WHEREAS, during an event at the Coconut Grove Convention Center ("Center"), a large 30 -foot, roll -up door malfunctioned, leaving the event and the Center unsecured and creating an immediate danger to the health, safety and welfare of the citizens and the public; and. WHEREAS, off-duty police officers were used to guard the Center until a vendor arrived to make the necessary repairs to the door; and WHEREAS, the City -Manager made a written finding that the repairs to the roll -up door at the Center constituted a valid emergency; and CITY COMMISSION MEETING OF S E P Z 8 2000 Resolution No. 0� 840 08 WHEREAS, the Director of Conferences, Conventions and Public Facilities recommended that the requirements for competitive sealed bidding procedures 'be waived and that the City Manager authorize the immediate repairs to the roll -up door at, the Center; and WHEREAS, funds are available from Coconut Grove Convention Center Operating Budget, Account Code No. 415000.350201.340; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/51h,) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and authorizing the acquisition of repair services for the roll -up door at the Coconut Grove Convention Center for the Department of Conferences, Conventions and Public Facilities from Best Garage Door, Inc., in an amount not to exceed $6,600, is hereby ratified, approved and confirmed, with funds therefor hereby allocated from the Coconut Grove Convention Center Operating Budget, Account Code No. 415000.350201.340. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'/ If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. BACKGROUND During an event at the Coconut Grove Convention Center, a large 30 -foot roll up door malfunctioned, leaving the event, and the Convention Center, exposed. The staff secured the use of off-duty police officers to guard the Convention Center, and contacted vendors to implement the repair of the door on an emergency basis. Best Garage Door Company provided the lowest responsive and responsible quotation, and was able to respond immediately to repair the door.
