A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE HISTORIC AND ENVIRONMENTAL PRESERVATION
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the City of Miami Historic and
Environmental Preservation Board in the category as designated
herein, each to serve a term expiring March 9, 2001, or until the
nominating commissioner leaves office, whichever occurs first:

The Historic and Environmental Preservation (HEP) Board administers the
Environmental and Historic Preservation ordinances, and serves as a quasijudicial
instrument in certain areas.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. Appointments must be made
from individuals who have applied.
Two appointments are requested at this time:
• Vice Chairman Gort has one nomination for alternate category currently held
by Ernest Martin, whose term expired on October 27, 1999. Mr. Martin expressed
that he did not wish to be reappointed. The following individuals have applied and
may be appointed for alternate category. They all comply with the residency
requirement:

• Commissioner Teele has two nominations:
1. Andrew Witkin was appointed to serve in the landscape architect category,
but does not comply with the City residency requirement. There are no
additional applications for this category. The residency requirement may
be waived by a four-fifths vote of the members of the City Commission.
2. Commissioner Teele has one pending nomination for real estate broker
category, but no applications have been received for said category.

board. By copy of this memorandum, we are requesting the Agenda Office to place this
issue on the June 8, 2000 Commission agenda. This issue was partly deferred from the
March 9, 2000 and April 13, 2000 Commission meetings.

EXPERIENCE:
While receiving his formal training in architectural preservation at the University of Florida. Mr. Tragash served as a
Thomas Jefferson Intern to the Architectural Research Department at the Colonial Williamsburg Foundation. His
graduate thesis focused on the architectural restoration of a colonial edifice in Lima, Peru serving to promote the
indigenous Peruvian arts & crafts. `
Mr. Tragash has been active in the certified rehabilitation of numerous historic structures within the Miami Beach "Art
Deco" District, and served on the City of Miami Beach Planning Advisory Board from 1991 to 1997, and the City of
Miami Urban Design Review Board in 1999. In his practice, Mr. Tragash provides architectural, planning and interior
design services for both the private developers and public entities such as the City of Miami Beach, Miami Beach
Community Development Corporation, the Miami Design Preservation League. UNIDAD, the Ocean Drive Association
and Miami -Dade County Department of Community & Economic Development.
Mr. Tragash is the principal -in -charge of the firm's architectural work overseeing the projects in each phase of

I have worked in the. archaeological and historical preservation field for over lo years In south Florida
have a BA in Anttropology with a minor in history from Florida State University. Sonic of n» projccts
over the past dears include: excavations at the Santa Maria Site on Brickell, Cape Florida Lighthouse.
Miami CircleBrickell Point. Various projects in Coconut Grove and extensive work and research
throughout the county. Aside from fieldwork and historical research, I have over 7 years of project
management experience. EIS. DRI. Corps Engineer permit reviewing, and expeticnce with Natiopra
Register sites and districts nominations and reviews. -

Dear Sir or Madam,
Please accept my nomination form for the Historic and Environmental Preservation Board
as a historian or as a citizen with knowledge an interest in the historic hentage and natural
environment conservation. I have extensive experience in the cultural resources field in the
Miami and south Florida area and would welcome an appointment to the HEP board to
contribute my knowledge and -experience.
I believe the City of Miami, lacking their own staff archaeolo
an archaeologist, would benefit from having
gist/historian on their preservation board. The addition of an archaeologist
would bring a fresh approach to issues that may arise during permit and plan reviews that
may require the expertise needed and not currently provided by a historian lacking the field
experience. I also have experience dealing with environmental issues (wetland identification,
mitigation, flora and fauna identification, hammock restoration, etc.), mostly as thev relate
to cultural resources.
Thank you for you consideration and I look forward to assisting and contributing to the
Historic and Environmental Preservation Board for the City of Miami in any capacity.

historical research, archaeology and cultural resource planning.
Professional Experience
A ichaeoloQical and Historical on n- n"_ Inc. 1988 -present
Archaeologist: Field director in charge of archaeological excavations, surveys, mapping,
photography, and supervision of field crew.
Historian/Writer: Responsible for researching and documenting information concernmr
archaeological sites and Florida history, and writing and editing reports, grants, and
proposals.
Project Manager: In charge of directing projects from inception to completion. Tasks
include directing staff, coordinating and attending relevant project meetings and review of
all projects for sufficiency and compliance. Duties also include DRI and EIS reviews, and
US Army Corps permit reviews.
Collections Manager/Curator. Oversee cataloging, accessioning, and study of
archaeological collections -by staff and volunteers.
Computer mapping and cartography: Implemented graphic illustration and mapping
programs used by the organization for reports and publications. Responsible for creating all
- - figures, maps, photographs, and illustrations for the AHC.
Office manager/Project Coordinator. Supervision of office staff and field projects,
screening and hiring of employees, and review of all employee timesheets and payroll.
Exhibit Designer. Planning, design and construction of various exhibits and displays for
Clients in the south Florida area.

Teacher/Aide: Taught Florida history programs to students, conducted museum tours,
and worked cashier/information kiosk.
