A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NOS. 00-314, AS AMENDED,
00-550, 00-705 AND 00-711 TO CORRECTLY
REFERENCE THE PROCESS AND PROJECT NAMES
DESIGNATED THEREIN AS THE BICENTENNIAL
PARK/FEC SLIP WATERFRONT RENEWAL PROCESS AND
THE FLORIDA EAST COAST RAILWAY (FEC) CORRIDOR
REVITALIZATION PROJECT; FURTHER AMENDING
RESOLUTION NO. 00-711 TO REFLECT THE
AUTHORIZED ALLOCATION OF FUNDS FROM THE
OPERATIONAL RESERVES (1) IN AN AMOUNT NOT TO
EXCEED $200,000, FOR THE FEC CORRIDOR
REVITALIZATION PROJECT, AND (2) IN THE AMOUNT
OF $200,000, FOR THE BICENTENNIAL PARK/FEC
SLIP WATERFRONT RENEWAL PROCESS.
WHEREAS, the City Commission wishes to designate and name
the "Bayfront Park Oversight Process", as directed in Resolution
Nos. 00-314, as amended, 00-550, and 00-711, as the Bicentennial
Park/FEC Slip Waterfront Renewal Process for reference and
clarity; and
WHEREAS, the City Commission wishes to designate and name
the "FEC Investigation", as directed in Resolution No. 00-705 and
00-711, as the FEC Corridor Revitalization Project for reference
and clarity; and
WHEREAS, pursuant to Resolution No. 00-711, adopted July 27,
2000, the City Commission authorized funds in the amount of
$200,000 for the "FEC investigation" and the "Bayfront Park

Oversight Process"; and
WHEREAS, the City Commission realizes that both the "FEC
investigation" and the "Bayfront Park Oversight Process" require
funds, in an amount not to exceed $200,000, to carry out the
responsibilities as directed by Resolution Nos. 00-314, as
amended, 00-550, and 00-705 and 00-711 (the "Resolutions"); and
WHEREAS, it is in order to amend the Resolutions to reflect
the proper allocation of funds required for professional services
for planning, design, economic analysis, and engineering and for
related costs for both the FEC Corridor Revitalization Project
and the Bicentennial Park/FEC Slip Waterfront Renewal Process;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The administrative process for the
development of the Bicentennial Park Master Plan, as directed by
Resolution Nos. 00-314, as amended, and .00-550, is hereby
designated as the Bicentennial Park/FEC Slip Waterfront Renewal
Process.
Section 3. The City Manager's investigation of
procedures to cause the deepwater slip area, known as the FEC
(Florida East Coast) property to be filled-in, as

directed by Resolution No. 00-705, is hereby designated as the
Florida East Coast Railway (FEC) Corridor Revitalization Project.
Section 4. Resolution Nos. 00-314, as amended, 00-550,
00-705 and 00-711 are hereby amended to correctly reference the
Process and Project names as designated in Sections 2 and 3
herein in each Resolution as appropriate.
Section 5. Resolution No. 00-711, adopted July 27, 2000,
is hereby further amended in the following particulars:l/

Section 2. The allocation of funds, in an
amount not to exceed $200,000 from the Operational
Reserves, is hereby authorized to engage necessary
professional services and for related costs for the
Florida East Coast Railway (FEC) Corridor
Revitalization Project, as directed by Resolution
No. 00-705.
Section -21-3. This Resolution shall become effective
upon its adoption and signature of the Mayor."

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached resolution
amending Resolution 00-711 to (1) correct the names of two separate projects: FEC
Corridor Revitalization Project and the Bicentennial Park/FEC Slip Waterfront Renewal
Committee, and (2) authorize funds for the FEC Corridor Project in a total amount not to
exceed $200,000 from the Operational Reserves.
BACKGROUND
The City Commission at its regularly scheduled public meeting of July 27, 2000
approved Resolution 00-711, introduced on the floor, authorizing funds of $200,000 for
the "FEC investigation" and the "Bayfront Park Oversight Committee".
This resolution amends and corrects the project names: "FEC investigation" to "FEC
Corridor Revitalization Project"; and "Bayfront Park Oversight Committee" to
"Bicentennial Park/FEC Slip Waterfront Renewal Committee."
The amendment does not modify the approved funds of $200,000, authorized in
Resolution 00-711, which have been subsequently determined to be necessary in their
entirety for the Bicentennial Park and FEC Slip planning and design and engineering
project. Thus, the allocation of all the funds authorized by Resolution 00-711 to the
Bicentennial Park project leaves the FEC Corridor project without funding; therefore, the
amendment requests a separate amount of $200,000 for the FEC Corridor Project to
underwrite its costs.
