HomeMy WebLinkAboutR-00-0746J-00-739 9/14/00 RESOLUTION NO. 00— 7 46 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SMALL BUSINESS OPPORTUNITY CENTER, INC., A FLORIDA NOT-FOR-PROFIT CORPORATION, FOR THE MANAGEMENT AND OPERATION OF "MAXIMO GOMEZ PARK", ALSO KNOWN AS "DOMINO PARK", IN AN AMOUNT NOT TO EXCEED $59,075.00; ALLOCATING FUNDS THEREFOR FROM THE FISCAL YEAR 2000-2001 BUDGET OF THE DEPARTMENT OF PARKS AND RECREATION, AID TO PRIVATE ORGANIZATIONS ACCOUNT. WHEREAS, the Small Business Opportunity Center, Inc. ("SBOC"), is a non-profit 501(C)(3) organization founded to foster, encourage and promote economic development in the City of Miami (the "City") and more particularly in the area known as "Little Havana"; and WHEREAS, Maximo Gomez Park, more commonly known as "Domino Park", located at the corner of Southwest 8th Street and 15th Avenue, Miami, Florida, in the heart of the Little Havana neighborhood, serves the low and moderate income residents and has evolved as a recognizable tourist attraction; and WHEREAS, in the past the City approved funding for the Little Havana Development Authority ("LHDA") to supervise, manage and operate Domino Park, through direct allocations from the Department of Parks and Recreation Operating Budget; and J CITY COMMISSION MEETING OF SFP 1 4 2000 Resolution NO. _ 3 rh WHEREAS, LHDA has informed the City that the agency is not renewing the management agreement with.the City to operate Domino Park; and WHEREAS, SBOC advised the City of its interest in taking over the management responsibilities of Domino Park and maintaining the same level of services previously provided by LHDA; and WHEREAS, it is now necessary to authorize the execution of an agreement with the SBOC and to allocate funds for the operation and management of Maximo Gomez Park; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized'I to execute an agreement, in a form acceptable to the City Attorney, with the Small Business Opportunity Center, Inc., a Florida Not - For -Profit Corporation, for the management and operation of "Maximo Gomez Park", also known as "Domino Park", in an amount not to exceed $59,075.00, with funds therefor hereby allocated 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 3 of 3 00— 0 *'CA CITY OF MIAMI, FLORIDA - INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: AUG 2 9 2000 FILE: of the City Commission 0 SUBJECT: Resolution Authorizing the SBOC Agreement for Management of Domino Park FROM: Car REFERENCES: Proposed Resolution & City Manager Agreement ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City of Miami Commission adopt the attached resolution authorizing the City Manager to enter into an agreement, in an amount not to exceed $59,075, and in a form acceptable to the City Attorney, with the Small Business Opportunity Center, Inc., ("SBOC") a Florida -not -for profit corporation. The agreement is necessary to provide for management and operating services for Maximo Gomez Park, more commonly known as Domino Park. The resolution further authorizes said compensation to be paid from funds already allocated for this purpose in the Aid to Private Organization Account of the Department of Parks and Recreation F.Y. `00-'01 Budget. BACKGROUND: The Department of Parks and Recreation recommends that the City of Miami enter into an agreement in the amount not to exceed $59,075, with the Small Business Opportunity Center, Inc., to provide management and operations services of Domino Park for a term of one (1) year with two (2) one year renewal options. This is the same funding amount provided to the Little Havana Development Authority (LDHA), which managed the Park for many years. SBOC like LHDA is also a non-profit 501 (C)(3) organization founded to foster and promote economic development in the City of Miami and more particularly in the area of Little Havana. LHDA advised the Parks and Recreation Department that the organization was going to cease operations after September and therefore would no longer be able to manage Domino Park. When the City was informed by LHDA that the agency would not be renewing its management agreement of Domino Park, SBOC expressed an interest in assuming these responsibilities and ensuring that it would maintain the same level of services and activities as LHDA. SBOC also informed the City that it would retain the same park staff currently employed by LHDA. This is to inform you that the Board of Directors of Little Havana Development Authority (LHDA), has decided to cease operations as of September 30, 2000; therefore, they will be unable to operate Domino Park. Accordingly, the Board of Directors of LHDA is joining forces with the Small Business Opportunity Center, SBOC, and recommends that future operations of Domino Park fall under the jurisdiction of the SBOC.
