HomeMy WebLinkAboutR-00-0525J-00-536 6/9/00 • r° 0 �l RESOLUTION NO. 0 0 `'�' A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE ESTABLISHMENT OF A QUALIFIED BIDDERS LIST COMPRISED OF FOUR (4) PRE -QUALIFIED VENDORS, AS LISTED ON EXHIBIT."A", ATTACHED HERETO AND ,MADE A PART HEREOF, FOR LATENT PRINT EXAMINATION SERVICES FOR THE DEPARTMENT OF POLICE, FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICE AGREEMENT(S), ,IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH.EACH OF THE PROVIDERS, , ON AN AS -NEEDED CONTRACT BASIS, FOR ONE (1) YEAR WITH THE OPTION TO RENEW FOR TWO .(2) ADDITIONAL ONE YEAR PERIODS,' AND TO ALLOW FOR THE INCLUSION OF ADDITIONAL VENDORS AS DEEMED NECESSARY, FOR THE DEPARTMENT OF POLICE, AT AN ANNUAL AMOUNT NOT TO EXCEED $75,000, ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 001000.290201.6.270. WHEREAS, the Department of Police requires latent print examination services used for criminal identification purposes; and WHEREAS, the Department of Purchasing issued a Request For Qualifications to establish term contracts for qualified and experienced latent print examiners for the Department of Police on an as needed basis; and WHEREAS, Request for Qualifications No. 99-00-124 was mailed to fifty-one (51) potential providers; and ATTACHMEM (1) Do ` A 61 K:Er,Tlvol OF JUN 2 9 2000 ifegoiution o� vr 0 WHEREAS, four (4) responses were received and all four providers were deemed qualified and placed on a Qualified Bidder's List, attached hereto as Exhibit "A",and made a part hereof; and WHEREAS, the providers on the Qualified Bidder's List shall be utilized by the Department of Police, on an as -needed, contract basis, for one (1) year, with the option to extend for two (2) additional one year periods, at an annual amount not to exceed $75,000; and WHEREAS, the City of Miami also reserves the right to add qualified vendors to the list as it deems necessary; and WHEREAS; funds are available from the Police General Operating Budget, Account Code No. 001000.290201.6.270; and WHEREAS, the City Manager and the Chief of Police recommend that the vendors listed on Exhibit "A" be accepted and placed on the Qualified Bidder's List to perform said services on an as needed contract basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The establishment of a Qualified Bidder's List comprised of four pre -qualified vendors, as listed on Exhibit A, for latent print examination services, is hereby approved, and the City Manager is hereby authorized to execute Page 2 of 3 "" Professional Service Agreement(s), in a form acceptable to the City Attorney, with each of the providers, on an as needed contract basis, for a one (1) year period, in an annual amount not to exceed $75,000, with the option to renew for two (2) additional one (1) year periods, and to allow for the inclusion of additional vendors as deemed necessary; with funds therefor hereby allocated from -the Police General Operating Budget, Account Code No..001000.290201.6.270. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. James Del Valle Broward County 00-W 525 .d. 0 CITY OF MIAMI, FLORIDA CA -3 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: eZ City Manager RECOMMENDATION DATE: JUN 14 2000 FILE: SUBJECT: Recommendation for Resolution to Accept RFQ 99-00-124; Latent Print Examination Services REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept the selection of four (4) pre -qualified proposers on the attached qualified bidders list, to provide Latent Print Examination Services for the Police Department, in an amount not to exceed $75,000, on an as needed basis, for a one (1) year term, with the option to extend for two (2) additional one (1) year periods. Funding is to be provided from the Police Department General Operating Budget, Account Code No. 001000.290201.6.270. This Resolution further authorizes the City Manager to execute an agreement, in substantially the attached form, with the providers. BACKGROUND The City of Miami issued a Request for Qualifications (RFQ) No. 99-00-124, to establish term contracts for qualified and experienced Latent Print Examiners for the Police Department on an as needed basis. Fifty-one (51) Request for Qualifications (RFQ) No. 99-00-124 were mailed to potential providers for Latent Print Examination Services, and four (4) responses were received. All four (4) proposers were deemed qualified. The staffing situation in the Police Department's Latent Print Detail has'been in decline for the past decade. The detail has gone from seven (7) full-time examiners to the current level of only one (1). This detail is responsible for identifying criminals through fingerprints left on crime scenes. The current staffing shortage has seriously hampered this effort. The department is currently attempting to recruit qualified applicants to fill available positions. A positive solution and the best alternative, at this time, -is the continued use of retired certified Latent Print Examiners. The Police Department will utilize a Professional Services Agreement to place Providers on an as needed basis under contract with the City. The Department has had much success with this arrangement. The City shall have the option of renewing the agreement, subject to the availability of funds, for two (2) additionally one (1) year periods. The City of Miami also reserves the right to add qualified vendors to the contract, as it deems necessary.
