft. Lauderdale, FL 33301, for the purchase of fourteen (14) Submachine Guns, for the
Police Department's S.W.A.T. Team, in an amount not to exceed $14,357.50.
Funding is available from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and
690003.
BACKGROUND
The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-095. Twenty
(20) Invitations for Bids were mailed and three (3) responses were received. Southern Precision
Armory, submitted the lowest responsive and responsible bid and is, therefore, recommended for
the award. The Police Department's S.W.A.T. Team current Submachine Guns have exceeded
their life span. The new guns being recommended for purchase are the latest caliber model
available. These guns, which will function more efficiently and, therefore, be safer for S.W.A.T.
Team members and citizens alike.
