A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ACQUISITION OF CONSULTING
SERVICES FROM THE GARTNER GROUP, "EXCLUSIVE
GALAXY MEMBERSHIP," TO PROVIDE INFORMATION
TECHNOLOGY RESEARCH AND INFORMATIONAL SERVICES
RELATED TO IMAGING AND DOCUMENT WORK FLOW AND
THE INTERNET AND FOR THE DEPARTMENT OF
INFORMATION TECHNOLOGY AT A REDUCED RATE,
UTILIZING STATE OF FLORIDA CONTRACT.
NO. 973-501-97-1, EFFECTIVE THROUGH MAY 31,
2003, AND SUBJECT TO FURTHER EXTENSIONS BY THE
STATE OF FLORIDA, FOR A ONE-YEAR PERIOD, IN AN
AMOUNT NOT "TO EXCEED $40,000, WITH THE CITY'S
OPTION TO RENEW FOR TWO ADDITIONAL ONE-YEAR
PERIODS, AT AN ANNUAL AMOUNT NOT TO EXCEED
$50,000; ALLOCATING FUNDS THEREFOR FROM ACCOUNT
CODE NO. 001000.460101.6.335 FOR SAID SERVICES.
WHEREAS, The Gartner Group provides immediate access to
reliable, up-to-date and in-depth information technology,
research and advisory services, and DataPro and DataQuest
services, and can assist the City of Miami in meeting its
immediate and future objectives and achieving its major goals for
implementation of a complete imaging and document work flow
business solution and expansion of its internet offerings; and
WHEREAS, State of Florida Contract No. 973-501-97-1, in
addition to its negotiated prices allows The Gartner Group to
offer special promotional programs at reduced rates, providing
the using agency enrolls as a member of its "Exclusive Galaxy
Membership";

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The acquisition of consulting services from
The Gartner Group, "Exclusive Galaxy Membership", to provide
information technology research and informational services
related to imaging and document work flow and the internet for
the Department of Information Technology at a reduced rate,
utilizing State of Florida Contract No. 973-501-97-1, effective
through May 31, 2003, and subject to further extensions by the
State of Florida, for a one-year period, in an amount not to
exceed $40,000, with the City's option to renew for two
additional one-year periods, at an annual amount not to exceed
$50,000, with funds therefor hereby allocated from Account Code
No. 001000.460101.6.335 for said services, subject to
availability of funds.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/
�i If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully requested that the City Commission approve the attached resolution
authorizing the City Manager to acquire the services of the GartnerGroup, (non-
local/non-minority), "Exclusive Galaxy Membership" Services for the procurement of
Technical Research and Advisory Services, under State of Florida Contract Number 973-
501-97-1, for the Department of Information Technology, at an initial one (1) year cost
not to exceed $40,000, with the option to renew this service for two additional one year
periods through May 31, 2003, with the total cost on any one year renewal not to exceed
$50,000. Funds are allocated from General Fund Account Code, 001000.460101.6.335.

The Information Technology Department is in need of having immediate access to
reliable, up-to-date, and in-depth IT intelligence and advice in order to support decision
making across the City's IT spectrum. The rapid pace of technological evolution and the
rapid pace of technological obsolescence coupled with the size and complexity of the
City's Information infrastructure makes it imperative that the Information Technology
Department stay well informed. The knowledge base that Gartner will provide the City
through its Exclusive Galaxy Membership will assist the City in meeting its immediate
objectives and in achieving its major goals for the coming year of expanding its internet
offerings and implementing a complete imaging and document workflow business
solution.
The Gartner Group is recognized as an authority in providing research, analysis and
decision support to the IT industry. Gartner has partnered with the Florida League of
Cities to offer municipalities full access to all of Gartner's Research and advisory
services, DataPro services, and DataQuest services at prices substantially lower than
current State of Florida contract pricing. If the City were to purchase these services at the
regular prices the total cost would exceed $180,000. Attached please find a breakdown
of these services.

Last year through resolution number 98-1170 at a total cost of $27,000, the Information
Technology Department acquired three research and advisory services. Although these
services were very beneficial to Information Technology Department, it became apparent
that our requirements for information were not limited to these three areas. Gartner
provided additional one-time (promotional) services for assistance' in defining job
specifications, conducting salary studies for new positions, evaluating products, and
defining implementation strategies. Through the Exclusive Galaxy Membership services
the City will have access to all of Gartner's research and advisory services. Due to the
fact that some of our services have not expired, Gartner will apply a one-time credit for
the unused service.
The Procurement Department has determined that this service can be purchased, under the
State of Florida contract 973-501-97-1 as a special promotion.

REASON: The Information Technology Department is need of
having immediate access to reliable, up-to-date, and
in-depth IT intelligence and advice in order to
support decision making across the City's IT
spectrum.
RECOMMENDATION: It is recommended that the provision of research
and advisory consulting services from The Gartner
Group, through its Exclusive Galaxy Membership
at a reduced rate, under existing State of Florida
Contract No. 973-501-97-1, effective through May
31, 2003, subject to further extensions by the State
of Florida, at a first year cost not to exceed $40,000,
with the City's option to continue these services for
an annual amount not to exceed $50,000.00, for the
Information Technology Department; allocating
funds therefore, for the first year, from the Account
