A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NO. 99-556 TO INCREASE
THE CONTRACT WITH BEST MAINTENANCE &
JANITORIAL SERVICE, INC., TO ALSO PROVIDE
CUSTODIAL SERVICES FOR THE DOWNTOWN
MINI -STATION AND THE BICYCLE DETAIL OFFICE,
IN AN AMOUNT NOT TO EXCEED $5,`196, FROM
$269,220 TO AN ANNUAL AMOUNT NOT TO EXCEED TO
$274,416; ALLOCATING FUNDS FROM THE
DEPARTMENT OF POLICE GENERAL OPERATING
BUDGET, ACCOUNT CODE NO. 001000.290201.6.340.
WHEREAS, Resolution No. 99-556, adopted on July 27, 1999,
accepted the bid of Best Maintenance & Janitorial Service, Inc.
for the provision of custodial services for the Police
Headquarters Building, North and South Substations, Satellite
Offices (Marine Patrol, Mounted Unit, and Davie Herring Center),
Mini -Stations (Omni, Overtown, Edgewater, and Northeast) and the
Auto Pound; and
WHEREAS, the Department of Police requires an increase in
the contract with Best Maintenance & Janitorial Service, Inc. to
include custodial services for the Downtown Mini -Station and the
Bicycle Detail Office; and

WHEREAS, the City Manager and the Chief of Police recommend
that an increase in the contract with Best Maintenance &
Janitorial Service, Inc., in an amount not to exceed $5,196, from
$269,220 to an annual amount not to exceed $274,416, be approved;
and
WHEREAS, funds are available from the Department of Police
General Operating Budget, Account Code No. 001000.290201.6.340;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Resolution No. 99-556, adopted July 27, 1999,
is amended in the following particulars:'/

(Omni, Overtown, Edgewater, Northeast, and
Downtown), a-nd the Auto Pound and Bicycle

It is respectfully recommended that the City Commission adopt the attached Resolution amending
Resolution No. 99-556, to increase the annual amount approved from $269,220 to $274,416, under
an existing contract with Best's Maintenance & Janitorial Services, Inc., for the provision of
Custodial Services for the Police Department.
Funding is to be provided from the Police General Operating Budget, Account Code No.
001000.290201.6.340.
BACKGROUND
The Department of Police is requesting an increase in the contract for custodial services for the
Police Headquarters Building, North and South District Substations, Mini -Stations and Satellite
offices. This increase is necessary to include custodial services to the Downtown Mini -Station
located at 200 N.E. 2 Avenue, and the Bicycle Detail Office located at 63 N.W. 9 Street.
Custodial Services are needed to maintain the aforementioned properties in a clean and sanitary
condition.

OF CUSTODIAL SERVICES, FOR THE POLICE
DEPARTMENT AT AN ANNUAL AMOUNT NOT TO EXCEED
$269,220, FOR THE POLICE HEADQUARTERS
BUILDING, NORTH AND SOUTH SUBSTATIONS,
SATELLITE OFFICES (MARINE PATROL, MOUNTED
UNIT, & DAVIE HERRING CENTER), MINI -STATIONS
(OMNI, OVERTOWN, EDGEWATER, & NORTHEAST) AND
THE AUTO POUND, FOR A PERIOD OF ONE YEAR (1)
WITH THE OPTION TO EXTEND FOR TWO (2)
ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS

WHEREAS, the Department of.Police has a need to provide
custodial services at its Police Headquarters Building, North and
South Substations, Satellite Offices (Marine Patrol, Mounted
Unit, and Davie Herring Center), Mini -Stations (Omni, Overtown,
Edgewater, and Northeast) and the Auto Pound; and
WHEREAS, said services include the furnishing of all labor,.
materials, equipment and supervision; and --
WHEREAS, pursuant to public notice, Invitations for Bid
No. 98-99-107 M/WBE were mailed to fifty-one (51) potential
bidders; and -
WHEREAS, five (5) responses were, received on June 9, 1999;
and
WHEREAS, the lowest vendor was, deemed non -responsible for
not meeting the required qualifications for past performance; and
WHEREAS, funds are available. from the Police Department
Operating Budget,. Account Code No. 001000.290201.6..340; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Best's Maintenance & Janitorial
Services, Inc:, be accepted as the lowest responsible and
responsive bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution 'are -'hereby adopted by reference
thereto and incorporated herein as if fully set forth in'this
Section.
Section 2. The June 9, 1999 bid submitted by Best's
Maintenance & Jani•torial Services, Inc. , for the provision of
custodial services for a one (1) year period,. at a total , annual.
amount not to exceed $269,220, with the option to extend for two
(2) additional one-year periods, is hereby accepted, with funds

ITEM: Custodial Services
DEPARTMENT: Police
TYPE OF PURCHASE: Amend and Increase Contract
REASON: The Department of Department of Police has
seen a need to Amend Section 2 of
Resolution No. 99-556 and increase contract
for the provision custodial services.
RECOMMENDATION: It is recommended that an Amendment to
Section 2 of Resolution No. 99-556, to
include custodial services for the Downtown
Mini -Station and the Bicycle Detail Office and
to increase the annual amount allocated to
the contract awarded to Best Maintenance
ex janitorial Services in an amount not to
exceed $274,416 thereby increasing the
contract amount from $269,220 to
$274,416 annually, for the provision of
custodial services, under existing Bid No. 98-
99-107 M/WBE, for the Department of
Police; allocating funds therefor from the
Police Department's General Operating
Budget Account Code No.
