A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A CONTRIBUTION TO THE FOUNDATION
OF COMMUNITY ASSISTANCE & LEADERSHIP
("FOCAL"), AND ALLOCATING FUNDS THEREFOR, IN
AN AMOUNT NOT TO EXCEED $20,644, FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NUMBERS
690001, 690002 AND 690003, SUCH EXPENDITURES
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY AND JUSTICE'S "GUIDE TO EQUITABLE
SHARING," AND SECTION 932..7055, FLORIDA
STATUTES, AS AMENDED.
WHEREAS, the U.S. Department of the Treasury and Justice's
"Guide to Equitable Sharing," and Section 932.7055, Florida
Statutes, as amended, authorize the expenditure of forfeiture
cash or proceeds for certain law enforcement purposes not
considered normal operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Foundation of Community Assistance & Leadership
("FOCAL") sponsors educational and tutorial programs to the
children of low income homes and their families; and

WHEREAS, this funding will assist FOCAL in providing after
school tutorial and homework assistance, access to research
information through the Internet, World Wide Web, encyclopedia,
etc., at Moore Park Learning and Tutorial Center in the City of
Miami; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS; the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury and Justice's
"Guide to Equitable Sharing," and Section 932.7055, Florida
Statutes, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A contribution to FOCAL is hereby authorized,
with funds therefor, in an amount not to exceed $20,644, hereby
allocated from the Law Enforcement Trust Fund, Project Numbers

690001, 690002, and 690003, such expenditure having been approved
by the Chief of Police as complying with the U. S. Department of
the Treasury and Justice's "Guide to Equitable Sharing," and
Florida State Statutes 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing funding, in the amount of $20,644, to the Foundation of Community Assistance &
Leadership (FOCAL). Funding is to be provided from the Law Enforcement Trust Fund, Project
Numbers 690001, 690002 and 690003.
BACKGROUND
The Foundation of Community Assistance & Leadership (FOCAL) is seeking funds for the
FOCAL/City of Miami Moore Park Learning and Tutorial Center. FOCAL sponsors educational
and tutorial programs to low-income children and their families. This program provides after
school tutorial and homework assistance, access to research information via the Internet, World
Wide Web, encyclopedia, etc. The program anticipates servicing approximately 600 children
annually from the Allapattah, Wynwood and Hadley areas located within the City of Miami. The
program operates Monday thru Saturday throughout the school year and summer. FOCAL has
entered into partnerships with the Miami -Dade County Public Schools, City of Miami Parks &
Recreation Department and the Boys & Girls Club of Miami
