A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER TO APPROVE THE FINDINGS OF THE
EVALUATION COMMITTEE FOR REQUEST FOR
PROPOSALS NO. 99-00-125 THAT THE MOST
QUALIFIED FIRMS TO FURNISH PROMOTIONAL
EXAMINATIONS AND EVALUATIONS PROCESSES FOR
THE CLASSIFICATION OF POLICE CAPTAIN, THROUGH
THE YEAR 2003, FOR THE DEPARTMENT OF HUMAN
RESOURCES, IN RANK ORDER, ARE: SHL LANDY
JACOBS, INC. ("SHL -LJ"), SHELDON ZEDECK,
INC., ("SZI"), AND (3) BARNETT AND
ASSOCIATES, INC. ("BAA"); AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH SHL -LJ, THE FIRST -RANKED FIRM;
FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT WITH SZI,
THE SECOND -RANKED FIRM, IN THE EVENT A FAIR,
COMPETITIVE, AND REASONABLE AGREEMENT CANNOT
BE NEGOTIATED AND EXECUTED WITH SHL -LJ;

WHEREAS, pursuant to Resolution No. 00-254, adopted
March 23, 2000, the City Commission authorized the issuance of a
Request for Proposals ("RFP") for the Department of Human
Resources to solicit for test development providers to furnish
promotional examinations and evaluation processes to provide a

promotional eligibility register for the classification of Police
Captain through the year 2003; and
WHEREAS, Request for Proposals No. 99-00-125 was mailed to
twenty-nine (29) firms and three (3) proposals were received on
June 14, 2000; and
WHEREAS, on August ' and 22, 2000, the Evaluation Committee
evaluated the three proposals and found that all three proposals
were found to be responsive and in accordance with the terms set
by the Request for Proposals in the following rank order: (1)
SHL Landy Jacobs, Inc. ("SHL -LJ")„ (2) Sheldon Zedeck, Inc.
("SZI"), and (3) Barnett and Associates, Inc. ("BAA"); and
WHEREAS, based upon further evaluation, it was the finding
of the Committee to consider only the two top ranked firms,
SHL -LJ and SZI for contract negotiations; and
WHEREAS, it is now in order for the City Commission to
accept the City Manager's recommendation to approve the
Evaluation Committee's findings and authorize the City Manager to
negotiate and execute an agreement, in an amount not to exceed
$100,000, with SHL -LJ, the top-ranked firm, and in the event that
negotiations with SHL -LJ fail, to authorize the City Manager to
negotiate and execute an agreement with SZI, the second -ranked
firm, until a fair,. competitive and reasonable agreement is
executed; and

WHEREAS, funds are available from the General Operating
Budget of the Department of Police Account Code
No. 001000.290201.6.270;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The recommendation of the City Manager is
hereby accepted to approve the findings of the Evaluation
Committee for Request for Proposals No. 99-00-125 that the most
qualified firms to furnish the promotional. examinations and
evaluation processes for the Department of Human Resources, for
the classification of Police Captain through the Year.. 2003, are
in rank order: (1) SHL -LJ, ( 2 ) SZI, and ( 3 ) BAA.
Section 3. The City Manager is authorized!' to negotiate
and execute an agreement, in a form acceptable to the City
Attorney, with SHL -LJ, the first -ranked firm, and to negotiate
and execute an agreement with SZI, the second -ranked firm, in the
event a fair, competitive, and reasonable agreement cannot be
negotiated and executed with SHL -LJ for said services, with
funds, in an amount not to exceed $100,000, allocated from the

It is respectfully recommended that the City Commission approve the findings of the selection committee on
Request For Proposal (RFP) 499-00-125: Police Captain Test Development Services; and to authorize the City
Manager to enter into negotiations with the top ranked firm, prepare the Professional Services Agreement in a
form acceptable to the City Attorney and to instruct the Chief Procurement Officer to issue a purchase order for
these services accordingly.
BACKGROUND
On March 23, 2000, the City Commission by Resolution No. 00-254 approved the issuance of RFP 499-00-125
for the purposes of identifying a qualified consultant to provide test development,
administration/implementation, and scoring services for the promotional examination for the classification of
Police Captain, on behalf of the Department of Human Resources. Said services will provide a promotional
eligibility register for the classification through 2003 for the Miami Police Department.
On May 17, 2000, the RFP was issued with responses due to the Office of the City Clerk by June 14, 2000.
Three (3) proposals were received, and all three proposals were found to be responsive and in accordance with
the terms set by the RFP. Two meetings (August 7, 2000, and August 22, 2000, respectively) were held by the
RFP selection committee to review and evaluate the proposals and. the findings of the committee are as follows
in rank order: SHL Landy Jacobs, Inc. (SHL -LJ); Sheldon Zedeck, Inc. (SZI); and Barrett and Associates, Inc.
(BAA). The firms were evaluated first by the quality of proposal and obtained points as specified in the RFP on
the proposal, as well as additional points received and added to the total score based on cost. Therefore, the
ranking of the firms was based on both the qualification of the proposal received and the potential cost that is
subject to negotiation. It was the finding of the selection committee to consider for contract negotiations only
the top two ranked firms in order, SHL -LJ and SZI, respectively. The costs identified by the two potential
consultants to provide the promotional examination, inclusive of all travel and related costs, are $97,900.00
from SHL -LJ, and $95,000.00 from SZI.
It is the recommendation of the selection committee for the City to undertake negotiations with the highest rank
firm, SHL -LJ, and if negotiations fail with that firm to then enter into negotiations with the second rank firm,
SZI, if necessary to secure a vendor.
Funding has been budgeted by the Miami Police Department in Account No. 001000.290201.6.270 at an
estimated amount not to exceed $100,000.00, as ratified by City Commission action on March 23, 2000, through
Resolution #00-254, noting that this amount is subject to decrease following negotiations for the professional

As Chairperson for the selection committee for Request For Proposal (RFP) #99-00-125: Police
Captain examination development, I am writing you this letter with the results of these meetings.
On August 7th, 2000, and August 22nd, 2000, the selection committee met and reviewed the
three (3) proposals that were received and deemed responsive. The proposals were evaluated
first on their content, and second on their price. The results of the committee's findings are as
follows in order of results from the firm with the highest points awarded to the least:
1 -SHL Landy Jacobs, Inc.
2 -Sheldon Zedeck, Inc.
3 -Barrett and Associates, Inc.
It is the recommendation of the selection committee that the City Manager negotiate with the
highest ranked firm, SHL Landy Jacobs, Inc., and proceed to negotiations with the second ranked
firm, Sheldon Zedeck, Inc. only if negotiations with the first rank firm do not succeed. Because
the committee only recommends negotiations with the top two ranking firms, and if negotiations
are unsuccessful with these two firms, then this committee recommends that a new RFP be
issued for services.
