HomeMy WebLinkAboutR-00-0640J-00-609 7/5/00 RESOLUTION NO. 00— 0 A RESOLUTION OF THE' MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $135,000, TO THE MIAMI-DADE COUNTY METROPOLITAN ("MPO") PLANNING ORGANIZATION FOR THE ADMINISTRATION AND PREPARATION OF TRANSPORTATION STUDIES FOR THE DOWNTOWN MIAMI LONG RANGE TRANPORTATION MASTER PLAN; ALLOCATING FUNDS THEREFOR FROM THE DOWNTOWN DEVELOPMENT SUPPLEMENTAL FEE, ACCOUNT CODE NO. 127001.380254.270, FOR SAID PURPOSE. WHEREAS, the City of Miami, as a participant in the Miami -Dade County Metropolitan Planning Organization ("MPO"), wishes to contribute funds for a comprehensive, long-range transportation master plan for the downtown Miami area, bounded approximately by I-95 to Biscayne Bay and Southwest 26th Road to Northwest 36th Street; and WHEREAS, the study will provide a comprehensive examination and re-evaluation of all downtown Miami transportation systems,. and will include implementation of a downtown transportation model; and WHEREAS, the planning study and analysis will result in recommendations that together will comprise the long-range Miami Downtown Transportation Master Plan and; WHEREAS, in response to a Request for Proposals ("RFP") issued by the MPO, the Study Advisory Committee, chaired by City CITY COMUSSIONI MEETING OF J U L 2 0 2000 ktesolution 1110. 4u of Miami Commissioner Johnny L. Winton, in coordination with the MPO, will select a consultant, at a maximum compensation of $600,000 for the administration and preparation of the transportation studies for the Downtown Miami Long Range Transportation Master Plan; and WHEREAS, funding for the preparation of the Master Plan will be provided as follows: the Federal Highway Administration and the Federal Transit Administration, $134,316; Miami -Dade County, $126,184; Florida Department of Transportation, $204,500; and the City of Miami, $135,000; and WHEREAS, the City's contribution of $135,000 is available from the Downtown Development Supplemental Fee, Account Code No. 12701.380254.270, for the administration and preparation of transportation studies; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The .recitals and findings contained. in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The•allocation of funds in an amount not to exceed $135,000 to the Miami -Dade County Metropolitan Planning Organization for the administration and preparation of transportation studies for the Downtown Miami -Long Range Transportation Master Plan is hereby authorized, with funds therefor hereby allocated from the Downtown Development Page 2 of 3� Supplemental Fee, Account Code No. 127001.380254.270 for said purpose. Q 2000FILE : of the City Commission SUBJECT: Downtown Miami Long Range Transportation Master Plan FROM: REFERENCES: City Commission Meeting *Manager ENCLOSURES: of July 13, 2000 RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution to allocate the amount of $135,000 for the administration and preparation of the Downtown Miami Long Range Transportation Master Plan (DTMP). BACKGROUND The City of Miami is a participant with the Miami -Dade County Metropolitan Planning Organization (MPO), the Federal Highway Administration, the Federal Transit Administration and the Florida Department of Transportation in the planning study and analysis which will result in recommendations that together will comprise the DTMP. The MPO intends to select a professional transportation consultant with a maximum compensation of $600,000 to prepare the DTMP. The local share from the City of Miami of $135,000 will contribute to the professional services. The amount of $135,000 would be allocated from the Downtown Development Supplemental Fee for the administration and preparation of the DTMP. The Planning and Zoning Department has verified with the Department of Management and Budget that the funds are available. The fund is derived from administrative fees collected from permit applicants for those projects deemed Developments of Regional Impacts (DRI).
