A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING A. AURORA BADIA, P.E., A
REPRESENTATIVE FROM THE DEPARTMENT OF PUBLIC
WORKS, AS CHAIRPERSON OF THE COMPETITIVE
SELECTION COMMITTEE TO EVALUATE THE
SUBMITTALS RECEIVED IN RESPONSE TO THE
REQUEST FOR PROPOSALS WHICH SOLICITED
RESPONSES FOR THE PROVISION OF TECHNICAL
CONSULTING SERVICES TO ASSESS THE EXISTING
CITY-WIDE 800 MHZ TRUNKED COMMUNICATIONS
RADIO SYSTEM AND CURRENT MARKET TECHNOLOGY
AND TO DEVELOP AN IMMEDIATE AND, FIVE-YEAR
PLAN TO REPAIR, MODIFY, AND MODERNIZE SAID
SYSTEM FOR THE DEPARTMENTS OF GENERAL
SERVICES ADMINISTRATION, POLICE AND FIRE -
RESCUE.
WHEREAS, pursuant to Resolution No. 00-549, adopted June 27,
1999, the City Commission authorized the City Manager to issue a
Request for Proposals ("RFP") to solicit professional technical
consulting services to inspect, evaluate, and assess the existing
City-wide 800 MHZ trunked communications radio system and current
market technology and develop an immediate and five-year plan to
repair, modify and modernize the existing system for the
Departments of General Services Administration, Police and Fire -
Rescue; and
WHEREAS, the RFP was issued on July 3, 2000; and

WHEREAS, provisions contained in Section 18-81 of the Code
of the City of Miami, Florida, as amended, require that the City
Manager appoint a competitive selection committee ("Committee")
which shall be comprised of no less than six members as follows:
1. one representative of the administrative
department charged with overall project
responsibility;
2. one representative of each administrative
department which shall be identified by the City
Manager as being the principal user of the
project, with a maximum of three such
representatives;
3. the Director of the Planning, Building and Zoning
Department or designee;
4. the Director of Finance or designee;
5. the City Manager or designee;
6. one or more professionals in the field of endeavor
or practice involved; and
7. the members of the City Commission are eligible to
serve ex officio;
and
WHEREAS, Section 18-81 further provides that the City
Commission shall appoint as chairperson of the Committee, either
the member representing the department, or the member
representing the principal user of the project, and who developed
criteria for the selection of the consultant;" and
WHEREAS, upon evaluation of the qualifications by the
Committee, the Committee shall identify the most qualified
professionals, in rank order, to the City Manager, who after
review of the Committee's findings, shall submit a resolution to

the City Commission to approve the names of the most qualified
providers, in rank order, and authorize the City Manager to enter
into negotiations; and
WHEREAS, the City Manager recommends that A. Aurora
Badia, P.E., a representative of the Department of Public Works,
be appointed as Chairperson of the Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby appoints A. Aurora
Badia, P.E., a representative from the Department of Public
Works, as Chairperson of the Competitive Selection Committee to
evaluate the submittals received in response to a Request for
Proposals, which solicited proposals for the provision of
technical consulting services to assess the existing City-wide
800 MHZ Trunked Communications Radio Systems and current market
technology and to develop an immediate and five-year plan to
repair, modify, and modernize said system for the Departments of
General Services Administration, Police and Fire -Rescue.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature.of the Mayor'/.

If the Mayor vetoes this Resolution, it shall become effective

It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the City Manager to appoint a six member Competitive Selection Committee to list the qualified
candidates in rank order and to present said list to the City Commission for consideration and
appointing an individual as Chairperson of the Competitive Selection Committee for the RFQ
Radio Communication System.
BACKGROUND
The Department of General Services Administration, in conjunction with the Department of Public
Works, desires to initiate the Request for Qualification process for the procurement of professional
counsel and consultant services for the City of Miami's citywide 800 MHz trunked
communications system, for the purpose of providing the City with a comprehensive program for:
1) the immediate, demonstratable improvement of all voice quality transmissions and reception; 2)
the investigation, analysis, study and reporting of recommended actions for the minimization and
elimination of anomalies which occur on the radio system; and 3) the assessment and study of the
existing radio system and current market technology to develop an immediate and a five-year plan
for modernizing the system. The Department of Public Works does not have sufficient
professional engineering staff to accomplish all of the necessary project work and must issue a
Request for Qualifications seeking professional counsel and consultant services.
The Competitive Selection Committee shall be comprised of no less than six members as follows:
1. One representative of the administrative department charged with overall project
responsibility;
2. One representative from the Police Department;
3. One representative from the GSA Department;
4. Director of the Planning, Building and Zoning Department or designee;
5. Director of Finance or designee;
