HomeMy WebLinkAboutR-00-0753J-00-766 9/13/00 • RESOLUTION NO. — 3 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING THAT COMPETITIVE BIDDING PROCEDURES WOULD NOT BE PRACTICABLE OR ADVANTAGEOUS, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE PROCUREMENT OF AN ORION CANTRACK CN502D-19 DIGITAL CELLULAR TELEPHONE TRACKING SYSTEM FOR THE DEPARTMENT OF POLICE FROM ORION ELECTRONICS LIMITED, IN AN AMOUNT NOT TO EXCEED $11,500; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS. 690001, 690002 AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND SECTION 932.7055, FLORIDA STATUTES, AS AMENDED. WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Section 932.7055, Florida Statutes, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Department of Police requires the acquisition of an Orion CanTrack CN502D-19 Digital Cellular Telephone Tracking System; and c CODOUSSION METING ®r SEP 1 4 2000 heS01U ioa NID. 00- 1 :: WHEREAS, the Orion CanTrack Direction Finder works with the Harris Corporation TriggerFishT" application to relay data of a captured cellular signal to assist in pinpointing its location; and WHEREAS, it is not practicable nor advantageous for the City of Miami to use a direction finder unit other than CanTrack, as Orion Electronics Limited and the Harris Corporation have a long working relationship and the two products interface; and WHEREAS, the City Manager and Chief Procurement_ Officer recommend that the requirements for competitive bidding procedures be waived and the procurement of the Orion CanTrack CN502D-19 Digital Cellular Telephone Tracking System from Orion Electronics Limited be approved; and WHEREAS, funds are available from the Law Enforcement Trust Fund, Project Nos. 690001, 690002 and 690003; and WHEREAS, pursuant to the provisions of Section 932.7055(c), Florida Statutes (1999), the recipient shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for' the expenditure of such monies and (3) provide any reports, Page 2 of 40— Im,.- including, but not limited to, audit reports, as may be required by the City of Miami or applicable law; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5tns) affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding that competitive bidding procedures would not be practicable or advantageous, are hereby ratified, approved, and confirmed, the .requirements for competitive sealed bids are hereby waived, and the acquisition of an Orion CanTrack CN502D-19 Digital Cellular Telephone Tracking System for the Department of Police from Orion Electronics Limited, in an amount not to exceed $11,500, is hereby approved, with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project Nos. 690001, 690002 and 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Section 932.7055, Florida Statutes, as amended. Funding will be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003. BACKGROUND The Police Department needs to purchase an Orion CanTrack 502D Digital Cellular Telephone Tracker. The Orion CanTrack 502D is primarily a tracking devise. When connected in conjunction with the Triggerfish, the CanTrack is capable of tracking the captured cellular signal to assist in pinpointing its location. Orion Electronics Ltd., has developed a PCS -capable CanTrack Direction Finder Unit that has been successfully field tested with the Harris TriggerFish PCS System. CanTrack is a communications program that relays Direction Finder (DF) data from the Orion CanTrack 502D unit to a TriggerFish application. The purpose of the software is to display the DF bearing information directly in the TriggerFish application. The CanTracker can be run on the same Macintosh that is running the TriggerFish, as well as, on a remote server. Data is sent from the Orion CanTrack unit to the CanTracker application, and CanTracker relays it via the network to a TriggerFish application that has "registered" with CanTracker. Orion Electronics Limited and Harris Corporation have a long working relationship where both products interface seamlessly together. No other tracking system interfaces with the Harris TriggerFish. The TriggerFish has been approved as a sole source acquisition by City of Miami's Purchasing Department and is scheduled for approval on the September 14', 2000, City Commission meeting.
