A RESOLUTION OF THE MIAMI CITY COMMISSION - DECLARING AS SURPLUS THE PROPERTIES LOCATED AT 730 NORTHWEST 60TH STREET, 5901 NORTHWEST 7TH COURT, 5900 NORTHWEST 7TH AVENUE, 737 NORTHWEST 59TH• STREET, AND 5988-98 NORTHWEST 7TH• AVENUE, MIAMI, FLORIDA (COLLECTIVELY THE "PROPERTY"); DIRECTING THE CITY MANAGER TO INITIATE THE STEPS NECESSARY TO REPLAT AND REZONE THE PROPERTY AS `C-1', AND TO ISSUE A REQUEST FOR PROPOSALS FOR THE SALE AND DEVELOPMENT OF THE PROPERTY. WHEREAS, between 1991 and 1993 the City of Miami acquired the properties located at 730 Northwest 60th• Street, 5901 Northwest 7th Court, 5900 Northwest 7th Avenue, 737 Northwest 59th Street; and 5988-98 Northwest 7th Avenue (collectively the "Property"); and WHEREAS, the City paid $302,000 for the Property utilizing 1976 Housing General Obligation Bonds; and WHEREAS, on June 20, 1991, the City Commission granted the Urban League of Greater Miami, Inc. (the Urban League) development rights to construct an eighty unit rental housing project (the "Project"); and JUL 2 7 0000 aasohuim Dao. WHEREAS, the Urban League applied to the United States government for a 202 -elderly handicapped financing program (the "Program"); and WHEREAS, predevelopment activity of the Project was not pursued further because the Urban League did not receive the funds from the U.S. Government; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Property -is declared surplus property and the City Manager is directed to initiate the steps necessary to replat and rezone the Property as `C-1'. Section 3. The City Manager is further directed to issue a Request for Proposals for the sale of the Property which shall include, but not be limited to, the following criteria: (1) number of jobs created; (2) type of development; (3) timeframe for development of the Property; (4) purchase price offered the City; and (5) ability to obtain private financing in a timely manner to construct the Property. Page 3 of 3 00— 680 • • CITY.OF MIAMI, FLORIDA 33 INTER -OFFICE MEMORANDUM The Honorable Mayor and Members TO: Of the City Commission DATE: JUL 19 2000 FILE: SUBJECT: Discussion Concerning City Property at Approximately 5900 NW 7 Avenue REFERENCES: ENCLOSURES: The City of Miami acquired the properties located at 730 NW 60 Street, 5901 NW 7 Court, 5900 NW 7 Avenue, 737 NW 59 Street, and 5988-98 NW 7 Avenue (collectively the "Property") between 1991 and 1993. The City paid $302,200.00 for the five parcels utilizing 1976 Housing General Obligation Bonds. On June 20, 1991, the City Commission granted the Urban League of Greater Miami, Inc. development rights to the site. Urban League of Greater Miami, Inc., was to develop an eighty (80) unit rental housing project. The Urban League made an application to the United States for a 202 elderly handicapped financing program. However, the program was not funded. Thereafter, they did not pursue any additional predevelopment activity. At this time, we would like to propose that the City replat the Property and initiate a rezoning so the entire Property will be zoned C-1. We would further like the City Commission. to declare the Property surplus and to direct the administration to draft a request for proposals for the sale of the Property. The City will conduct a competitive process in accordance with Section 29-B of the City Charter and the minimum bid will be based upon appraisals. The RFP will include, but not be limited to, the following criteria on which proposals will be evaluated: 1) Number of jobs created 2) Type of development 3) Timeframe for development of the Property 4) Purchase Price offered to the City of Miami 5) Ability to obtain private financing to construct in a timely manner CAG:GI:L�m CC Disc 7-27-00
