HomeMy WebLinkAboutR-00-0768J-00-697 8/28/00 RESOLUTION NO. 0 A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR-FIFTHS (4/5T11) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND APPROVING THE ACQUISITION OF REPAIR SERVICES AND REPLACEMENT PARTS FOR THE AIR CONDITIONING UNIT AT THE CENTRAL HEADQUARTERS BUILDING OF THE DEPARTMENT OF POLICE, FROM TEMPTROL AIR CONDITIONING, INC., IN AN AMOUNT NOT TO EXCEED $8,049.92; ALLOCATING FUNDS THEREFOR FROM THE GENERAL OPERATING BUDGET OF THE DEPARTMENT OF POLICE, ACCOUNT CODE NO. 001000.290201.6.670, FOR SAID PURPOSE. WHEREAS, the Central Headquarters Building at the Department of Police was in need of emergency repairs to its air conditioning unit; and WHEREAS, the malfunction of the unit created a danger to the health, safety and welfare of the employees and the public; and WHEREAS, while the repairs were being performed, it was discovered that the dampers required replacement; and WHEREAS, the City Manager made a-written~finding that the repairs to the air conditioning unit constituted a valid emergency, which required the immediate acquisition of repair services and replacement parts; and CITY CO ' 1 610 MEETING OF SEP 14 2000 ,Eiesoiueiap 1�Io. 00— 768'.j WHEREAS, the City Manager and the Chief of Police recommended that the requirements for competitive bidding procedures be waived and approved the acquisition of repair services and replacement parts for the air conditioning unit at the Central Headquarters building of the Department of Police from Temptrol Air Conditioning, Inc.; and WHEREAS, funds are available from the General Operating Budget of the Department of Police, Account Code No. 001000.290201.6.670; NOW, THEREFORE, BE.IT RESOLVED BY THE COMMISION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a fourth -fifths (4/5ths) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and approving the acquisition of repair services and replacement parts for the air conditioning unit at the Central Headquarters building of the Department of Police from Temptrol Air Conditioning, Inc., in an amount not to exceed $8,049.92, are hereby ratified, approved and confirmed, with funds therefor hereby allocated from the General Operating Budget of the Department of Police, Account Code No. 001000.290201.6.670. Funding is available from the Police General Operating Budget, Account Code No. 001000.290201.6.670. BACKGROUND The Police Department requested an emergency purchase order for the emergency repair of the Air Conditioning (A/C) Unit at the Central Headquarters Building. Due to malfunctioning of the A/C System, Temptrol Air Conditioning, Inc., was contacted and submitted an estimate for repairs totaling $3,500. As the repairs were taking place, the technician found that the repairs were more extensive than anticipated. Specifically, the pneumatic system was full of water and all the dampers required replacement, prior to starting the air-conditioning chiller, to avoid any further damage. Due to the critical need for air conditioning, these repairs could not be delayed any further. These subsequent repairs, which were necessary for the proper functioning of the A/C system, totaled an additional $4,549.92. Authorization was received from the City Manager for air conditioning repairs performed by Temptrol Air Conditioning, Inc., under an Emergency Purchase Order, in an amount not to exceed $8,049.92.
