APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE, WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND
APPROVING THE PROCUREMENT OF A SIDtm
EXPLOSIVE DEVICE TRANSPORT SYSTEM FROM
CRIMIMALISTICS, INC., THE SOLE SOURCE
PROVIDER, FOR THE DEPARTMENT OF POLICE, IN AN
AMOUNT NOT TO EXCEED $24,600; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NOS. 690001, 690002, AND
690003.
WHEREAS, the Police Department needs to replace its outdated
SIDtm Explosive Device Transport System used to transport an
explosive device to a remote area to be destroyed or dismantled;
and
WHEREAS, Criminalistics, Inc. , is the sole provider, of the
SIDtm Explosive Device Transport System; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Criminalistics, Inc., is the only vendor able to provide the
SIDtm Explosive Device Transport System; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and

WHEREAS, the City Manager and the Chief of Police recommend
that .the requirements for competitive sealed bids be waived and
the purchase of the SIDtm Explosive Device Transport System from
Criminalistics'. Inc., the sole source provider, be approved; and
WHEREAS, funds are available from the Law Enforcement Trust
Fund, Project numbers 690001, 690002, and 690003;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four fifths (4/5th,) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding of sole source and
waiving the requirements for competitive sealed bids, are hereby
ratified, approved and confirmed, and the procurement of a SIDtm
Explosive Device Transport System from Criminalistics, Inc., the
sole source provider, for the Department of Police, for a total
amount not to exceed $24,600, is hereby approved; with funds

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor. 1/

It is respectfully recommended that the City Commission waive the necessity of competitive sealed
bids and approve the attached Resolution for the sole source purchase of a SID Explosive Device
Transport System, for the Police Department, from Criminalistics, Inc., a Dade-County/Female
vendor located at 7560 N.W. 82nd Street, Miami, FL 33166, in an amount not to exceed $24,600.
Funding is available from the Law Enforcement Trust Fund, Project Nos. 690001, 690002 and
690003.
BACKGROUND
The Police Department needs to purchase a SID Explosive Device Transport System to replace the
current transport system, which was purchased in 1983 and is in need of repairs and updates. This
system is used to safely transport an explosive device or suspected explosive device to a remote
area where it can be destroyed or dismantled.
The Director of the Purchasing Department has determined that Criminalistics, Inc., due to the
proprietary nature of this system, is the sole manufacturer of the SID Explosive Device Transport
System.

Staff conducted an in estigation to determine whether Criminalistics, Inc., a non -minority / Miami -
Dade County vendor, ocated at 7560 NW 82 Street, Miami, Fla. 33166, is the sole source provider of
an SID Explosive evice Transport System. The Department of Police is seeking to acquire this
transport system for an amount not to exceed $24,600.00. Funding is available from the Law
Enforcement Trust Fund, Project numbers 690001, 690002, and 690003.
According to the Police Department, the department is seeking to purchase an SID Explosive Device
Transport System to replace the current transport system, which was purchased in 1983 from
Criminalistics, and is in dire need of repairs and updates. This explosive transport system is used to
safely transport an explosive device, or a suspected explosive device, to a remote area away from the
public where it can be destroyed or dismantled. This system is necessary in order to respond to and
handle all calls related to threats of explosive devices, and/or to safely remove actual explosive devices
from an area.
As part of the research, staff contacted Criminalistics, Inc. and secured a list of references to whom this
explosive device transport system was sold. Staff further contacted the Arapahoe County Sheriff's
Department (Littleton, Colorado), who advised me the transport system was tested and purchased as a
sole source. In addition, the New York State Police also acquired this system as a sole source. From
research by staff conducted over the Internet, no other explosive device transport system with these
feature, including remote capability, could be located.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these
findings be approved: Criminalistics, Inc., in an amount not to exceed $24,600.00, is the sole source
provider of an SID Explosive Device Transport System. Funding is available from the Law
Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003.

SIDTM System is the onty system available with certiTred capabilities to safely control the detonation of
33 sticks of C 00NO dynamite, supported by in-depth, independent testing under the auspices of the emi-
nently qualified National Bomb Data Center and Picatinny Arsenal (tiee Technical Bulletin, number

SIDTM is the world's first

saving service, this certified
explosive transport system is in
use with over 100 agencies
worldwide. Uniquely designed
with a specialized head and
replaceable inner cylinder, SID TM
can remain in service for many
years even after extreme
detonations.
Extensively tested by the U.S. Army under the auspices of the eminently qualified
National Bomb Data Center, this unit safely controlled the detonation of up to 20
pounds of TNT, Composition Four and High Density Primers (Technical Bulletin 44-
72). Subsequent testing also concluded that the transport unit provided ample
protection inside a simulated truck towing the unit. Peak shock pressures recorded
inside the truck cab did not approach the level that would cause damage to the
driver's eardrums.
Designed with the highest regard to safety, SIDTM is the most extensively tested
bomb disposal unit with a well documented history of service. Compact in size, this
lightweight trailer can be easily towed by an average sedan and maneuvered in tight
narrow streets. It is also equipped with electric brakes on each wheel and a battery
powered break away system that stops the trailer in the,unlikely event it becomes
separated from the towing vehicle.
FarawaTM, an advanced remote loading and unloading system, is included for use
with the SIDTM system. Using this system, the operator controls the loading and
unloading of a suspect item by coded radio up to 500 feet away or by hard wired
cable up to 100 feet away. Once the item is secured, FarawaTM moves the device to
the blast chamber. The system is preprogrammed to stop directly over the center of
the chamber, preventing over travel and eliminating guess work.
FarawaTM is also available separately for use with existing systems.

REASON: The Department of Police desires to acquire the
SID Explosive Device Transport System from
Criminalistics, Inc. The Police Department is
seeking to purchase an SID Explosive Device
Transport System to replace the current
transport system, which was purchased in 1983
from Criminalistics, and is in dire need of repairs
and updates. This explosive transport system is
used to safely transport an explosive device, or a
suspected explosive device, to a remote area
away from the public where it can be destroyed
or dismantled. This system is necessary in order
to respond to and handle all calls related to
threats of explosive devices, and/or to safely
remove actual explosive devices from an area.
RECOMMENDATION: It is recommended that award be made to
Criminalistics, Inc., the sole source provider,
for the acquisition of an SID Explosive Device
Transport System, in an amount not to exceed
$24,6000. Funding is available from the Law
Enforcement Trust Fund, Project Numbers
