WHEREAS, Resolution No. 98-402.1, adopted April 14, 1998, approved' the allocation of the amount of $100,000 from 24th Year Community Development Block Grant ("CDBG") Program funds to Word of Life Community Development Corporation, of which $60,000 was provided to cover administrative costs and $40,000 for acquisition costs; and WHEREAS, Resolution No. 00-037, adopted January 13, 2000, authorized the transfer of the sum of $15,743 of unexpended 24" Year CDBG funds to assist with housing administrative support, land acquisition and housing development activities in the City of Miami; and CITY M COUSSIG MEETING OF JUN 2 9 2000 " Resolution Na; .r �✓ V WHEREAS, the Department of Community Development projected the carryover balance of acquisition funds for Word of Life Community Development Corporation to be $23,370 and subsequently determined that the actual carryover was $35,304; and WHEREAS, an additional $11,934 is needed to meet the City Commission's purpose to carryover 24th Year CDBG funds to Word of Life Community Development Corporation; and WHEREAS, it was the intent of the City Commission to allocate 25th Year CDBG funds for housing administration agencies at the 24th Year funding level; and WHEREAS, Word of Life Community Development Corporation was funded at the base level of $50,000 in the 25th Year rather than the intended 24th Year level of $60,000 for housing administration activities; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference Page 2 of -4 '� thereto and incorporated herein as if fully set forth in this. Section. Section 2. The allocation in the amount of $10,000 of 25th Year CDBG Program funds to Word of Life Community Development Corporation, is hereby approved, to assist with housing administrative support and housing development activities in the City; thereby bringing the total amount of 25th Year CDBG funds to $60,000 for housing administration purposes. Section 3. The carryover of an additional amount of $11,934 in unexpended 24th Year CDBG Program funds, previously allocated by Resolution No. 98-402.1, to Word of Life Community Development Corporation, is hereby approved, to assist with land acquisition and housing development activities in the City; thereby bringing the total carryover of 24th Year CDBG funds to $35,304. Section 4. BACKGROUND At the Special City Commission meeting of May 11, 2000 regarding Community Development Block Grant (CDBG) Program issues, the City Commission directed the Administration to prepare legislation that provided full funding to the Word of Life Community Development Corporation for this Agency's 25th Year CDBG allocation. The City Commission had authorized an allocation of $50,000 of 25`h Year CDBG funds to Word of Life Community Development Corporation for housing administration activities. This allocation was predicated on a base allocation of $50,000 for agencies funded under the housing administration category. However, it was the intent of the City Commission to fund Word of Life Community Development Corporation at the 24`h Year funding level, which should have been $60,000. Therefore, an additional allocation of $10,000 will bring the 25h Year allocation for housing administration activities to the 24`h Year funding level. In addition, the City Commission adopted Resolution 00-037 that authorized the carryover balance of 24th Year CDBG funds for acquisition to be transferred to the fiscal year 1999-2000 contract. Resolution 00-037 authorized the transfer of the projected carryover balance of $23,370 to Word of Life Community Development Corporation for acquisition purposes. The attached resolution further authorizes the City Manager to enter into individual agreements with the aforementioned community development corporations in a form acceptable t© the City Attorney. BACKGROUND: In April of 1998, through Resoliution No. 98-402.1, the City Commission allocated $60,000 and $100,000 in 24h Year CDBG Program funds to Model Housing Cooperative, Inc. and Word of Life Community Development Corporation, respectfully, for the purpose of undertaking housing development activities in the City. The 24`h Year CDBG contract between the City and each of the aforementioned organizations expired September 30, 1999, which prohibited the organizations from accessing the unexpended balances remaining under each contract. At the December 14, 1999 City Commission meeting, the City Commission directed the Administration to prepare legislation which would allow for the carry-over of unexpended 24th Year CDBG funds remaining from both organizations' prior contracts. The attached resolution authorizes the carry-over of $15,743 in unexpended 24ffi Year CDBG Program funds previously allocated to Model Housing Cooperative, Inc. and $23,370 to Word of Life Community Development Corporation. These funds will be utilized to assist both organizations in carrying - out land acquisition and/or housing development activities in the City. The attached resolution further authorizes the City Manager to enter into individual agreements with the aforementioned organizations in a form acceptable to the City Attorney.
