A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE CHARTER REVIEW AND REFORM COMMITTEE FOR
TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the Charter Review and Reform Committee,
each for a term expiring ninety (90) days from February 10, 2000,
which time may be extended by the City Commission, if necessary:

The Charter Review and Reform Committee was created to: (1) review the Charter of the City
of Miami, and any Charter proposals forwarded by the Mayor and each member of the City
Commission and previous Charter Review Committees; (2) serve in an advisory capacity to the
Commission and recommend in writing any amendments necessary to reform and update said
Charter, providing, however, that any member of the Charter Review Committee will be permitted
to provide an alternative recommendation regarding any specific Charter change proposal; (3) hold
public hearings to receive public input no less than two times during its, existence; and (4) issue a
final report.
Commissioner Johnny Winton has been designated as Chairperson. Fifty percent (50%)
of regular members shall be residents and electors of the City of Miami. The following
appointments are still pending:
• The Commission at large appoints a citizen of the City of Miami who is
knowledgeable of the City Charter, Code and government procedures and
processes, and who shall preside at meetings in the absence of the Chairperson.
• Commissioner Regalado nominates one regular member and one technical
advisor (shall be either attorney or individual with legal training).
• Commissioner Teele nominates one regular member and one technical advisor
(shall be either attorney or individual with legal training).
• The Mayor appoints one regular member.
By copy of this memorandum, we are requesting that the Agenda Office place this issue on
the July 27, 2000 agenda.

AUTHORITY: R-00-140
PURPOSE: (1) To review the Charter of the City of Miami, and any Charter proposals forwarded by the Mayor and
each member of the City Commission and previous Charter Review Committees; (2) To serve in an
advisory capacity to the City Commission and recommend in writing any amendments necessary to
reform and update said Charter, providing, however, that any member of the Charter Review Committee
will be permitted to provide an alternative recommendation regarding any specific Charter change
proposal; (3) To hold public hearings to receive public input no less than two times during its existence,
once during the first 30 days of the establishment of the Committee, and no later than the last 14 days
prior to the sunset of the Charter Review Committee.
COMPENSATION: members shall serve without compensation, but shall be reimbursed for necessary expenses incurred in
official duties, as may be determined and approved by the City Commission.
TERMS: committee established for a period of ninety days, which time may be extended by the City Commission,
if necessary.
APPOINTED BY: (1) A City Commissioner shall serve as Chairperson;
(2) A citizen of the City of Miami nominated by the Commission at -large, who shall be knowledgeable
of the City Charter, Code and government procedures and processes, and who shall preside at
meetings in the absence of the Chairperson.

commissioner, who shall not vote on any matter and shall not. be required to attend meetings of the
Charter Review Committee. The technical advisors shall be either attorneys or individuals with legal
training.
QUALIFICATIONS: 50% of regular members shall be residents and electors of the City of'Miami. See above for further
specifications under "Appointed by."
OFFICERS: Members shall select and designated from its members a secretary, and such other officers as may be
deemed necessary, who shall serve at the pleasure of the Committee.
RULES OF PROCEDURE: Committee may adopt its own order of business and rules of procedure governing its meetings, and
actions on matters within .its jurisdiction, not inconsistent with the provisions set forth herein, which
rules of procedure shall be filed with the City Clerk.
MEETINGS: All meetings shall be open to the public. A majority of the members present shall constitute a quorum
for purpose of convening any meeting. An affirmative vote of -not less than 50% of the members present
and voting at any meeting is -required for any action to be taken by the members. Minutes of all board
meetings shall be furnished to the Mayor, Commissioners and the City Manager.
CITY STAFF LIAISON: The City Attorney shall provide legal counsel and designate sufficient support staff to the Committee.
The City Manager shall provide administrative support to the Committee, which shall include keeping
minutes, maintaining correspondence, post meeting notices, file reports and perform all other necessary
support functions. The City Clerk shall comply with applicable laws related to public notice and
recordation of meetings.
