HomeMy WebLinkAboutR-00-0749J-00-732 9/1/00 RESOLUTION NO. 00- 7 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT, IN THE AMOUNT OF $104,600, FROM THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES (UNDER TITLE XX OF THE SOCIAL SERVICES ACT), TO PROVIDE CHILD DAY CARE SERVICES ADMINISTERED BY THE DEPARTMENT OF PARKS AND RECREATION TO CHILDREN FROM LOW-INCOME FAMILIES FOR THE PERIOD OF JULY 1, 2000 THROUGH JUNE 30, 2001; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT THE GRANT AND TO IMPLEMENT THE PROGRAM. WHEREAS, the City, of Miami's Child Day Care Program, administered by the Department of Parks and Recreation, is funded by the City's General Fund, participant user fees, the U.S. Department of Agriculture, and the U.S. Department of Health and Human Services; and WHEREAS, the City of Miami ("City") has been awarded a grant, in the amount of $104,600, from the U.S. Department of Health and Human Services (under Title XX of the Social Services Act) to provide child day care services to children of low-income families to enable parents and guardians of the children to obtain employment or acquire training; and WHEREAS, the grant will provide child day care services for a maximum 57 children, (36 preschoolers, 16 toddlers CITY CO $SION� MEETINC OF SEP 1 4 2000 Resolution No, and 5 infants), at maximum daily rates of $16.20 for infant care, $13.20 for toddler care and $10.00,for preschool children.; and WHEREAS, the grant award, which does not require matching City funds, are received from the U.S. Department of Health and Human Services by Miami -Dade County, which entity subsequently channels the funds to the City on a reimbursement basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept a grant, in the amount of $104,600, from the U.S. Department of Health and Human Services (under Title XX of the Social Services Act), to provide child day care services administered by the Department of Parks and Recreation to children from low-income families for the period of July 1, 2000 through June 30, 2001. Section 3. The City Manager is hereby authorized" to execute the necessary document(s), in a form acceptable to the City Attorney, to accept the grant and implement the program. �i The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Gi nez City Mana RECOMMENDATION: DATE: AUG 2 9 2000 FILE: SUBJECT: Resolution Accepting a Grant for Day Care Services REFERENCES: ENCLOSURES: Resolution, Grant Agreement It is respectfully recommended that the City Commission adopt the attached Resolution accepting a grant in the total estimated amount of $104,600 from the U.S. Department of Health and Human Services (under Title XX of the Social Services Act) through Miami -Dade County for the provision of day care services to low-income families attending the City's Daycare Program. The Resolution further authorizes the City Manager to execute the necessary agreement for this purpose.. BACKGROUND: The Department of Parks and Recreation has prepared the attached legislation concerning the Day Care Title XX Grant. The City of Miami's Child Day Care Program is funded from several sources, the City's General Fund, participant child fees, the United States Department of Agriculture, and the US Department of Health and Human Services Title XX of the Social Services Act. The Title XX funding for 2000-2001, amounts to approximately $104,600 and is channeled through Miami -Dade County to the City on a reimbursement basis. This is the 211h year that the City will receive such funds, and no cash match is required. By means of this grant, the U.S. Department of Health and Human Services purchases slots in City Day Care Centers in order to provide child care services for children (ages 6 weeks - 5 years) of low income families, enabling their parents to work and receive training outside the home. Services will be provided for up to fifty-seven (57) children, thirty-six (36) preschoolers, sixteen (16) toddlers and five (5) infants. Maximum daily rates paid to the City under this program are: $16.20 for infant care, $13.20 for toddler care, and $10.00 for preschoolers. The total reimbursement amount is based on the number and age of the children, the applicable rate and the actual number of service days provided by the City. 00` 749 Honorable Mayor and.Members of the City Commission Page 2 of, 2 Earlier this year, the City submitted an application to the U.S. Department of Health and Human Services (through Miami - Dade County) for the provision of daycare services to .low income families served,by the City's Day Care Program. This application was evaluated and approved by Miami Dade -County., In June, the City, received from Miami -Dade County the grant agreement for execution.
