A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING 'THE BID OF INTERAMERICAN CAR
RENTAL, INC., FOR THE PROVISION OF EIGHTY
(80) TO ONE HUNDRED (100) RENTAL VEHICLES,
FOR THE DEPARTMENT OF POLICE, AWARDED
PURSUANT TO INVITATION FOR BIDS NO.
99-00-134, ON A CONTRACT BASIS FOR A PERIOD
OF ONE YEAR WITH THE OPTION TO RENEW FOR TWO
ADDITIONAL ONE-YEAR PERIODS, AT AN ANNUAL
AMOUNT NOT TO EXCEED $918,000; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NUMBERS 690001, 690002 AND
690003, SUCH EXPENDITURES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH THE U. S. DEPARTMENT OF THE TREASURY'S
"GUIDE TO EQUITABLE SHARING," AND SECTION
932.7055, FLORIDA STATUTES, AS AMENDED.
WHEREAS, the Department of Police requires the use of
unmarked rental vehicles to reduce the risk factors to officers
involved in undercover operations; and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-134 was mailed to thirty-three (33) potential bidders;
and
WHEREAS, one (1) responsive bid was received on
April 26, 2000; and

WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from InterAmerican Car Rental, Inc., be
accepted as the only responsive and responsible bid; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Section 932.7055, Florida Statutes, as
amended;
WHEREAS, funds are available from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bid received on April 26, 2000, from
InterAmeri.can Car Rental, Inc., for the provision of rental
vehicles for the Department of Police, awarded pursuant to
Invitation for Bids No. 99-00-134, on a contract basis for a

period of one year with the option to renew for two additional
one-year periods in an annual amount not to exceed $918,000, is
hereby accepted, with funds therefor hereby allocated from the
Law Enforcement Trust Fund, Project Nos. 690001, 690002, and
690003, such expenditure having been approved by the Chief of
Police as complying with the U.S. Department of the Treasury's
"Guide to Equitable Sharing" and Section 932.7055, Florida
Statutes, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of InterAmerican Car Rental, Inc., a Local/Non-Minority vendor, located at 1790 N.W.
42 Avenue, Miami, FL 33126, for the provision of eighty (80) to one hundred (100) rental vehicles
for the Police Department, on a contract basis for one (1) year with the option to extend for two (2)
additional one (1) year periods, in an annual amount not to exceed $918,000.
Funding is available from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and
690003.
BACKGROUND
The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-134. Thirty-
three (33) invitations for Bids were mailed and one (1) response was received. InterAmerican
Car Rental, Inc., submitted the only responsive and responsible bid meeting specifications and is,
therefore, recommended for the award. It has also been determined that the selection of insurance
coverage, as provided under Option A of the Bid Tabulation Form is in the best interest of the City
of Miami. Option A limits the City's accident deductible payment to one hundred dollars
($100.00) per occurrence. The cost for each rental vehicle with this option is $765.00 per month.
The Police Department has a need for rental vehicles. Use of unmarked rental vehicles is an
effective law enforcement tool, which can be used to reduce the risk factors to officers involved in
undercover operations, and has been highly successful in the past.

The successful bidder shall furnish a Performance Bond, as stipulated on the Special Conditions of this IFB.

A. All bonds shall be written through surety insurers authorized to do business in the State of Florida as

B. Surety insurers shall be listed in the latest Circular 570 of the U.S. Department of the Treasury entitled
"Surety Companies Acceptable on Federal Bonds", published annually_ The bond amount shall not
exceed the underwriting limitations as shown in this circular.
C. For contracts in excess of 500,000 the company must have been listed for at least three consecutive
years, or holding a valid Certificate of Authority of at least 1.5 million dollars and on the Treasury List.
D. Surety Bonds guaranteed through U.S. Goverment Small Business Administration or Contractors
Training and Development Inc. will also be acceptable.
E. In lieu of a Performance Bond, an irrevocable letter of credit or a cash bond in the form of a certified
cashier's check made out to the City of Miami will be acceptable. All interest will accrue to the City of
Miami during the life of this contract and as long as the funds are being held by the City.
F. The attorney-in-fact or other officer who signs a contract bond for a surety company must file with such
bond a certified copy of power of attorney authorizing the officer to do so. The contract bond must be
counter signed by the surety's resident Florida agent.
The City of Miami reserves the right to reject any and all security tendered to the City.
