A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDS, IN AN AMOUNT NOT TO EXCEED $305,000, FROM THE DOWNTOWN DEVELOPMENT SUPPLEMENTAL FEE, ACCOUNT CODE NO. 127001.380254.270, FOR THE PREPARATION OF THE INCREMENT II APPLICATION OF THE DOWNTOWN DEVELOPMENT OF REGIONAL IMPACT ("DRI"); FURTHER DIRECTING THE CITY MANAGER TO TRANSFER SAID FUNDS TO THE DOWNTOWN DEVELOPMENT AUTHORITY FOR THE PURPOSE OF ENGAGING PROFESSIONAL CONSULTING SERVICES TO PREPARE SAID APPLICATION. WHEREAS, the Downtown Development Authority is the designated "Applicant" for the Downtown Development of Regional Impact ("DRI"); and WHEREAS, the City of Miami is the administrator of the funds that have been collected to date under the Downtown DRI; and WHEREAS, the DRI is an incentive for development in the Downtown area in that it simplifies, expedites and lessens the cost to developers for the impact review of large scale projects in Downtown Miami; and WHEREAS, Increment I of the Downtown DRI is due to expire within the next three (3) years and a study and analysis to ensure that development within the Downtown area continues to be governed by the DRI for Increment II must be initiated; and CITY COMMISSION MEETING OF J U L 2 7 2000 Resolution No. WHEREAS, the Increment II study and analysis will result in an Application for Development Approval for the continuation of the Downtown DRI; and WHEREAS, the Downtown Development Authority has submitted a budget and selected a professional consultant, at a maximum compensation of $305,000, to prepare the Increment II Application; and WHEREAS, funds in the amount of $305,000 are available from the Downtown Development Supplemental Fee, Account Code No. 127001.380254.270, for :the administration and preparation of studies and analysis for Increment II of the Downtown DRI; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section•2. The City Manager is hereby, authorized to allocate funds, in an -amount. not to exceed $305,000, from the Downtown Development Supplemental Fee, Account Code No. 127001.380254.270, for the preparation of the Increment II Application of the Downtown Development of Regional Impact ( "DRI") . Section 3. Page 3 of 3 TO FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Honorable Mayor and Members DATE of the City Commission SUBJECT REFERENCES City Manager ENCLOSURES: RECOMMENDATION July 12, 2000 Downtown Miami DRI PZ -6 FILE: City Commission Meeting of July 27, 2000 It is respectfully recommended that the City Commission adopt the attached resolution allocating the amount of $305,000 to the Downtown Development Authority for the preparation of Increment II of the Downtown Miami Development of Regional Impact (DRI). BACKGROUND The Downtown Miami Development of Regional Impact (DRI) first phase expires in approximately three (3) years. The DRI assists developers in the development of downtown by expediting the approval process and reducing their cost. It is recommended by the City of Miami Planning and Zoning Department and the Miami Downtown Development Authority (DDA) that the Downtown DRI be updated for Increment II. The DDA is the applicant of record for the Downtown DRI. The estimated cost for updating of the DRI by consultants is $305,000. The attached budget is the estimated breakdown of the cost. The amount of $305,000 would be allocated from the Downtown Development Supplemental Fee for the administration and preparation of Increment II of the DRI. The Planning and Zoning Department has verified with the Department of Management and Budget that the funds are available. The fund is derived from administrative fees collected from permit applicants for those projects deemed Developments of Regional Impacts (DRI). The fees are intended to be allocated for administrative costs including preparation of the DRI. Transportation Consultant Transportation analysis, traffic, and infrastructure studies. Economic Consultant Economic impact analysis on infrastructure and service needs. Environmental Consultant Environmental impact analysis and monitoring evaluations.
