J-00-449 5/8/00 RESOLUTION NO. 0 0 a 5 " A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR FIFTHS (4/5THS ) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE REFURBISHMENT AND REPAIRS TO THE COOLING TOWER AT THE MIAMI CONVENTION CENTER FROM MIDDLETON & ASSOCIATES AND TRANE AND COMPANY, IN AN AMOUNT NOT TO EXCEED $140,000, FOR THE DEPARTMENT OF CONFERENCES, CONVENTIONS AND PUBLIC FACILITIES; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENTS PROGRAM PROJECT NO. 325008, AS APPROPRIATED BY ORDINANCE NOS. 11705, AS AMENDED, AND 11839, THE ANNUAL APPROPRIATIONS AND CAPITAL IMPROVEMENT PROJECTS ORDINANCES WHEREAS, the Lease and Agreement between the City of Miami ("City") and Hyatt Equities, LLC ("Hyatt") as amended, provides that the City and Hyatt share the cost equally for capital improvements to or replacements of the central plant equipment; and WHEREAS, the Department of Conferences, Conventions and Public Facilities and the Hyatt determined that the condition of the cooling towers servicing the Miami Convention Center, The Hyatt Regency Miami Hotel and the University of Miami Conference Center deteriorated and critical repairs were necessary to ensure that no breakdown occurred and to prevent collateral damage to other components in the central plant; and CITY COMMISSIOR MEETING OF J U N 2 9 2000 Resolution No. r, WHEREAS, immediate repairs to the cooling tower were essential to the health, welfare, safety and convenience of the City and the public; and WHEREAS, proposals for these repairs were solicited from three responsible vendors; and WHEREAS, Middleton & Associates was the lowest bidder for the repairs and Trane and Company was the lowest bidder for the replacement of the condenser water piping; and WHEREAS, the City Manager made a finding that an emergency existed and approved the refurbishment and repairs to the cooling tower; and WHEREAS, funds are available from Capital Improvements Program Project No. 325008, as appropriated by Ordinance Nos. 11705, as amended, and 11839, the Annual Appropriations and Capital Improvement Projects Ordinances; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Page 2 of 4 5� Section 2. By a four-fifths (4/5th,) affirmative vote of the members of the City Commission, the City Manager's finding of, an emergency, waiving the requirements for competitive sealed bids, and approving the refurbishment and repairs to the cooling tower at the Miami Convention Center by Middleton & Associates and Trane & Company, in an amount not to exceed $140,000, for the Department of Conferences, Conventions and Public Facilities, is hereby approved, with funds therefor hereby allocated from Capital Improvements Program Project No. 325008, as appropriated by Ordinance Nos. 11705, as amended, and 11839, the Annual Appropriations and Capital Improvement Projects Ordinances. It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving and confirming the City Manager's finding of emergency repairs to the Cooling Tower which serves the Miami Convention Center and the Hyatt Regency Miami Hotel. BACKGROUND The Lease and Agreement between the City of Miami and Hyatt Equities, LLC provides that the City and Hyatt share the cost equally for capital improvements to or replacements of the central plant equipment. The Department of Conferences, Conventions and Public Facilities and the Hyatt Regency Miami Hotel determined that the condition of the Cooling Tower had deteriorated and critical repairs were immediately necessary to ensure that no breakdown in service occurred, and to prevent collateral damage to other components in the central plant. The repair of the Cooling Tower is essential to the health, welfare, safety and convenience of the City and the public served at the Miami Convention Center and the Hyatt Regency Miami Hotel. Three bids were obtained, and the lowest responsive and responsible bids were from Middleton & Associates for the repairs, and from Trane and Company for the condenser water piping, at a cost of $134,630.00. The City Manager determined that an emergency existed and authorized the acquisition of these services. Funds were available from Capital Improvement Program Project No. 325008. In February, 1999, the Chief Engineer of the Hyatt Regency Miami, Don Hammond, advised tat h the --ondition of the cooling towers had deteriorated and critical repairs must be made immediately to ensure that no breakdown in service o; curs and to preveat collateral darna,e to other components in the central plant. Mr. Hammond is the site engineer responsible for the management of the Power Plant On March 5, 1999, Mr. H=mond submitted three proposals for the necessary refurbishment of the #452-203 Series 15 Cooling Tower, and a proposal for accomplishing the required work. The necessary work includes the following: 1. Remove and replace 1001% M106 PVC Fill by Marley, for three cells, Fill Material designed for proper air flow and pressure drop to prevent fan -motor over amperage. 