RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING AN INCREASE IN THE CONTRACT WITH
BOB'S BARRICADE, INC.,' FOR THE RENTAL OF
BARRICADES FOR THE DEPARTMENT OF POLICE, IN
AN AMOUNT NOT TO EXCEED $15,000, FROM $10,000
TO $25,000; ALLOCATING FUNDS THEREFOR FROM
ACCOUNT CODE NO. 001000.290201.6.270.
WHEREAS, the Department of Police required barricades for
crowd and traffic management attributed to an increase in the
number of demonstrations; and
WHEREAS, Resolution No. 98-619, adopted June 23, 1998,
approved the contract with Bob's Barricades, Inc. for the
provision of barricade rental services for the Department of
Police, in annual amount of $10,000; and
WHEREAS, and additional amount of $15,000 is needed to meet
the increased demand for barricade services; and
WHEREAS, funds are available from Account Code
No. 001000.290201.6.270; and

WHEREAS, the City Manager and the Chief of Police recommend
that an increase in the contract with Bob's Barricades, Inc., in
an amount not to exceed $15,000, be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. An increase in the contract with Bob's
Barricades, Inc., in an amount not to exceed $15,000, from
$10,000 to $25,000 is hereby authorized, with funds therefore
hereby allocated from Account Code No. 001000.290201.6.270.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor Y
�i If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

A RESOLUTION ACCEPTING THE BIDS OF ROADBLOCKS,
INC., AND BOB'S BARRICADES, INC., FOR THE
PROCUREMENT OF BARRICADE RENTAL SERVICES ON AN
AS -NEEDED, WHEN -NEEDED CONTRACT BASIS .FOR THE
DEPARTMENT OF POLICE, FOR ONE YEAR WITH THE OPTION
TO EXTEND FOR TWO ADDITIONAL ONE-YEAR PERIODS, AT
A TOTAL ANNUAL AMOUNT NOT TO EXCEED $10,000.00;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO.
001000.2 90201.6.270.
WHEREAS, pursuant to public notice, sealed bids were received April 8, 1998, for
the procurement of barricade rental services on an as -needed, when -needed contract basis
for the Department of Police, for a period of one year with the option to extend for two
additional one-year periods; and
WHEREAS, invitations for Bid No. 97-98-064 were mailed to nine potential bidders
and three responses were received; and
WHEREAS, the Department of Police utilize barricades to restrict pedestrian and
vehicular traffic for many purposes throughout the year, and often on short notice for
demonstrations, spontaneous celebrations, and other unscheduled events; and
WHEREAS, Roadblocks, Inc., the lowest bidder, is designated as the primary vendor
and Bob's Barricades, Inc., the next lowest bidder, is designated as the secondary vendor,
and should the primary vendor be unable to provide the barricades at the time needed, the
services will be requested from the secondary vendor; and
WHEREAS, funding for this service is available from the Department of Police,
Account Code No. 001000.290201.6.270; and
WHEREAS, the City Manager and the Chief of Police recommend that the bids

received from Roadblocks, Inc., and Bob's Barricades, Inc., be accepted as the lowest
responsible and responsive bids;
NOW, THEREFORE, B5 IT RESOLVED 9Y THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bids submitted on April 8, 1998, by Roadblocks, Inc., and Bob's
Barricades, Inc., for the procurement of barricade rental services on an as -needed,
when -needed contract basis for the Department of Police, for one year with the option to
extend for two additional one-year periods, at a total annual amount not to exceed
$10,000.00 are hereby accepted, with funds therefor hereby allocated from Account Code
No. 001000.290 201.6.270.
Section 3. This Resolution Shall become effective immediately upon its adoption.

Attached, please find a package for a Resolution to be presented as a pocket item on the July 27'h
2000, City Commission meeting for the Police Department, upon approval.
The attached Resolution will amend Resolution No. 98-619, increasing the amount approved from
$10,000 to $25,000, under an existing contract with Bob's Barricade, Inc., for the provision of
barricade rental services. The availability of barricade services is an essential public safety tool.
Barricades are used daily for potholes, flooded streets, downed trees or power lines and for crowd
and traffic management.
This year the City has experienced an unexpectedly high usage of barricades for crowd and traffic
management, attributed to the demonstrations related to immigration issues. Consequently,
barricade service costs have exceeded the anticipated contracted amount. Although, our
barricade service provider continues to respond to the City's need for barricades, it is
struggling to do so. This company has incurred significant expense, without payment. It is,
therefore, imperative that the contract is increased without delay, to insure pending invoice
payments and the continued availability of barricade services.
