HomeMy WebLinkAboutR-00-0727C J-00-777 9/13/00 RESOLUTION NO. v i `2, t' A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID OF THE TAMIS GROUP FOR THE PROCUREMENT OF PEDESTRIAN TYPE BARRICADES FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $7,880; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002 AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY AND JUSTICE'S "GUIDE TO EQUITABLE SHARING," AND SECTION 932.7055, FLORIDA STATUTES, AS AMENDED. WHEREAS, the Department of Police requires the procurement of pedestrian type barricades for crowd control and mobilization purposes during demonstrations which require law enforcement intervention; and WHEREAS, the U.S. Department of the Treasury and Justice's "Guide to Equitable Sharing," and Section 932.7055, Florida Statutes, as amended, authorize the expenditure of forfeiture cash or proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has.determined that the expenditures proposed comply with the U. S. Department of the Treasury and Justice's CITY CO SSION MEETING OF SEP `i 4 2000 Hesoiutioa 140- 00- ; "Guide to Equitable Sharing,". and Section 932.7055, Florida Statutes, as amended; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, pursuant to public notice, Invitation for Bids No. 99-00-182 was mailed to thirty-four (34) potential bidders to provide pedestrian barricades; and WHEREAS, three (3) responses were received on July 17, 2000; and WHEREAS, the City Manager and the Chief of Police recommend that the bid received from The Tamis Group be accepted as the lowest responsive and responsible bid; and WHEREAS, pursuant to the provisions of Section 932.7055(c), Florida Statutes (1999), the recipient, The Tamis Group, shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies and (3) provide any reports, including; but not limited to, audit reports, as may be required by the City of Miami or applicable law; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Page 2 of 3 U 0+ 7 1 • Section 2. The bid received on July 17, 2000 from The Tamis Group for the procurement of pedestrian type barricades for the Department of Police, in an amount not to exceed $7,880, is hereby accepted, with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury and Justice's "Guide to Equitable Sharing," and Section 932.7055, Florida Statutes, as amended. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.!/ PASSED AND ADOPTED this 14th day of September 2000. Funding will be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-182 for the purchase of Pedestrian Type Barricades. Thirty-four (34) invitations for bids were mailed and three (3) responses were received. The Tamis Group, submitted the lowest most responsible and responsive bid and is, therefore recommended for award. The Police Department has been borrowing barricades from the Orange Bowl, which due to the transport requirements of these devices complicates the coordination efforts during a mobilization or crowd control situation. Purchasing barricades will enable the Police Department to deploy the barricades in an efficient manner thereby. streamlining this aspect of crowd control/mobilization function.
