A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), ACCEPTING THE BIDS OF
VARIOUS VENDORS, ON A GROUP BY GROUP BASIS,
DESIGNATED AS EITHER "PRIMARY", SECONDARY",
OR "TERTIARY" VENDOR(S), AS SET FORTH IN
"ATTACHMENT NO. 1", INCORPORATED HEREIN,
BASED ON LOWEST COST, PURSUANT TO INVITATION
FOR BIDS NO. 99-00-136, FOR THE PROVISION OF
TEMPORARY PERSONNEL SERVICES FOR THE
DEPARTMENT OF HUMAN RESOURCES, ON AN AS -
NEEDED CONTRACT BASIS FOR ONE (1) YEAR, WITH
THE OPTION TO RENEW FOR TWO (2) ADDITIONAL
ONE YEAR PERIODS, TO BE UTILIZED CITYWIDE,
AT AN ANNUAL AMOUNT NOT TO EXCEED $450,000;
ALLOCATING FUNDS FROM THE VARIOUS USER
DEPARTMENT'S BUDGETS AT TIME OF NEED,
SUBJECT TO BUDGETARY APPROVAL.
WHEREAS, the Department of Human Resources surveyed the
needs of all City of Miami Departments to determine their past,
present and projected utilization of temporary personnel
services; and
WHEREAS, it has been determined that the usage of temporary
personnel agencies is required to cover unforeseen, prolonged

absences, resignations, retirements and/or" special short-term
projects as needed; and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-136 was mailed to one hundred twenty-three (123)
potential bidders; and
WHEREAS, twenty (20) responses were received on June 5,
2000; and
WHEREAS, eight (8) bids were deemed non-responsive for
failing to submit the markup multiplier formula as instructed or
for failing to submit letters of reference as required by the
Bid Specification; and
WHEREAS, funds are available from the various user
departments at time of need subject to budgetary approval; and
WHEREAS, the City Manager and the Director of Human
Resources recommend that the bids of various vendors awarded on
a `group by, group' basis, designated as either "primary",
"secondary", or "tertiary" vendor(s) based on lowest cost, be
accepted;

NOW, THEREFORE, BE IT RESOLVED' BY THE COMMISSION OF THE
CITY OF_MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.

Section 2. The June 5, 2000 bid received from various
vendors awarded on a `group by group' basis, designated as
either "primary", "secondary", or "tertiary" vendor(s), as set
forth in "Attachment No. 1," incorporated. herein, based on
lowest cost, pursuant to Invitation for Bids No. 99!-00-136, for
the provision of Temporary Personnel Services for the Department
of Human Resources, on an as -needed. contract basis for one (1)
year, with the option to renew for two (2) additional one year
periods, to be utilized Citywide at an annual amount not to
exceed $450,000, is accepted, with funds allocated from the
various user department's budgets at time of need, subject to
budgetary approval.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor!' -

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
awarding Bid Number 99-00-136 on a Group by Group basis, who shall be designated as
either "primary", "secondary", or "tertiary" vendor(s) based on lowest cost, for the
furnishing of temporary personnel services for various departments in the City of Miami.
If the "primary" vendor fails to respond within 48 hours, the service from the
"secondary" vendor will be requested. Similarly, if there is no response within 48 hours,
the "tertiary" vendor will be contacted. This service will be used on an "as -needed" basis
for a one-year period with the option to extend for two additional one-year periods.
BACKGROUND
The Department of Human Resources surveyed the needs of all City Departments to
determine their past, present and projected utilization of temporary personnel services. It
has been determined that the usage of temporary personnel agencies will continue to be
needed in the future. Temporary personnel services are typically utilized to cover
unforeseen, prolonged absences, resignations, retirements and/ or special short-term
projects, as needed.
Twenty (20) bids were received, eight (8) of which were non-responsive. The
Department of Human Resources and Purchasing analyzed the remaining twelve (12)
responsive bids pursuant to Bid No. 99-00-136 and selected the lowest bidders on a
group -by -group basis. The lowest bid per Group is designated as the primary vendor and
the next two lowest as the secondary and tertiary vendors, respectively. The personnel
categories were placed into eight (8) separate groupings to allow companies to compete
in their specialty areas — i.e., clerical support, financial, legal, skilled and unskilled
laborers. A department's expenditure of funds for temporary personnel services will
require budgetary approval prior to usage. Attached is a matrix summarizing the results
of the formal bids.
Therefore, it is respectfully recommended that the City Commission adopt the attached
resolution and authorize the City Manager to execute a contract between the City of
Miami and the lowest primary and secondary vendors.

This memo is being written to memorialize the conversation that I had on this same date
with Pamela Burns of your staff in connection with Bid No. 9900136 (Temporary
Personnel Services). I was informed that said bid was received from Manpower in your
office at 9:54 a.m. as evidenced by your time stamp. We in fact received it later,
specifically at 10:15 a.m., as evidenced by our time stamp. Please be advised that
pursuant to Administrative Policy Manual APM 2-91, it states that: "Any bids or RFP(s)
which are delivered to any other city office other than the City Clerk's Office will be
considered not to have been appropriately delivered and will be disqualified".
In closing, since the aforementioned proposal was received after the deadline of June 19,
2000 at 10:00 a.m., it was not included as part of the bid's security list. We are
forwarding said bid to you as having been untimely received.

This memorandum has been written as. a follow up to my recent conversation with you
concerning Bid Number 99-00-136, which was attempted to be submitted by Personnel One for
temporary personnel services, but was not accepted by a member of my staff, namely Ms.
Miriam Parra. Ms. Parra acknowledges the following set of circumstances:
1. The aforementioned proposal was attempted to be delivered by FedEx prior to the
cut-off date and time of June 22, 2000, 2 p.m. Ms. Parra does not recall the date nor
the time of delivery.
2. She states to the best of her knowledge, that there was no bid number on the outer
FedEx envelope.
3. The recipient's name, which appears on the envelope, was Maritza Suarez.
4. Ms. Parra did not accept the proposal over the counter because of the aforementioned
reasons.
After meeting with Ms. Parra and investigating the matter further with FedEx officials, it was
discovered that:
1. FedEx always hands over the original Airbill to the sender.
2. Tania Philips (954-989-3996) from Personnel One faxed our office a copy of their
Airbill (see Attachment I) that had the Bid Number 99-00-136 written on it.
3. The Downtown Miami FedEx Station located at 200 South Miami Avenue (1-800-
463-3339) received the original package. We spoke to Vicki Betts and requested a
faxed copy of the Airbill (see Attachment II).
4. A'copy of the Airbill that the local station faxed our office does not contain a bid
number.
In closing, we are left assume that the bid number was not there initially at the time of delivery.
If there are any further questions regarding the aforementioned, please do not hesitate to contact
my office.
