WHEREAS, Resolution No. 99-869, adopted on November 16, 1999, accepted the bid of Law Enforcement Supply Co., Inc. for the acquisition of. police vehicle emergency equipment, utilizing existing City of Miami Beach Bid No. 77-98/99, for the Department of General Services Administration, to be utilized by the Police Department, on an as needed contract basis until September 30, 2000, with the option to renew for two (2) additional one-year periods, subject to further extensions by the City of Miami Beach and availability of funds; and CITY COMMISSION MEETING OF JUN 2 9 2000 Resolution No. r 1 6 0 WHEREAS, the original award amount of the contract did not include needed police vehicle emergency equipment which would further enhance the visibility of fleet vehicles; and WHEREAS, Miami Beach Bid No. 77-98/99 provides for a minimum forty-three percent (43%) discount on Whelen parts and supplies from the distributors published price list(s); and WHEREAS, the Department of General Services Administration has seen a need to increase its initial projection for the provision of police vehicle emergency equipment; and WHEREAS, funds are available from the Law Enforcement Block III Grant, Account Code No. 142023.290499.6.840; and WHEREAS, the City Manager and the Director of General Services Administration recommend that an increase to the annual contract with Law Enforcement Supply Co., Inc., utilizing existing City of Miami Beach Bid No. 77-98/99, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. City Man RECOMMENDATION Resolution Authorizing Contract Increase REFERENCES: Procurement of Police Vehicle ENCLOSURES: Emergency Equipment — City T') --.L AT,. 1717 noinn It is respectfully recommended that the City Commission adopt the attached Resolution increasing the annual contract with Law Enforcement Supply Co., Inc., in an amount not to exceed $136,116.90 for a total contract amount not to exceed $525,345.90 for the acquisition of additional police vehicle emergency equipment for patrol vehicles. Funds for said increase are available from the Law Enforcement Block III Grant, Account Code No. 142023.290499.6.840. BACKGROUND Resolution No. 99-869, adopted on November 16, 1999, accepted the bid of Law Enforcement Supply Co., Inc. for the acquisition of police vehicle emergency equipment for the General Services Administration for patrol vehicles, on an as needed contract basis until September 30, 2000, with the option to renew for two (2) additional one-year periods, subject to further extensions by the City of Miami Beach and availability of funds. After the passage of the Resolution, a vigorous process' of identifying and evaluating additional vehicle equipment for enhancing officer safety was initiated by the Miami Police Department. Subsequently, equipment evaluation meetings were conducted with members from General Services Administration, police fleet and city -approved vendors. A final meeting was held and the decision was made to purchase additional police vehicle emergency equipment in order to further enhance the visibility of fleet vehicles. Attached Exhibit "A" is the proposed list of the items to be purchased. Law Enforcement Supply Co., Inc., a City of Miami approved vendor, will supply the aforementioned police vehicle emergency equipment. All products selected are part of the vendor's catalog. O'Brien Chief of Police .4 Emergency Equipme A REFEP.ENCES: In response to your memorandum of February 7, 2000, entitled "Emergency Equipment" the Police Department offers the following. Major Jorge L. Manresa and our Fleet Liaison Detail have been evaluating the latest over -head lighting systems, 4 -comer strobe lights package, rear deck lights and the new 3-M reflective tape and seal. This additional equipment has been evaluated and determined to be important safety equipment that further enhances the visibility of fleet vehicles. Headlight flashers are not being requested. Originally, we began evaluating just the over -head lighting systems at the suggestion of your Light Fleet Superintendent Mr.Victor Morales. He explained to us that the new fully electronic halogen or strobe over -head lighting systems had no rotators and therefore no moving parts. Although they might be slightly more expensive to purchase, in the long run they would be more cost effective since they would last longer, they would be less costly to repair, and vehicle down time for repairs would be considerably less. The Police Department then decided to evaluate, not only the electronic halogen or strobes over- head lighting systems, but also the 4 -corner strobe lights packages, rear strobe deck lights packages, headlight flashers, and the new 3-M reflective tape and seal. Mr. Morales was made aware of our intentions, and he and Mr. R. Robinson from the Radio Shop were invited to, and have been a part of our evaluation process since the beginning. Both of them• have, or at least one of them has been present at all three of our equipment evaluation meetings, which were held on 12-2-99, 1-6-00, and 2-10-00. On Wednesday, February 17'h, 2000, Major Jorge Manresa, Capt. M. Gross, Sgt. J. Castro and Off. M. Pena met with Mr. Victor Morales to finally discuss, not only what equipment we mutually agreed should be installed (based on our collective evaluation), but also to address your concerns, as outlined in your memorandum. Below is a synopsis of the issues discussed and addressed as they appear chronologically in your memorandum. 539 Vendor Information: Law Enforcement Supply Co. Inc., a City of Miami approved vendor, will supply the vehicle emergency equipment. All products selected are part of the vendor's catalog. Graphic Designs International Inc., also a City of Miami approved vendor, has agreed to supply us the better quality highly reflective 3-M tape and seals at the same price as the current ones. Limited Funds Availability: Mr. V. Morales has, informed us that with the limited funds available there is only sufficient funding to purchase one -hundred and twenty (120) over -head lighting systems. Additionally, he said that there were no funds available to purchase any of the 4 -corner strobe lights packages and rear strobe deck lights packages. The funding to purchase the additional forty-five (45) new over -head lighting systems and the one -hundred and sixty-five (165) 4 -comer strobe lights packages and rear strobe deck lights will come from the Police Department's Law Enforcement Block Grant. Actual costs are outlined below. The new highly reflective 3-M tape and seal will cost the same as the current tape and seal. The vendor has agreed to sell us the better tape at the same price as the current ones, therefore, there will be no budgetary impact on the funds that you currently have allocated. Installation Impact of Additional Equipment: 1. Cost of new equipment: a. Halogen/strobe Over -head Lighting System Whelen B -Link Light Bar Package with Siren/Speaker (#BG20136270ILED)...$1599.00 (Note: Cost of the new over -heads lighting system is equivalent to the cost of the system currently utilized). Currently, you have $191,880.00 allocated to purchase over -head lighting systems for one hundred and twenty (120) of the one hundred and sixty-five (165) new fleet vehicles scheduled to be acquired. The additional $71,955.00 needed to equip the remaining forty-five (45) vehicles would come from the Law Enforcement Block Grant. b. Front and Rear 4 -Corner Strobe System Whelen 4 -corner strobe package ...................................................$281.70 each The $46,480.50 needed to equip the one hundred and sixty-five (165) new fleet vehicles would come from the Law Enforcement Block Grant. Headl fight f lashers Headlight flashers are not being requested. 2. Additional installation costs: The installation of the equipment will be completed in-house by Radio Shop personnel. 3. Cost of replacement parts: Since the new equipment has no moving parts, replacement costs for parts should be significantly reduced when compared to the current over -head lighting systems. The new lighting system will have a five (5) year warranty for the power supply and a two (2) year warranty for the bulbs. As stated above, Mr. Morales' interest in us originally evaluating the new system was the repair/parts cost savings the City would benefit from in the long run. 4. Labor costs for ongoing maintenance For the same reasons stated above, ongoing maintenance costs should be substantially less.
