A RESOLUTION OF THE MIAMI CITY COMMISSION
ESTABLISHING AN OUTDOOR ADVERTISING REVIEW
BOARD ("REVIEW BOARD") AND DIRECTING THE
CITY MANAGER. TO PROVIDE ALL NECESSARY
ASSISTANCE TO THE REVIEW BOARD, WITH THE
EXPRESS PURPOSE OF HAVING THE REVIEW BOARD
REVIEW CITY POLICIES AFFECTING OUTDOOR
ADVERTISING AND REPORTING BACK TO THE CITY
COMMISSION WITHIN NINETY DAYS; FURTHER
DIRECTING THE CITY MANAGER TO IMMEDIATELY
AUDIT ALL OUTDOOR ADVERTISING FACILITIES FOR
COMPLIANCE AND RECOMMEND A REMEDIAL,
CORRECTIVE AND TRANSTIONAL PLAN FOR ENSURING
COMPLIANCE.
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami ("the City") and its
inhabitants to examine its policies and procedures regarding
outdoor advertising .and to provide for the creation of an
Outdoor Advertising Review Board ( "Review Board") ; and
WHEREAS, the Review Board will provide a comprehensive
examination, evaluation and report on all outdoor advertising in
the City boundaries, and will provide recommendations to the
City Commission for regulation of outdoor advertising within
ninety days;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution. are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. There is hereby created The Outdoor
Advertising Review Board ("Review Board") which shall be
composed of seven members. Each Commissioner shall nominate one
member for appointment, the Commission shall appoint one
at -large member, and the Mayor shall appoint one member. The
City Manager or designee and a staff member from the Department
of Planning and Zoning shall be present at all meetings to
assist in the Review Board's recommendations. The Review Board
shall present. to the City Commission within ninety days hereof a
report detailing its recommendations for the regulation of
outdoor advertising. At the end of the ninety days and upon
submission of the above-mentioned report, the Review Board shall
cease to exist.
Section 3. The City Manager i-s.•hereby directed to
provide all necessary assistance to the Review Board' for a
period not to exceed ninety days for the sole purpose of
enabling the Review Board to make recommendations to the City
Commission on the possible changes to the City's Outdoor
Advertising regulations.

Section 4. The City Manager is hereby further directed
to immediately initiate a thorough and comprehensive. audit of
all outdoor advertising facilities within the City's
jurisdiction and to recommend a remedial, corrective and
transitional plan for ensuring compliance.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'''/

1� If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
