WHEREAS, the Department of Fire -Rescue requires the acquisition and installation of a station alerting system that can minimize emergency response time; and WHEREAS, under the present system, dispatchers receive the information, enter it into the Computer Aided Dispatch ("CAD") system, and then notify the station manually, which creates operator delays when the system. is overloaded with radio traffic or 911 calls; and WHEREAS, Westnet, Inc. is linked directly'to the CAD system, which automatically notifies the fire stations, eliminating any potential communication delays, thus streamlining the method of deploying firefighters and apparatus and thereby shortening response time; and CITY COMMISSION . () U WHEREAS, the system will be installed in only one Fire Station for initial testing to ensure that it meets all necessary requirements and expectations; and WHEREAS, the Chief Procurement Officer has adopted a finding that Westnet, Inc. is the only provider of this alarm system; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Director of the Department of Fire -Rescue recommend that the requirements for competitive sealed bids be waived and the procurement of the above-described alerting system from Westnet, Inc., the sole source provider, be approved; and WHEREAS, funds are available from Capital Improvement Project No. 313303, Account Code No. 289401.6.840, as funded by the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Santa Ana Blvd., Santa Ana, CA 92701, in an amount not to exceed $30,000, for the Department of Fire -Rescue. Funding for this acquisition is available from CIP Project No. 313303, Account No. 289401.6.840, funded by the Fire Assessment. BACKGROUND The efficiency of the alarm notification system in fire stations is of paramount importance to firefighters in their mission to deliver timely and efficient emergency service to the public. The Westnet First -In Alerting System is the first such system that obviates the need for station firefighters to constantly move gear and equipment from one area in the station to another when responding to an alarm. In an emergency unit, rapid response time is of the essence and the time and motion expended in equipment transfers prior to leaving the station, is time wasted and potentially life-threatening. The Westnet System allows firefighters and personal equipment to remain in the same private quarters during an entire shift, regardless of a change in unit. The Westnet System is set by the firefighter to alert him/her only when the apparatus they are assigned to has an alarm. The Westnet System further optimizes the response scenario by using audio and visual cues, which decrease reaction time with a corresponding decrease in response times. This System also enhances the firefighters' safe response within the fire station by means of a low level lighting system, which reduces eyestrain and night blindness while permitting safe passage to the response vehicle. An additional benefit is that Westnet is linked directly to the Computer Aided Dispatch (CAD) System, which automatically notifies the fire stations. Under the present system, dispatchers receive the information, enter it into the CAD System and then notify the stations manually. The timesaving of the Westnet system is significant in that automatic notification eliminates any potential delays due to external factors tying up the communications operators, such as radio traffic overflow or 911 calls. Westnet, Inc. reported a number of Fire Departments, nationwide had procured this service as a sole source, including the Anaheim Fire Department, Huntington Beach Fire Department, and Ontario Fire Department, among others. Staff contacted several of these departments, and confirmed the City of Anaheim, Ca. waived sealed bidding requirements and procured the First -In Fire Station Alerting System. Staff was further unable to find similar systems with this type of technology through research conducted on the Internet. The Department of Fire -Rescue is seeking to acquire the Westnet First -In Alerting System. The department is seeking to secure the System as a test in one Fire Station, for an amount not to exceed $30,000 from CIP Project No. 313303, Account No. 289401.6.840, funded by the Fire Assessment. Smart Station Technology operates Dorm Remotes, Satellights, Silencers, Control Remotes, High Power Amplifiers, Message Satellights, Active -Exit Lighting and Dynamic Sound Controllers. All of these units are manufactured solely by Westnet, Inc. Smart Station Technology operates Dorm Remotes, which enable, individual firefighters to program their company assignment into the bedroom unit mounted in their individual bedrooms. This creates flexible, fire department controlled zoning of the sleeping quarters within the fire station. This system utilizes Category 5 Ethernet cabling, eliminating the cost of high voltage wiring. This Supervised, Closed Loop Category 5 cabling plant technology is available solely from Westnet. DISCUSSION The Anaheim Fire Department currently has "Smart Station Technology" fire station alerting systems installed in some. of the fire stations that now require an upgrade and other fire stations requiring a new installation. This tecluiology operates dormitory and control remotes, message satellites, active -exit lighting and sound controllers. The systerizt utilizes ethernet cabling, thereby eliminating the cost of high voltage wiring. The modules provide an audio pre- announcement and dispatch audio throughout the fire station and night vision lighting to permit firefighters to safely exit the fire station. They mute sound systems pctmitting the dispatch message to be heard clearly and accurately as well as a capability to tum off the natural gas or electricity to all cooking devices in the unmanned fire station during a call. The First -In Fire Control System is the only fire station alerting system that is capable of operating with Smart Station Technology. This system is manufactured solely by Westnet Incorporated, and is covered by their pending patient application for zoned fire station systems. This system is the only fire station alerting system that currently meets the National Fire Protection Association requirements for alarm system status verification. This system will first be tested in one (1) Fire Station to ensure that it meets all necessary requirements. This First -In Fire Station Alerting System is the only available system that does not require fire fighters to constantly move gear and equipment from one area in the station to another when responding to an alarm, thereby decreasing response time. The system is further directly linked to the CAD System and automatically notifies the fire stations of calls received. Westnet, Inc. is the sole manufacturer of the First -In Fire Station Alerting System and no other similar systems could be located.
