It is respectfully recommended that the City Commission waive the necessity of competitive sealed

BACKGROUND
The Police Department needs to purchase twenty (20) Hot Dog Monitor Systems for its Canine

officer when the temperature in the canine compartment exceeds the program setting.
The Director of the Purchasing Department has determined that Criminalistics, Inc., due to the
proprietary nature of this system, is the sole manufacturer of the Hot Dog Monitor System.

Staff conducted an investigatio to determine whether Criminalistics, Inc., aMiami-Dade County /
Female owned vendor, located at 7560 N.W. 82nd Street, Miami, Fla. 33166, is the sole source
provider of twenty (20) HotdoTM Monitoring Systems. The Department of Police is seeking to
acquire these systems for an afiount not to exceed $10,100.00. Funding is available from the Law
Enforcement Trust Fund, Proje t numbers 690001, 690002, and 690003.
According to the Police Department, the department is seeking to purchase the HotdogTM

Criminalistics, HotdogTM is the only temperature monitoring/alerting system with two independent
heat sensors, with one sensor programmable and once sensor preset at 95 to 100 degrees for canine

Most ageneies purchase in groups of 5, to allow for installation time and to save on the expenditure. We produce
large orders in groups of 5 at a time and ship 5 at a time.
I have searched for a sole source request but most have broken down their orders in groups, recently the U.S.
Secret Service purchased 20 Portable Hotdog System, but I had to bill them on 10 invoice in groups of 2 per
invoice, so they could pay out of the petty cash fund.
Miami-Dade's aviation group did request a sole source letter, but I guess they did not really need it as you
explained.
We hope to be of service.
