WHEREAS, the Department of Community Development requires professional graphic design and photography services to produce brochures; flyers, service provider directories and press for the Miami community with detailed information about programs and services offered; and WHEREAS, the City Manager and the Director of Community Development recommend the procurement of graphic design and photography services from Sonshine Communications under existing State of Florida Negotiated Agreement Price Schedule ("SNAPS") Agreement No. 9732077-1, be approved; and WHEREAS, funds No. 799302.452479.6.270; are available from Account Code CITY CO201ISSION MEETING OF J U L 2 7 2000 Resolution NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The procurement of graphic design photography services for the Department of Community Development, from Sonshine Communications, under existing SNAPS Agreement No. 9732077-1, and any extensions thereto, in an amount not to exceed $9,000, is hereby authorized, with funds therefor hereby allocated from Account Code No. 799302.452479.6.270. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'/ �i If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Sonshine Communications is a local minority-owned company located at 888 N.E. 126`h Street, Suite 200, North Miami. Funding is available from Account Code No. 799302.452479.6.270. BACKGROUND: The Department of Community Development, in its continuing effort to inform the community of the various programs and services available through the department, seeks professional graphic design and photography services in the development of Brochures, Flyers, Service Provider Directory and Press Kit. These materials will expand our ability to reach the community at large by providing collaborative and detailed information about the programs administered by the department. Furthermore, with respect to the cultural diversity of our community, the marketing materials will be available in English, Spanish, and Creole languages. Staff has met with several graphic design firms regarding the aforementioned services, including the President and CEO of Sonshine Communications, a full service public relations, marketing, and advertising firm. The Procurement Office has advised the Department that Sonshine operates under an existing State contract which can be used as an alternative to a complex bid process and it is recommended that the Department pursue this option to meet its needs. Adoption of the proposed resolution authorizes the Department of Community Development to co act with Sonshine Communications to provide services detailed above. Overview: The City of Miami Department of Community Development (a.k.a. "Department") is soliciting Responses to this Letter of Interest. The Department seeks graphic design services for marketing materials, which will provide information and highlight the various programs and services offered to the community through this branch of the City. The Department coordinates programs funded through federal and state grants to assist Miami's economically disadvantaged residents and neighborhoods. Through cooperative partnerships with the public and private sectors, the Department oversees divisions of Workforce Development, Housing and Administrative Services, all of which are dedicated to giving low-income residents access to the region's economic growth and prosperity. Community Development is currently the third largest department, following the Police and Fire Rescue Departments. Similar to the Police and Fire Departments, we are one of the few departments that interacts directly with individuals and businesses in the community. The marketing materials will be used to promote our programs and services to local residents, as well as to the Federal entities to whom we apply for grant funding. Attached is a more detailed description of the Department and the divisions within the Department. II. Background Information on Community Development: The Department of Community Development coordinates programs funded through federal and state grants to assist Miami's economically disadvantaged residents and neighborhoods. Through cooperative partnerships with the public and private sectors, the Department oversees the Divisions of Workforce Development, Housing and Administrative Services, which are dedicated to giving low-income residents access to the region's economic growth and prosperity. The primary goal of the Department of Community Development is to enhance the quality of life of residents within our community. City of Miami, Florida • Le0of Interest No. 99-00-170 The Department's Office of Workforce Development assists unemployed and underemployed citizens of Miami by providing training opportunities to develop the skills necessary to locate and secure sustainable employment. To achieve this goal, the Office of Workforce Development provides the following services: ■ job training and placement assistance ■ employment counseling ■ educational vouchers to Miami -Dade County Public Schools and Miami -Dade Community College that result in the attainment of an Associate's Degree ■ a state of the art computer training center ■ support services to complement training and employment opportunities, including the 'provision of supportive services, such as childcare, transportation, and clothing ■ access to the internet, fax, and copy center ■ informative weekly training sessions ■ case management to residents impacted by welfare reform ■ programs targeted specifically to the City's refugee population ■ assistance to participants of the City's Section 8 Rental Assistance Program In addition, the Office of Workforce Development oversees the development of the City's one-stop service centers, which are strategically located throughout the City of Miami to briing City services into the neighborhoods. Each service center specializes in different professional development skills training and also provides basic services referenced above. The Office of Workforce Development is sensitive to the unique and diverse population of this multi-ethnic, multi-lingual community and offers services in English, Spanish and Haitian Creole. The Office of Workforce Development's main office is located at 1313 N.W. 36th street, 2nd Floor, Miami, Florida 33142. The telephone number is (305) 693-3120, The Housing Division of the Department of Community Development administers a variety of housing programs to assist eligible low and moderate -income residents to purchase, rent or rehabilitate existing housing units located in the City. The major housing programs currently managed by this division include the State Housing Initiatives Program (SHIP), the Home Investment Partnership Program (HOME), and the Community Development Block Grant (CDBG) which offer loans and grants to prospective homebuyers, homeowners or developers for the purchase, rehabilitation .or construction of new housing units. Also administered by the Housing division is the Housing Opportunities for Persons with AIDS (HOPWA) program, which provides long- term and short-term rental/mortgage assistance, emergency rental assistance, moving and utility assistance for low-income persons diagnosed with AIDS. The main goal . of the Administrative branch of the Department is to effectively and efficiently manage projects funded through federal and state programs. Essentially, this arm of the Department of Community Development is responsible for the execution and monitoring of City of Miami contracts with community-based organizations' providing Social Service, Economic Development, and Housing activities. This. division is also City of Miami, Florida 0 LAW Interest No. 99-00-170 responsible for the processing of all financial activities and transactions performed by the Department, and the provision of financial and technical assistance to those community based organizations that serve the citizens of Miami. III. Basic Services: The Department of Community Development requests services for the graphic design and photography layout of marketing materials, including Department Logo, Brochures, Flyers, Press Kit, Service Directory and Billboard Public Service Ad. The audience for the materials includes Miami and Dade -County residents, Business owners, Community - Based Organizations, Service Provider Agencies, and other local, state, and federal government agencies.. The designs should be completed in a period of six weeks. The price quoted should include all costs for graphic design and photography. Printing and multiple hard copies (except for samples) should not be included in the quote. The price quoted should also include any updates or minor changes during the first year. The price quoted must be an all-inclusive, one-time cost. The Department also reserves the right to review the designs and make minor changes or corrections within the six weeks. IV.