2. Remove and replace 100% Marley TU Drift Eliminators in PVC materials. Remove and replace Internal Structural Members including Base Plates, Attaching Hardware and Plenum Partitions. Lumber is specially treated for cooling tower duty. 4. 'Remove and replace two (2) Mechanical Crossover Pipes. 5. Ovcday Cold Water Basin with 318" plytivood and Coat with #640 Vulcam Sealer. 6. Remove and replace girts including Longitudinal Structural Members, Tie Rods and Attaching Hardware. 7. Rebuild existing geareducers including New Mater Geen, Bearings, Oil Seals, Re-Paint- 8. e-Paint8. Remove and replace existing 144" N-3-9 aluminum adjustable pitch fan assemblies including fan hubs and hardware. Re -pitch and balance to Marley specifications. Please understand the existing built-up coaling tower is a three-oetl, Marley design, manufactured in 1980. The three cells are nominally sized to handle 1,800 tons. Overall conditions are deteriorating to the pont where emergency repairs will have to be made. Althtwgh the towers appear to have been adequately serviced, salt -air induced corrosion and age are noir adversely effecting performance and integrity. Condenser waWl otgino: The towers ware originally piped with Schedule 40, welded, black iron pipe. Hyatt personnel have continually cleaned and pointed the pipe to ward -oft corrosion. unfortunately, the supply water piping and header is directly adjacent to the cooling tower structure and is continually bathed in tower drift. South Florida Traria Service has previously addressed this piping by making temporary repairs in teaks and providing written recommendations and quotations. Based on the prawt conditions, we strongly urge the Hyatt Regoncy and The City of Miami to stlow South Florida Trane to proceed with repiudng the supply header piping on the three cooling towers. This will include replacing tha deteriorated black iron supply header pipe, Pittings, and valves in the 'wet zone' (sump flange to coaling tower partition wall) with lid protected schedule 40 PVC pipe and i5ttl *. INS The built-up wooden cooling towers are considered to be a perrnazient installation. These towels, when properly malntalned and pefiodica$y refurbished, will typiovily. last for two or three generelons of usage (30 -40 -years). These towers were :manufactured in 1950. Presently, conditions are deteriorating to point where performance is adversely effected. Deterioration of the fill, ellmiriatora, fill supports, wooden structure and stamp areas must be addresseil before the towers are beyond the point of reasonable restoration. The deterioration of the wooden slats (6a and eliminators) is causing operational problems- & the wooden stats are decaying, the droppings are getting trapped in the system strainers, reducing ftw and seating operational issues. As discussed, your water treatment company should be alerted of the sltuatfon regarding the decay of the wooden components. Temporadlyi you should have your personnel remove severely deteriorated slats in an effort to curtail the operaiionai issues. Do not remove slats close to the eliminators and attempt to. keep at last four feet of slats Intact directly underneath the hot water distribution basins. This will help to reduce undue `drift" and loss of capacity Add!tionally, you may wish to add strainer media (do not use smaller than 3118" mesh) at the tooling tower sump location We recommend proceeding Yom restoration prior to the up and coming summer monthe to ensure system integrity. By using. today's design standards, the towers will benefit from using corrosion resistant products ouch as PVC for the fifl arta eliminators in lieu of the originally furnished wooden slats.
