HomeMy WebLinkAboutR-00-0704J-00-379 7/27/00 RESOLUTION NO. 0 0 r 4 0 A RESOLUTION OF THE MIAMI CITY COMMISSION RELATING TO THE PERFORMING ARTS CENTER OF GREATER MIAMI; APPROVING A COMPREHENSIVE EMPLOYMENT STRATEGY AGREEMENT (THE "AGREEMENT") BETWEEN MIAMI-DADE COUNTY (THE "COUNTY") AND THE CITY OF MIAMI (THE "CITY") TO REQUIRE THAT THE COUNTY'S CONSTRUCTION MANAGER MEET THE OBJECTIVES OF THE COUNTY'S JOB CLEARINGHOUSE AND THE CITY'S FIRST SOURCE HIRING PROVISIONS TO EMPLOY UNEMPLOYED OR UNDER -EMPLOYED INDIVIDUALS WHO RESIDE LOCALLY; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE COUNTY FOR SAID PURPOSE. WHEREAS, the City Commission is committed to increasing employment opportunities for City of Miami (the "City") residents and participants through the Office of Workforce Development's employment and training programs, and WHEREAS, the Performing Arts Center of Greater Miami Project ("Project") is located in the City in an area in which the unemployment rate exceeds thirty percent (30%); and WHEREAS, the economic impact of the Project is expected to exceed $270,000,000 during the construction and operational phases; and CITY COIISSION MEETING OF J U L 2 7 2000 Resolution No. 00— 704 WHEREAS, the construction phase of the Project will generate approximately 400 jobs; and WHEREAS, the operations phase of the Project is estimated to generate thirty (30) recurring positions for City residents; and WHEREAS, it is the City Commission's intent to accomplish the purposes set out in the Comprehensive Employment Strategy Agreement as it relates the City's First Source Hiring provisions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Performing. Arts Center of Greater Miami Comprehensive Employment Strategy Agreement between Miami -Dade County and the City of Miami, to require the County's Construction Manager to meet the objectives of the County's Job Clearinghouse and the City's First Source Hiring provisions to employ unemployed or under -employed individuals who reside locally, is hereby approved. Page 2 of 3j � �e 0 • Section 3. The City Manager is hereby authorized" to execute said Agreement, in a form acceptable to the City Attorney, with Miami -Dade County for said purpose. Section 4.
