A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NO. 99-957; ADOPTED
DECEMBER 14, 1999, WHICH AUTHORIZED PAYMENT
TO MIAMI-DADE COUNTY FOR THE DISPOSAL OF
SOLID WASTE COLLECTED BY THE CITY OF MIAMI,
THEREBY INCREASING THE AMOUNT TO BE PAID
MIAMI-DADE COUNTY, BY AN ADDITIONAL $500,000,
FROM $8,384,400 TO $8,884,400; ALLOCATING
FUNDS THEREFOR FROM ACCOUNT CODE
NO. 422001.320302.6.531.
WHEREAS, Resolution No. 99-957, adopted on
December 14, 1999, authorized the payment of funds to Miami -Dade
County ("Miami -Dade") for the disposal of certain solid waste
materials collected by the City of Miami ("City"); and
WHEREAS, due to anticipated increases in waste disposal
fees, pursuant to the Interlocal Agreement with Miami -Dade, and
an unexpected increase in solid waste tonnage collected as a
result of Hurricane Irene, costs for disposal of solid waste have
increased; and
WHEREAS, funds in the amount of $500,000 are available from
Account Code No. 422001.320302.6.531 to cover the increased
costs;

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Resolution No. 99-957, adopted on December
14, 1999, is hereby amended in the following particulars:l/
"Resolution No. 99-957
Section 2. The City Manager is hereby
authorized to pay Miami -Dade County an amount not to
exceed $8,384,4 $8,884,400 for a period of one (1)
year for the disposal of certain Solid Waste materials
collected in and by the City of Miami pursuant to
Interlocal Agreements entered into on September 29,
1995 by and between the City of Miami and Miami -Dade
County, Florida with funds therefor hereby allocated
from Account No. 422001.320302.6.531.
Section 3. This Resolution shall become effective
immediately upon'its adoption and signature of the Mayor./

in effect and remain unchanged. Asterisks indicate omitted and

It is respectfully recommended that the City Commission approve the attached resolution, in substantially the
attached form, amending section 2 of Resolution No. 99-957, to increase said resolution by an additional
$500,000.00 which was adopted on December 14, 1999. Said approval of authorization of payment to Metropolitan
Dade County for the disposal of solid waste materials collected in and by the City of Miami for an initial estimated
amount of $8,384,400.00; however, with the requested increase, the estimated amount would not exceed
$8,884.400.00 for a period of one (1) year pursuant to Interlocal Agreements entered into on September 29, 1995 by
and between the City of Miami and Miami -Dade County, Florida, allocating funds from Account Code No.
422001.320302.6.531.
BACKGROUND:
Due to anticipated increases in waste disposal fees, per the Interlocal Agreements with Miami -Dade County and due
to an enormous increase in tonnages collected, by the Department of Solid Waste, as a result of Hurricane Irene;
wherein both of these factors have resultantly impacted the department's budget and estimated expenditure forecast
for FY'99-00 said amendment is required.
The City of Miami entered into two (2) Interlocal Agreements with Miami -Dade County (the 'County°) for the use of
the County's Solid Waste Management System Facilities for the disposal of certain solid waste materials collected in
and by the City of Miami.
The Interlocal Agreements established the fees for the disposal of materials at $46.35 or $55.60 per ton at the
Resource Recovery, Landfill or Transfer Facilities respectively.

City's Bedminster Corporation agreement which provides for the
disposal of municipal solid waste at the Bedminster Facility when
it becomes operational; and
WHEREAS, the Bedminster Facility has not become operational
and the City will dispose of certain solid waste at County
facilities during FY199700; and
WHEREAS, the Interlocal. Agreements established the fees for
FY199-00 for the disposal of materials collected in and by the
City at $46.35 or $55.60 per ton at the Resource Recovery
Landfill or Transfer Facilities, respectively; and
WHEREAS, funds are available from Account Code
No. 422001.320302.6.531; and
