BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An increase in the contract, in the amount of
$38,356.35, from $27,825.48, to $66,181.83 annually, with
Michigan Instruments, Inc., for the purchase of eleven Thumper
CPR Systems, Model 1007, for the Department of Fire -Rescue, which
price includes credit for three returned items, is authorized,
with funds allocated from "EMS Grant Award", Project No. 104014,
Account Code No. 280754, and "EMS Grant Award", Project
No. 104014, Account Code No. 280759.

RECOMMENDATION
It is: respectfully recommended that the City Commission adopt the attached Resolution
increasing the contract with, Michigan Instruments, Inc., 4717 Talon Court S.E., Grand
Rapids, Michigan, 49512-5409, Non -Local, Non -Minority Vendor, for a total amount of
$39,183.99, for the purchase of eleven (11) Thumper CPR Systems, Model 1007. Six (6) units
will be purchased immediately from Miami -Dade County EMS Grant Award Project No.
104014, Account Code 280754 for $15,926.41. The remaining five (5) units will be purchased
from the FY 99-00 Miami -Dade County EMS Grant Award during next fiscal year from Project
No. 104014, Account Code 280759 for $23,257.58. The purchase price for -the six (6) units
reflects a credit for three (3) returned items.
BACKGROUND
The Department of Fire -Rescue is an A-1 Fire Department. In its effort to continue to excel in
life safety within the City of Miami, it continually attempts to have available the most innovative
and effective equipment on the market. The Thumper unit is a basic life support device, easily
used by all types of EMS and hospital applications. It can be set-up to a patient in less than 30
seconds and allows EMS personnel to perform other therapies.
Pursuant to Resolution 99-921 adopted December of 1999, Michigan Instruments, Inc. was
deemed the lowest responsive and responsible bidder by the Department of Procurement and was
awarded the contract for six (6) Michigan Instruments Cardiac Pulmonary Resuscitator
(Thumper) as Bid No. 98-99-62/03. Since the acquisition of these units, The Department of
Fire -Rescue has identified monies through the EMS Grant to purchase the additional units
necessary to stock each Rescue vehicle with one Thumper CPR System. The vendor, Michigan
Instruments, Inc. has agreed to provide "credit" for three (3) of the "older" Thumper Model
1005, which have never been removed from the packaging nor used.
The Thumper CPR System provides cardiopulmonary
standards o the American Heart Association.

funding is. available for the purchase of eleven (11) Thumper CPR Systems from Michigan Instruments

in both clinical and research settings, the Thumper" has proven to be
the standard in providing the most effective CPR possible.
The Thumper® is a basic life support device, easily used by all types of
EMS and hospital applications. Fire -Rescue, Mobile ICU's, and fixed
and rotary wing aircraft illustrate some of the EMS applications. Within
the hospital, Thumper® can be found in the Emergency Department,
Coronary and Intensive Care Units, and Cardiac Catheterization Labs.
The comparison of Thumper® CPR vs. typical manual CPR illustrates some of
the reasons why the Thumper® produces the highest level of cardiac support and
full -volume ventilation today. Once applied correctly over the patient's sternum,
the Thumper® is designed to measure the patient's Anterior -Posterior (A -P) chest

Instruments, Inc., for the procurement of cardiac pulmonary
resuscitators be accepted as the lowest responsible and
responsive bidder; and
WHEREAS, funding is available from Capital improvement
Project No. 313.304, "'Account Code No. 289401.6.850, funded by the
Fire Rescue Assessment;
NOW, TY.EREFORE, BE IT RESOLVED'BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The May 1.0,- 1999 bid received from Michigan.
instruments Inc'., for the provision of cardiac pulmonary
resuscitators; on a contract basis for one (1) year with the
option to extend for two (2) additional one (1) year periods, at
a unit cost of $4,637.58 for a total annual amount not to exceed
$27,825.46, for the Department of Fire Rescue, is hereby
accepted, with funds therefor hereby allocated from Capital

BID NO. 98-99-062
ITEM: Eleven (1 1) Thumper CPR Systems
DEPARTMENT: Fire -Rescue
TYPE OF PURCHASE: Increase Contract
REASON: The Department of Department of Fire -
Rescue has seen a need to and increase said
contract for the provision of eleven Thumper
CPR Systems.
RECOMMENDATION: It is recommended that an increase to the
contract amount awarded to Michigan
Instrument in an amount of $397183.991
including credit for three (3) returned items
for this fiscal for an amount of $15,926.41,
and $23,257.58 for the next fiscal year
thereby increasing the contract amount from
$27,825.48 to $671,009.47 annually, for
the procurement of eleven (1 1) Thumper
CPR Systems, under existing Bid No. 98-99-
062, for the Department of Fire Rescue;
allocating funds therefor from the grant
entitled, "EMS Grant Award, Project No.
1040147 Account Code No. 280754 and
from the grant entitled, "EMS Grant Award,
Project No. 104014, Account Code No.
