A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5"s) AFFIRMATIVE VOTE OF THE
MEMBERS OF THE CITY COMMISSION, RATIFYING,
APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING OF AN EMERGENCY, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND
APPROVING THE EMERGENCY ACQUISITION OF LATENT
PRINT EXAMINATION SERVICES FOR THE POLICE
DEPARTMENT FROM FOUR (4) PRE -QUALIFIED
CANDIDATES, IN AN AMOUNT NOT TO EXCEED
$9,500; ALLOCATING FUNDS THEREFOR FROM THE
POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE
NO. 001000.290201.6.270; FURTHER, RATIFYING,
APPROVING, AND CONFIRMING THE CITY MANAGER'S
ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR
THESE SERVICES.
WHEREAS, it was necessary for the Police Department to
acquire latent print examination services on an emergency
basis due to staffing shortage in the Latent Print Detail;
and
WHEREAS, the City Manager approved the emergency
acquisition of latent print examination services from four
(4) pre -qualified candidates from the Request For
Qualification (RFQ). process, on an as needed basis, until
completion of the RFQ process, in an amount not to exceed
$9,500; and

WHEREAS, the funding to cover this expenditure is
available from the Police General Operating Budget, Account
Code No. 001000.290201.6.270;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISION OF THE
CITY OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in
the Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Commission by four-fifths
(4/5t115) affirmative vote ratifies, approves and confirms the
City Manager's finding of an emergency, waiving the
requirements for competitive sealed bids and approving the
emergency acquisition of latent print examination services,
in an amount not to exceed $9,500, for the Department of
Police, with funds allocated from the Police General
Operating Budget, Account Code No. 001000.290201.6.270.
Section 3. The City Manager's issuance of an
emergency purchase order for this purpose is further
ratified, approved and confirmed.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying
the City Manager's emergency action authorizing the procurement of Latent Print Examination
Services for the Police Department, in an amount not to exceed $9,500.
Funding is available from the Police General Operating Budget, Account Code No.
001000.290201.6.270.
BACKGROUND
The staffing situation in the Police Department's Latent Print Detail has been in decline for the past
decade. The detail has gone from seven '(7) full-time Examiners to the current staffing level of
only one (1). This detail is responsible for identifying criminals through fingerprints left on crime
scenes. A second Latent Print Examiner must verify all latent print examinations. The current
staffing shortage, due to retirements and high competition in this field, has seriously hampered
adequate staffing. The Police Department is currently attempting to recruit qualified applicants to
fill three (3) permanent budgeted positions.
The Police and Purchasing Departments initiated a Request for Qualifications for Latent Print
Examination Services under a Professional Services Agreement. This item was approved on the
June 29', 2000, City Commission meeting, Resolution No. 00-525. Due to the severity of the
situation, the Police Department received authorization from the City Manager for an Emergency
Purchase to use the four (4) pre -qualified candidates from the RFQ process, on an as needed basis,
until the RFQ process was finalized.

ESTABLISHMENT OF A QUALIFIED BIDDERS LIST
COMPRISED OF FOUR (4) PRE -QUALIFIED VENDORS,
AS LISTED ON EXHIBIT "A", ATTACHED HERETO AND
MADE A PART HEREOF, FOR LATENT PRINT
EXAMINATION SERVICES FOR THE DEPARTMENT OF
POLICE, FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE PROFESSIONAL SERVICE AGREEMENT(S),
INA FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH EACH OF THE PROVIDERS, , ON AN AS -NEEDED
CONTRACT BASIS, FOR ONE (1) YEAR WITH THE
OPTION TO RENEW FOR TWO (2) ADDITIONAL ONE
YEAR PERIODS, AND TO ALLOW FOR THE INCLUSION
OF ADDITIONAL VENDORS AS DEEMED NECESSARY,

WHEREAS, the Department of Police requires latent print
examination services used for criminal identification purposes;
and
WHEREAS, the Department of Purchasing issued a Request For
Qualifications to establish term contracts for qualified and
experienced latent print examiners for the Department of Police
on an as needed basis; and
WHEREAS, Request for Qualifications No. 99-00-124 was mailed
to fifty-one (51) potential providers; and

WHEREAS, four W responses were received and all four
providers were deemed qualified and placed on a Qualified
Bidder's List, attached hereto as Exhibit "A"', and'made a part
hereof; and
WHEREAS, the providers on the Qualified Bidder's List shall
be utilized by th6 Department of,, Police, on an as -needed,
-contract basis, for one (1) year, with the option to extend for
two.(2) additional one year. periods, at an. annual amount not to
exceed $7S,000,1 -and
WHEREAS, -the City of Miami Also. reserves the right to add
qualified vendors to the list as it deems necessary; and
WHEREAS, funds Are available from .,the Police General
operating Budget, Account Code No. 001000.290201.6.270; and
WHEREAS, the City Manager and the Chief of Police recommend
that the vendors listed on Exhibit -"A4 be accepted and placed, on
the Qualified Bidder's' LiSt"to perform said services on an as
needed contract basis;
NOW, THEREFORE, BE IT RESOLVED BY'THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and, findings contained in the
Preamble to this Resolution are hereby Adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The establishment of a Qualified Bidderes
List comprised of four pre -qualified vendors,- as listed on
Exhibit A, for latent print examination services, is hereby
approved, and the City Manager is hereby authorized to execute

Professional Service Agreement(s), in a form acceptable to the
City Attorney, with each of the providers, on an as needed
contract basis, for a one (1) year period, in an annual amount
not to exceed $75,000, with the option to renew 'for two (2)
additional one (1) year periods, and to allow for the inclusion
of additional vendors as deemed necessary; with funds therefor
hereby allocated from the Police General Operating Budget,
Account Code No. 001000.290201.6.270.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/
