A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5T11) AFFIRMATIVE VOTE OF THE
MEMBERS OF THE CITY COMMISSION, RATIFYING,
APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING OF AN EMERGENCY, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND
AUTHORIZING THE EMERGENCY PURCHASE OF A 2001
DODGE 1500 4X2 PICK-UP TRUCK WITH OPTIONS,
FROM MAROONE DODGE, FOR THE POLICE
DEPARTMENT'S JUVENILE INVESTIGATIONS UNIT, IN
AN AMOUNT NOT TO EXCEED $19,019; ALLOCATING
FUNDS THEREFOR FROM THE STOP ACTIVE VANDALISM
EVERYWHERE ("SAVE") GRANT, ACCOUNT CODE
NO. 142027.290519.6.840.
WHEREAS, the'Juvenile Investigations Unit of the Department
of Police requires a pick-up truck .to conduct graffiti paint -outs
and other neighborhood clean-ups under the Stop Active Vandalism
Everywhere ("SAVE") Grant; and
WHEREAS, Gus Machado, the vendor approved for the purchase
of a 2000 Ford F150, authorized pursuant to Resolution No. 00-337,
adopted April 26,.2000, was not able to;fulfill the order; and
WHEREAS, the Stop Active Vandalism Everywhere ("SAVE") Grant
will expire on September 30, 2000, and is therefore imperative
that all necessary paperwork for this purchase be completed prior
to the expiration of the Grant; and

WHEREAS, the City Manager authorized the emergency purchase
of a 2001 Dodge 1500 4X2 Pick-up Truck with options from Maroone
Dodge, under existing City of Miami Bid No. 99-00-068, in an
amount not to exceed $19,019; and
WHEREAS, funding for this purchase is available from the
Stop Active Vandalism Everywhere ("SAVE") Grant, Account Code
No. 142027.290519.6.840;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By an affirmative vote of four-fifths (4/5ths)
of the members of the City Commission, the City Manager's finding
of an emergency, waiving the requirements for competitive sealed
bids and authorizing the purchase for the Department -of Police, of
a 2001 Dodge 1500 4X2 Pick-up Truck with options from Maroone
Dodge, under existing City of Miami Bid No. 99-00-068, in an
amount not to.exceed $19,019, is ratified, approved, and confirmed
with funds allocated from the Stop Active Vandalism Everywhere
("SAVE") Grant, Account Code No. 142027.290519.6.840.

Section 3. This Resolution shall become effective

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying
the City Manager's emergency action authorizing the purchase of a 2001 Dodge 1500 4X2 Pick-up
Truck with options, from Maroone Dodge, for the Juvenile Investigations Unit of the Police
Department, in an amount,,not to exceed $19,019.
Funding is available from the Stop Active Vandalism Everywhere (SAVE) Grant, Account Code
No. 142027.290519.6.840.
BACKGROUND
The Police Department's Juvenile Investigations Unit was awarded a grant entitled "Stop Active
Vandalism Everywhere" (SAVE), to combat graffiti and vandalism. The grant allocated monies to
purchase a pick-up truck to conduct graffiti paint -outs and other neighborhood clean-ups. On April
27`'', 2000, the City Commission approved Resolution No. 00-337 authorizing the purchase of a
2000 Ford F150 4X2 Pick-up Truck with options for this purpose, from Gus Machado Ford, in a
total amount not to exceed $19,307, awarded under existing City of Miami Bid No. 99-00-068.
On June 29`x, 2000, Mr. Ed A. Machado, General Fleet Manager for Gus Machado forwarded a
letter to the City of Miami stating that they could not fulfill the order for the 2000 Ford F150 (see
attached).
The SAVE Grant expires on September 30', 2000, therefore, the Police Department received
authorization from the City Manager for an Emergency Purchase of a 2001 Dodge 1500 4X2 Pick-
up Truck with options, from Maroone Dodge, in an amount not to exceed $19,019, under existing
City of Miami Bid No. 99-00-068. This will enable the Police Department to complete the
necessary paperwork and receive the Financial Oversight Board's approval for this purchase,
before the expiration of the grant.

It is necessary for the Police Department to purchase a pick-up truck for the Juvenile Investigations
Unit on an emergencv basis.
Emergency Justification
The Police Department's Juvenile Investigations Unit was awarded a grant entitled "Stop
